DEL MAR — The coronavirus eliminated the 2020 San Diego County fair, and racing season went on with no fans. Now, the state-owned fairgrounds has laid off more than half of its staff and has asked Sacramento for million in bailout money."They need a new vision for the future and they need it desperately to solve their financial problems," said Del Mar Councilman Dwight Worden.Worden said affordable housing is an ideal solution. The city wants to team up with the fairgrounds to build upwards of 51 affordable homes on the property. On Monday, the council could approve a formal memo to submit to the fairgrounds on its vision.As it stands, Del Mar has no affordable housing and as such faces steep state penalties - including fines, lawsuits, and even loss of development control."In a place like Del Mar, where the ground costs a million dollars an inch, anything where we have to buy land is immediately not affordable," Worden said.The idea to put housing has been talked about for years. Most recently, in June, a Los Angeles-based developer proposed to put modular homes on the property to temporarily shelter the homeless during the outbreak, but pulled the project after community opposition."That was a hornet's nest," Worden said. "We've been telling them 'look, let's work on this long term affordable housing, where we get credit and we know how to help you do that successfully.'"Worden said this would be different, because it would give people such as fairgrounds workers, emergency medical technicians, teachers, and restaurant servers to permanently live close to where they work.Worden says the city has picked out five locations on the fairgrounds, mostly around the perimeter.The cost is still not clear, but Del Mar may ask Solana Beach the city of San Diego to participate, and see if they can get partial credit for their housing requirements.Del Mar must built 163 new housing units by 2029. DESCHUTES COUNTY, Ore. -- A missing Oregon baby was found naked and lying in the dirt by a detective last week near Bend, according to authorities.On May 10, deputies say a man, identified as Brandon Blouin, came out of the woods asking for law enforcement after losing his 1-year-old son.Blouin told deputies that he and the baby's 18-year-old mother, along with the child, were staying in the forest when the woman walked away and didn’t return.Blouin went looking for the woman. He told deputies he set the 1-year-old down and left him.Deputies say Blouin is believed to have been under the influence of a controlled substance when he decided to walk away.The child was found by the detective about one mile away from the vehicle the family had been staying in. The baby was found lying naked in the dirt, according to deputies. Blouin was arrested on several charges. 889
DEL MAR (CNS) - Mean Sophia, a 3-year-old filly, has died after suffering an injury while racing at Del Mar Racetrack -- the first equine fatality during a summer meet at the track since 2018.The horse stumbled coming out of the gate in Saturday's seventh race, broke her leg and was euthanized after track veterinarians determined that she could not be saved, the San Diego Union-Tribune reported.Mean Sophia was owned by Sinnott Family Trust and trained by Peter Miller, according to the industry website Equibase. Her jockey was Ricardo. Gonzalez. She had eight career starts and one first-place finish.While there have been no racing deaths at Del Mar this year or last, four training deaths were recorded last summer, and four other horses have died at the track this summer -- two in training accidents and two listed for ``other'' causes.Officials with Del Mar and the California Horse Racing Board did not immediately respond to requests for comment.Some animal rights activists have urged the track to suspend racing this weekend due to the extreme heat wave plaguing Southern California.Sunday's high was expected to reach 95 degrees in Del Mar. The show has been in Del Mar for many years.While show-goers drove into the parking lot, protestors yelled into the megaphone, “Stop the bloodshed. Close the Gunshow!”Del Mar Mayor, Dwight Worden joined protestors. “Why are we doing this when the community doesn’t want it?“ he asked. Worden has been credited for updating local zoning ordinances, which now ban gun shops, gun shows, or firing weapons in the city of Del Mar.But despite the name, the Del Mar Fairgrounds is owned by the state, so city zoning rules do not apply.It is governed by a Fair Board, which chooses what events they host a year in advance.“Were doing is this kind of demonstration of community concern and we’re working with the Fair Board and state legislature to see if we can change the rules and if not eliminate the gunshots, at least cut back the number,” Mayor Worden said. 10News was filming the protest, when an unrelated cyclist found an in-tact bullet being run over by cars on Via De La Valle.“It’s not a war zone. You don’t need to have ammunition out here on the street,” the cyclist said. DEL MAR (CNS) - The California Coastal Commission unanimously approved several modifications to the Del Mar Bluffs stabilization project Friday, which will allow the San Diego Association of Governments to continue with work in stage four of the project.Modifications include an increase of three feet to the height of an existing retaining wall at the base of the bluffs near 12th Street, installation of four additional support columns along the upper bluffs near 12th Street and the repair of a small upper bluff failure near Seventh Street.The newly approved work will further stabilize the Del Mar bluffs, which is a critical segment of the 351-mile Los Angeles-San Luis Obispo-San Diego rail corridor. SANDAG and North County Transit District are working together on the project. Phase 4 stabilization efforts cost approximately .8 million and are funded through a combination of federal, state and local sources."The California Coastal Commission's decision today will help ensure continued reliability for our county's major rail corridor, which is crucial for goods movement, commuters and supporting our nation's military," said SANDAG Chair and Poway Mayor Steve Vaus. "It is critical that we continue to reinforce this section of track in Del Mar, while exploring alternatives to move the tracks completely off the bluffs."Phase four work is currently underway to install support columns to stabilize localized areas and seawalls, construct a drainage channel on top of the bluffs and repair concrete channels and storm drain outfalls. Construction on this phase began in spring and is expected to be complete later this year.After a series of bluff erosion episodes in 2019, California State Transportation Agency Secretary David Kim established a coalition of stakeholders to address the short-term stabilization efforts, a long-term vision to move the tracks entirely off the bluffs and ways to improve the capacity, speed and safety of the San Diego coastal rail corridor. The working group is composed of local, state and federal leaders."The city of Del Mar recognizes the stabilization efforts are necessary and looks forward to working with SANDAG and all project partners on a future relocation of rail off of the bluffs," said Del Mar Mayor Ellie Haviland. "Secretary Kim's working group has brought the best and the brightest together to focus on the long- and short-term needs of the bluffs, and we're making significant strides."This summer, SANDAG will seek nearly million from the state's Trade Corridor Enhancement Program to complete construction of the fifth phase of bluff stabilization, which will include the installation of additional support columns along the bluffs, improved drainage infrastructure and new retaining walls.SANDAG was awarded million from the California State Transportation Agency and .6 million from the United States Department of Transportation earlier this year for future stabilization efforts. 2973
