SAN DIEGO (KGTV) — Border Patrol agents say they found human remains in the Tijuana River Valley early Saturday.The agents discovered the human remains near the Tijuana River just before 8:20 a.m. on Dairy Mart Road and Clear Water Way, according to City News Service and Chief Patrol Agent Douglas Harrison.The investigation was turned over to the San Diego Police Department's homicide detectives. 10News has reached out to San Diego Police, but have yet to hear back.No further information was immediately available.City News Service contributed to this report. 572

SAN DIEGO (KGTV) — City council leaders unanimously approved a reform to allow local churches to build affordable housing in parking lots.The plan will allow churches and other religious institutions to choose to build affordable housing units in their parking lots to utilize large areas of the property that may go typically unused during the majority of the week.Previously, the institutions were required to offer a certain amount of parking spaces based on the location's capacity.The approval is part of a series of housing reforms the city hopes spark new affordable housing opportunities. City leaders are optimistic the moves will increase local housing supply, attract new construction, and lower costs in the long run.RELATED: Protesters air grievances in an end-of-year 'Festivus' at City Hall“There are so many religious leaders who want to know what they can do as we face a statewide housing crisis that is putting the squeeze on working families,” Mayor Faulconer said in a release. “We have people in need and people who want to help so giving churches the opportunity to build affordable housing on underutilized parking lots makes all the sense in the world.”The idea has been gaining steam since last Spring. The group UPLIFT San Diego led the effort dubbed YIGBY, or "Yes in God's Back Yard.""There are 1,100 churches in San Diego County with over 3,000 acres of property," UPLIFT leader Tom Theisen told 10News in June. SAN DIEGO (KGTV) -- City Council members Friday announced a plan to push for a temporary shelter for the homeless in Murphy Canyon.Council members Lorie Zapf and David Alvarez will hold a news conference Monday to request that a shelter be built at the former Chargers training facility.The complex, owned by the city, has remained unused since the Chargers moved to Los Angeles and will likely remain vacant for several more years.Announcing the press conference, the councilmembers said, “The San Diego River has seen an explosion of homeless encampments this year. This is an environmental nightmare and extremely dangerous with the rainy season rapidly approaching.”More than 100 homeless encampments were counted by volunteers with the San Diego River Park Foundation in October. 792
