A good Samaritan found the "severely emaciated" dog Tuesday afternoon by the Kendall-Frost Mission Bay Marsh Reserve, near Pacific Beach Drive and Olney Street.The good Samaritan immediately sought veterinary care for the dog, but it was euthanized because of failing organs, according to the humane society. Veterinarians determined the dog was in such a deteriorated state that he could not have made it by himself to the location he was found -- meaning he was abandoned there."This is absolutely heartbreaking and completely unnecessary," said Humane Law Enforcement Chief Bill Ganley. "The necropsy revealed socks, a washcloth and a stuffed animal inside this dog's stomach. SAN DIEGO (CNS) - Parole was granted Wednesday for the man who killed a 20-year-old college student and pizza deliveryman in 1995 when he was a 14-year-old gang member.Tony Hicks, now 37, was the first youth in California to be tried as an adult under a law adopted in 1995 that allowed juveniles as young as 14 to be tried as adults for murder. He pleaded guilty to first-degree murder in the death of Tariq Khamisa and was sentenced to 25 years to life in prison. He has served 23 years behind bars.Wednesday's decision, made by the state parole board, now goes to the governor's office for possible approval.Gov. Jerry Brown recently signed Senate Bill 1391, which eliminates the ability to try a defendant under the age of 16 as an adult for any violent crime. Those convicted under the new law will be held in locked juvenile facilities instead of adult prisons."If this law (SB 1391) had been in effect in 1995, Tony (Hicks) would have been prosecuted in Juvenile Court and paroled many years ago,'' said Azim Khamisa, the victim's father. ``The other two individuals involved in the crime were sentenced in Juvenile Court. SAN DIEGO (CNS) - The San Diego City Council voted unanimously today to support Mayor Kevin Faulconer's plan to expand outdoor dining and retail options during the COVID-19 pandemic.The vote follows Faulconer's July 7 executive order that waived requirements for the temporary use of sidewalks and private parking lots as outdoor dining and retail venues to increase space for physical distancing.Tuesday's vote allows businesses to use adjacent on-street parking to operate while also waiving a majority of permitting fees.``Our local restaurant and retail owners have shown incredible resolve and resilience throughout this pandemic. Many of those small businesses have been among the hardest hit and San Diegans are ready to support them safely and responsibly,'' Faulconer said. ``The response we've seen to outdoor dining has been overwhelmingly positive, and this ordinance opens up so many more options for our small businesses as they work hard to rebound and recover.''The plan is expected to impact up to 4,000 restaurants in San Diego that employ more than 55,000 individuals.Previously, securing an outdoor sidewalk cafe permit could cost businesses more than ,000 and take several months to process. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted 3-2 Wednesday in favor of a land annexation agreement for a housing development to be built in an unincorporated area near the city of San Marcos.Representatives San Marcos Highlands told the board that they have worked with numerous federal and state agencies, including the California Department of Fish & Wildlife, and received approval from them.Supervisors Greg Cox, Jim Desmond and Kristin Gaspar voted in favor of the agreement, while Nathan Fletcher and Board Chairwoman Dianne Jacob were opposed.The San Marcos Highlands project calls for 187 single-family homes, one public park, two private parks and 210 acres of open space on the northern end of Las Posas Road stretching north to Buena Creek Road. According to the county, 152.2 acres are in the unincorporated areas of the North County Metropolitan Subregional Plan.According to the county, the annexation agreement "would not cause changes in the San Marcos Highlands project or in the circumstances under which the project is undertaken that involve significant new environmental impacts."One Vista resident asked the board to vote no on the agreement, arguing the development is not a good fit for the area.Desmond said the board was "not here to debate the merits of the project," as it already has formal approval and went through several modifications.
