SAN DIEGO (KGTV) — According to the San Diego Council on Literacy, 560,000 adults in the county read at a fourth grade level or less. Individuals with limited reading skills will have a hard time finding employment and suffer even more financially. That's why leaders in literacy are trying to encourage children to develop a love for reading before the age of 8, and before it's too late. Amelia Sandoval is a prime example of how things can spiral out of control without the ability to read. "I didn't read, not at all," says Sandoval talking about her childhood. There were problems at home. She was never read to, and school was never a priority. "We learned to ditch the cops." By the time she was 18, Amelia was in the state prison for women in Chowchilla, where she spent five years. Her inability to read was her shame, and a secret she kept to herself."Just as good as I was at stealing stuff, I was good at hiding this," says Sandoval wiping away tears. "I had to protect the secret. He's desperate to get books in the hands of children. "We're focusing on ages 0 to 8 or 9 because we know that that's the best place for us to make an investment," adds Cruz. Cruz and the Council on Literacy are encouraging children to read at least 20 minutes a night at home. And here's an example they like to share. "Student A" who reads just 20 minutes a day will read the equivalent of 1.8 million words in a school year, building an extensive vocabulary. But "Student B" who reads only five minutes a day will have read less than 2 percent of that amount. And "Student C" who only reads a minute a day is severely limited in vocabulary and literacy. "You just need to read and talk with your kids," says Cherissa Kreider-Beck. She is unwavering in her claim that literacy starts at home and has recommended book lists. And as a county, we have some work to do when it comes to recent results on our students reading comprehension tests. "Our county is about 55 percent students exceeded or met standards," says Kreider-Beck. "At the state, we're about 50 percent, so the county outperforms the state a little bit, but those numbers aren't okay. We can't be okay with those results." "If a child is not reading at grade level by age 8 or 9, the odds of them catching up are 3-1 against them," adds Cruz. With the help of the San Diego Council on Literacy, Amelia has learned to read. "It's very emotional," says Sandoval, unable to hold back tears. "So, it's made me really happy in life."Amelia graduated from high school in February and is now studying for her certification test to enter the field of cyber security."It's amazing because I always thought I would be in prison," says Sandoval. "I never saw a brighter future. I didn't think I would make it this far. I always thought I would end up dead. Or like I said, forever in prison. SAN DIEGO (KGTV) — A surveillance system caught a man breaking into a College Area Thai Restaurant and stealing hundreds of dollars in cash and tech equipment. 10News met with Chira Svangvitaya, owner of "Sala Thai." She has been serving dishes from her homeland to the San Diego community for almost 30 years. But when she opened the store on Halloween morning, she found her store in shambles. “I saw all the things all over the floor," Svangvitaya said. MAP: Track crime happening in your neighborhoodHer surveillance cameras captured the break-in just before 7 a.m.  A man crept in through the back door, ran through the dining area while pulling up his hood, then headed straight to the front counter. He took 0 in cash, five tablets, and a laptop before tiptoeing out the back door. "He was like a pro," she said. “In and out in less than five minutes.”While the stolen money was substantial, the absence of the tablets hurt her most.“I have Uber Eats. Grub Hub, Postmates, Door Dash, Amazon, and Yelp," she said.She said 30 percent of her sales come solely from deliveries, which means she is losing out on a lot of customers. But she said there is a silver lining to this. What the thief may not know, is that the tablets' only function is food delivery. The resale value is unsubstantial. They all come with serial numbers, which she hopes the police and delivery companies use to track them and the thief down. “I just want them [the police] to catch the guy. SAN DIEGO (KGTV) - An unlicensed Coronado dentist accused of taking local patients to Tijuana for dental implants pled guilty to felony and misdemeanor charges Wednesday.Robert Mansueto faced more than 20 charges when the trial over his practices began. Wednesday, he pled guilty to two felony counts and three misdemeanor counts, including unlicensed dentistry with risk of bodily harm, grand theft, and practicing of dentistry under a false name.Mansueto's lawyer told Team 10 they viewed the plea as a victory, saying this resolves the case for what they argue actually occurred.TEAM 10 COVERAGE: 647

SAN DIEGO (KGTV) — After the polls close on Election Night, ABC News and the other major networks will start projecting winners and “calling” races, in some cases well before the official vote counts are finalized.They’ll do it by relying on data from a New Jersey-based company called Edison Research.Edison provides exit polls, survey data, and vote counts for ABC, NBC, CBS and CNN. The company has provided data for this group of networks, known as the National Election Pool, since 2004.“We know what we're doing is really, really important,” said the company’s president Larry Rosin.In certain races, networks will project a winner shortly after the polls close, sometimes before state election officials report any official vote totals. Such a projection is nicknamed an “insta-call” in the news business.Networks only make insta-calls in races where Edison’s exit polls and telephone surveys in the days leading up to the election show a decisive winner, Rosin said.ABC News only issues a projection when statistical models overseen by a team of mathematicians and elections experts show a winner with 99.5 percent confidence.Each network has its own team of experts that crunch Edison’s numbers. Fox News makes projections based on data provided by the Associated Press.When a race is close, the network decision teams turn to more complicated math.“It’s a matter of looking at that historical vote all the way down to the precinct or county level and comparing how the vote is coming in, in that state up to that point,” said Rosin.On Election Night, Edison has thousands of employees fanned out in virtually every county across the nation, monitoring the vote count as it comes in and manually reporting the totals when necessary. There are other employees whose job is to check the numbers for accuracy.Edison’s data helps networks understand how preliminary vote totals compare to the way regions voted in the past, which is an important metric in an election forecast.“If every precinct was just a little bit more Republican than it had been four years ago, you have a good sense that all the other precincts that are similar will likely be a little more Republican, and the Republican will do a little better than four years ago,” Rosin said as an example.Using those kinds of trends, the networks then forecast how many ballots are still left to be counted, and what kind of ballots those are -- either in-person early votes, in-person votes on Election Day, or mail-in votes.At that point it comes down to a formula, comparing the known reported votes to the outstanding votes a candidate is likely to gain.“It’s a very high pressure project, but I’m proud to say that no network has made an incorrect call since the 2004 cycle,” which was Edison’s first year providing election data to the networks, Rosin said.The company started doing this after the debacle in 2000, when networks incorrectly called the race in Florida between George W. Bush and Al Gore. Rosin said a lot of things have changed since then.“The pressure to make calls correctly really superseded the pressure to call quickly,” he said.This year could be a challenging one to forecast, Rosin said, with so many more mail-in ballots because of the pandemic. SAN DIEGO (KGTV) - A World War II veteran is being honored not only for his service to our country but to the San Diego community.With the help of former students, current students, and staff at Hilltop High School in Chula Vista, the library was dedicated to World War II veteran Tom Rice. The lifelong Coronado resident was an Army paratrooper in the 101st Airborne Division on D-Day. He was the first to jump out of his C-47 after it crossed the English Channel.RELATED: Retired Chula Vista teacher grateful for war hero's inspirationRice taught U.S. government in the Sweetwater Union High School District for more than 30 years, mostly at Hilltop High.The surprise was unveiled to Rice on Thursday. "Everyone has given me their grace, and I have nothing to return but just my presence, and that was it. The two women say Rice didn't talk about the war when he was a teacher; it wasn't until years later they learned of his bravery. "We are honored to know him and honored by what he did for us as students and what he did for our country," said Cappos Hardy.Rice is well known for returning to Normandy to reenact his D-Day jump in honor of those who never made it home.
