BEIJING -- China and Japan will start the seventh round of talks on the East China Sea issues in Tokyo, Japan on Thursday, Foreign Ministry spokesman Qin Gang Tuesday told a regular press conference. Director of Chinese Foreign Ministry Department of Asian Affairs Hu Zhengyue and head of the Japanese Foreign Ministry's Asian and Oceanian Affairs Bureau Kenichiro Sasae will attend the talks as top negotiators, according to Qin. China and Japan were divided by the issue of the demarcation of the continental shelf of the East China Sea. Qin said China insisted on shelving the disputes and engaging in joint development, and hoped that related issue would be properly solved through negotiation. "We expect to make in-depth and full discussion with Japan during the upcoming seventh round of talks," the spokesman noted.

China has launched a campaign to persuade more women to breast feed, worried that Chinese babies' development lags developed countries because they are not fed properly in their first months of life. The government is also worried about the growing use of powdered baby milk formula -- which many Chinese believe is more "modern" and better for the baby -- especially after 13 babies died of malnutrition in 2004 from being fed fake formula. "Breast milk is a necessary and ideal food for a baby, and the nutrients it contains are the most suitable for the baby's digestion and nourishment," the Health Ministry said on Wednesday in a statement on its Web site (www.moh.gov.cn). "For mothers, breast feeding is beneficial to post-partum recuperation," it added, without saying what the breast-feeding rate was in China. Chinese babies put on less weight in their first six months than babies in developed countries, the ministry said. "The main reason is parents lack scientific knowledge about feeding," it said, adding that problems caused by poor baby nutrition might include mental retardation. There was a particular problem in the countryside, where parents did not know when or how to best start introducing solid food to babies or how to balance their nutritional requirements, the ministry said. The government would spend more time promoting breast feeding and providing information as well as enforcing a ban on baby milk formula being sold or advertised in hospitals, it said. Studies around the world have shown that breast-feeding has many advantages for children including reducing infections, respiratory illnesses and diarrhea. Other studies have shown that babies who are breast-fed for the first six months of life grow better without getting too fat.

CHONGQING -- A bus fire that killed 27 people in southwest China's Chongqing Municipality on Tuesday had been an arson attack, local police said on Wednesday.Xiao Yonghua, a former employee of the company that operates the ill-fated Yutong bus, hid gasoline in his baggage before he got on the bus that left Wansheng district for downtown Chongqing at around 5:00 pm on Tuesday, said Wang Yunsheng, deputy head of the municipal public security bureau.In less than 20 minutes, the bus carrying 38 people caught fire. The driver pulled over, and the panic-stricken passengers tried to flee. But the flames started in the front of the bus and blocked the exit.Twenty-seven were killed in the accident, including 17 men and 10 women, and the remaining 11 people were injured.One passenger, Zhang Dazhong, said he had to jump out of the window to survive but was injured on the head.Xiao, 50, was sitting with his wife, 38-year-old Zhang Xiaoya, in the first row on the left side of the bus, right behind the driver, said Wang.Both died in the fire.Lab work has confirmed the presence of gasoline traces on their seats.Until September 20, Xiao was deputy manager of the Wansheng branch of the Guanzhong Public Transport Company that owned the bus.He was suspended from his post because of family disputes, and was unhappy with the punishment, the company said.The Ministry of Public Security sent experts to join the investigation in Chongqing.Hospital sources said the 11 injured are out of danger.By 5:00 pm Wednesday, 26 of the dead have been identified by their families.

  

BEIJING -- Beijing has seen a 30 percent decrease in residents' complaints about airborne debris around construction sites in the first 11 months of this year compared with a year earlier, the municipal environment authorities said Sunday.The city fined 7,467 construction sites in 2007 for failing to control dust, involving a total of about 10 million yuan (US.3 million), according to the municipal environmental watchdog. The city also  fined more than 4,000 illegal outdoor barbeques and rubbish incineration facilities.The city reached its goal of 245 "blue sky" days for 2007 on Sunday, when a cold front helped the city hit an annual air quality improvement target just two days before the year ends.Statistics also show that although the number of "blue-sky" days did not increase dramatically, Beijing recorded only three heavily-polluted days this year, sharply down from last year's 13.The Chinese capital launched a drive, "Defending the Blue Sky," in 1998, when it only had 100 days of fairly good air quality. The Olympic host city aims to make 70 percent of the days in 2008 meet the standard.

  

A plan to rebuild part of the Yuanmingyuan (the old Summer Palace) Park has met with mixed public response.The park's management office said it is planning to rebuild a palace gate before the end of this year.Zong Tianliang, spokesman for the office, said the project will take a year to complete and will be "a loyal copy of the original gate".But many fear construction of the gate might destroy some the historic remains.Yuanmingyuan is regarded as a symbol to remind Chinese people of the shameful history of the 19th century when China was bullied by Western countries.What visitors see in the park today is mostly the ruins left from a fire that the British and French troops set after plundering countless treasures from the royal garden in 1860.More than half of the 2,300 netizens who responded to a poll on sina.com on Monday were against the rebuilding project.About 54 percent agreed that rebuilding the gate would destroy some historical relics, and protecting what "remains is the best solution"."Yuanmingyuan as it stands today is the best material for patriotic education. Rebuilding will not only cost money, but also probably make people forget part of history," a netizen said.However, 44 percent agreed it was necessary to restore the exquisite imperial garden to its former glory, described as a masterpiece in Chinese classical garden art.Researchers said the Yuanmingyuan, a general name for three royal gardens built and expanded in Qing Dynasty (1644-1911), used to cover nearly 350 hectares and consisted of 100 buildings of different styles, including European and southern China."Rebuilding part of the garden and showing visitors the comparison can also educate people," another netizen said.Zong said the rebuilding is part of the Yuanmingyuan Ruins Planning project, which was approved by the municipal government and the State Administration of Cultural Heritage in 2000.The planning agreed to rebuild no more than 10 percent of the original royal garden.Currently the park has only three rebuilt structures - a European-style maze, a pavilion and the palace gate of Qichunyuan.Some experts have said that a rebuilt Yuanmingyuan would still be incomplete without all its lost treasures. A bronze horse head looted from the garden was recently sold for .84 million and returned to China.
