SAN MARCOS, Calif (KGTV) - A North County military veteran and Cal State San Marcos student is spearheading an effort to expand a veterans remembrance wall in San Marcos. The wall stands at Helen Bougher Memorial Park, and it was funded and put up by a veterans group in 2009, but spots filled-up close after about two years. The open spaces left on the wall now are reserved for POWs and those KIA or MIA. "Unfortunately, I was the one that had to tell all the veterans and their families that there was no room left on the wall, which was unacceptable," said Heidi Rassat, a co-founder for the remembrance wall. Jason Beyer said he believes he was the last to purchase a tile before requests were capped. Now, the ex-Marine is on a mission to add more spaces to the wall. "I think about my co-workers who have passed away, and doing this project keeps their memory alive for me," Beyer said, adding veterans should have the opportunity to be remembered. "They should have this space for their loved ones to remember them, to remember their service, remember their sacrifice," he said. Beyer started a group called the San Marcos Veterans Memorial Initiative. Beyer is also a student at CSU San Marcos, and he has gotten art students involved in designing a way to free up or add spaces to the existing wall. They hope to give design concepts to the city and hopefully begin fundraising next year. "The City of San Marcos is proud to honor our veterans, and we look forward to considering potential proposals for enhancing the memorial," said City Manager Jack Griffin. That suspect is believed to be Travis Reinking, the man accused of Sunday's Waffle House shooting. Reinking remains at large, and authorities are offering a reward for information leading to his capture. After a brief chase, the car was recovered in a neighborhood, located near Reinking’s apartment.No one was ever arrested, but now Reinking has emerged as the prime suspect in the case.There is surveillance video of both the theft from the dealership and the chase. San Diego (KGTV)- Starting today, additional background checks are now required for people to buy ammunition. The system roll-out is leaving some store owners frustrated. "It's going to be a lot harder for us to come in and buy ammo," says customer George Garcia. The state law went into effect today, but it wasn't until 7 a.m. that the software went live. "It is frustrating because we had to wait until the day of for the law to go into effect and the system to be in place," says Danielle Rudolph, Director of Sales Operations at Poway Weapons and Gear Range. "Then we still have to train staff properly." The store must keep a record of the sales for five years. The customer must have California drivers license or ID and pay an additional fee before they can even get their hands on the ammo. "The basic ammunition eligibility check Is a dollar every time you buy. That is for people who have purchased firearms in California before," says Rudolph. "Then there's the standard one, that is . That is for anybody that has not purchased a firearm in California."Some activists believe the new law could save lives. A statement from San Diegans for Gun Violence Prevention says in part: "This will help to prevent felons and those with illegal firearms from getting quick and easy access to high quantities of bullets, while allowing responsible gun owners who pass background checks to continue to purchase bullets."They also say the new law will make it harder for those planning mass shootings to stock up on ammunition. 1539

SAN DIEGO (KGTV) -- Four people were arrested following a Border Patrol chase that made its way through San Diego Wednesday afternoon. The chase started after noon on Highway 94 in East County after the driver failed to stop for an immigration inspection at the Border Patrol checkpoint in Jamul. The agency said the chase made its way through the county before ending in San Diego's Legacy Walk neighborhood. The four suspects then stopped and fled the vehicle near San Pasqual Street and Logan Avenue. According to the agency, the suspects then ran into the Mountain View Beckworth Library where they were taken into custody. All four suspects were in the U.S. illegally, Border Patrol says. 704
