SAN DIEGO (KGTV) - Residents all over San Diego County Wednesday night reported seeing mysterious lights hovering in the sky. 10News received several calls from residents throughout the county who reported seeing the lights in the western sky between 8 p.m. and 8:30 p.m. Reports came in from Blossom Valley, La Jolla, Del Mar, Chula Vista and El Cajon.10News reached out to authorities to find out what may be the source of the lights, and an official with Naval Air Station North Island in Coronado confirmed that the lights were from flares being used during training exercises. No additional details were given.PHOTOS: Mysterious lights hover over San DiegoPhotos sent in by viewers appear to show several yellow objects floating together in the sky. One viewer, Dani Grady, said the lights faded in, then hovered for about 10 minutes mostly in a linear formation and sometimes in a Z formation. Roughly 20 minutes after the objects disappeared into the night, Grady says she heard what sounded like helicopters flying over the ocean into the darkness with only a small, red light. RELATED: Video shows UFO encounter off San Diego’s coastThe incident mimics another high-profile sight in our skies that took place last December, when San Diegans were caught off guard by a rocket launch. SAN DIEGO (KGTV) -- San Diego County is letting voters know that they have options when it comes to dropping off their mail ballots.The county says voters can send in their mail ballots, drop them off at the Registrar of Voters in Kearny Mesa or drop them off at any of the 41 additional sites throughout the county.According to the county, the faster the ballots are returned, the quicker they can be prepared for counting on election night.The 41 drop-off locations are not early voting locations, but for mail ballots only, the county says.Click on the map below for a full list of drop-off location: “More than 1 million San Diego County voters use mail ballots, and that number continues to rise,” said Registrar Michael Vu. “The early drop-off sites are convenient for the voter, they help with the timely return of mail ballots and decrease the high volume of voters dropping off mail ballots at polling places on Election Day.”   960

SAN DIEGO (KGTV) — San Diego Police officers on Friday were working to get a suspect to surrender after a reported shooting.Police say a shooting between the two vehicles occurred just before 2:30 p.m. in the 9800 block of Scripps Westview Way in Scripps Ranch. No one was injured in the shooting.The person who was shot at told police he knew where the suspect lived and officers responded to an apartment complex at 9700 Scripps Westview Way.Officers were trying to get the suspect to come out as of 3:15 p.m.10News is following this breaking news. SAN DIEGO (KGTV) — Rotating outages in San Diego are now over. Refrigerator and freezer doors should also be kept closed and all unnecessary lighting should be turned off, health and safety permitting.The company suggested customers also reduce their water use due to the need for electricity to pump and process water. For electric vehicle owners, charging should be delayed if possible until after the emergency shutoffs, SDG&E said.SDG&E offers more safety tips to keep in mind during an outage here.Friday marked the first time since 2011 that California has ordered rolling power outages.According to SDG&E, the Flex Alert until Monday night was issued earlier to warn people to conserve energy, but because there wasn't enough energy conserved the state decided to issue rolling outages.SDG&E added that San Diego County's backcountry and rural areas will not be affected in the foreseeable future because they are high fire risk areas. The company warns that the weekend could potentially brig more rolling blackouts if the state decides to do so. 3480

  

SAN DIEGO (KGTV) -- San Diego City Council voted today on their intent to place a police reform measure on the November ballot.The resolution would create an independent commission on police practices in San Diego, if passed.“Today’s action is a big step in the right direction toward real accountability and transparency,” Council President Georgette Gómez said. “The Council's vote demonstrates our commitment to meaningful public-safety reform. In particular, I want to thank Councilmember Monica Montgomery for her leadership on this critical issue. I’m also grateful to Women Occupy San Diego, San Diegans for Justice, the ACLU of San Diego and Imperial Counties, Mid-City CAN, and the Earl B. Gilliam Bar Association for their passionate advocacy in moving this proposal forward.”If passed by voters, the initiative would dissolve existing review boards and replace it with a commission that would operate independently from the mayor and police department.The new commission would have full-time legal council and subpoena power to complete witness testimony and seek records, according to the City Council.Commissioners would also be appointed by the City Council.Barbara Bry released the following statement after the announcement: 1249
