TONGHUA, Jilin, Aug. 10 (Xinhua) -- Rescuers are racing to save 18 miners trapped in a coal mine that flooded due to a deluge that hit the area in northeast China's Jilin Province shortly after midnight Tuesday.More than 2,000 rescuers are pumping water out of the mine through an auxiliary shaft after the entrance of the main shaft collapsed amid rain-triggered floods.Chinese Premier Wen Jiabao has instructed the local government and other related departments to spare no effort in saving the miners' lives.The accident happened at 12:10 a.m. at Hongyuan Coal Mine in the Erdaojiang District of Tonghua, the third largest city in Jilin, said Zhang Dejun, a spokesman for the city government.He said the miners were working below ground to pull out machinery that had been soaked after days of torrential rain, when the flooding occurred.The mine was near the lower reaches of Daluoquangou River, which is swollen after the catchment received 116.2 millimeters of rain Monday."Time is very pressing," Zhang said.Wang Rulin, governor of Jilin Province, arrived at the scene at noon Tuesday to oversee the rescue. Wang visited the families of the trapped miners to hear rescuers' and experts' reports.The Hongyuan Coal Mine has an annual production capacity of 60,000 tonnes and is a township-owned mine. The cause of the accident was not immediately known.Jilin Province has been battered by heavy rain and floods this summer. At least 85 people have died and 66 are missing after floods over the past two months, according to the provincial government.

YICHUN, Heilongjiang, Aug. 25 (Xinhua) -- The government of Yichun, a city in northeast China's Heilongjiang Province, has corrected Tuesday night's plane crash death toll to 42, saying one dead body that was torn apart in the disaster was formerly counted as two.A local publicity official said earlier on that 43 dead bodies were retrieved.According to the death roll released by the city government, the dead were aged roughly from 12 to 55, calculated from their birth dates indicated in their ID numbers. Among them, however, was a Chinese holding a passport and three crew members whose ID numbers were not available.Rescuers wrapped up the bodies early on Wednesday and have transported them to the city's funeral homes for families to identify them.The ERJ-190 jet, manufactured by the Brazilian aerospace conglomerate Embraer with maximum passenger capacity of 108, crashed near the runaway of Lindu airport of Yichun at 9:36 p.m. Tuesday, some 40 minutes after it took off from the provincial capital Harbin.Ninety-one passengers, including five children, and five crew members boarded the plane, sources with the Civil Aviation Administration of China (CAAC) said.Officials in Yichun confirmed a group of officials from Ministry of Human Resources and Social Security were also on board, including a vice minister and six division chiefs. BEIJING,July 11 (Xinhua) -- China issued a new anti-corruption regulation Sunday to require officials to report changes in their marital status, the whereabouts of their spouses and children if they have moved abroad, personal incomes, housing as well as their family' s investments.The new regulation was issued by the General Office of China's State Council and the General Office of the Communist Party of China (CPC) Central Committee.The regulation defines "officials" as those leaders holding official ranks of and above county level in government agencies, democratic parties, public institutions, state owned enterprises and state holding enterprises.The new regulation requires officials to report changes in their marital status and the location of their spouses and children if they have moved abroad, within 30 days after such a change takes place.Specifically, officials should report their ownership of passports or visas and their children's marital status if they are married to foreigners or residents of Hong Kong, Macau, and Taiwan.Officials should also report any businesses their spouses and children are involved in, both within China and abroad.The new regulation also requires officials to report their ownership of property, including property in their spouses' or children's names, their family's investment in financial assets and in enterprises.According to the regulation, if officials fail to report honestly or in a timely fashion, they would face punishment to various degrees, even as harsh as removal of official ranks.The regulation also ordered party organizations at all levels to strengthen management and supervision over officials to guarantee the implementation of the regulation.This regulation is considered an important measure to ensure strict self-discipline for Party and government officials and to improve the intra-Party supervision system.
