SAN DIEGO (CNS) - San Diego County has seen a nearly 5% increase in its response to the 2020 Census above the 2010 response rate, according to state census data.Data collected through Tuesday indicates 72.9% of county households have responded this year, as opposed to 68% in 2010, mirroring an increased response rate statewide.Census officials say that California's 2020 self-response rates surpassed the 2010 rate on Wednesday, with 68.4% of California households responding either online, by phone or mail. The 2010 rate was 68.2%.State census officials touted the success of their outreach campaign, particularly given California is considered one of the ``hardest-to-count'' states in the country due its size and a high number of people who are difficult to contact for census purposes, such as recent immigrants, people who lack high-speed internet access or people with limited English proficiency.Campaign efforts will continue until the Sept. 30 deadline.``It is through the collective efforts of millions of Californians that we have surpassed our 2010 self-response rate. But make no mistake -- we are not done yet. We know the hardest-to-count Californians still may be missed or undercounted given the shortened deadline, so it's essential these households complete the form now,'' said Ditas Katague, director of the California Complete Count -- Census 2020.``With two weeks left, our message is loud and clear: Californians need to act and fill out their Census forms,'' Katague added. ``We have just days to secure funding and representation in our state for the next decade. We haven't been without our challenges -- federal operational changes and instability, the impact of COVID-19, wildfires and more. SAN DIEGO (CNS) - The Department of Defense announced 0 million in awards Thursday for 5G experimentation and testing at five U.S. military test sites, including Naval Base San Diego.The DOD says the projects represent the largest full-scale 5G tests for dual-use applications in the world, with officials from the military, technology industry and academic experts collaborating to advance DOD's 5G capabilities.The San Diego portion of the testing involves a project to develop a 5G-enabled smart warehouse that improves materiel and supply handling, management, storage and distribution for the Navy's Fleet Logistics Center in San Diego and creates a proving ground for testing, refining and validating emerging 5G enabled technologies.A Naval Base Coronado warehouse operated by the Naval Supply Systems Command Fleet Logistics Center will be used to prototype a smart warehouse use case and perform at-scale experimentation.AT&T, GE Research, Vectrus Mission Solutions Corp. and Deloitte Consulting LLP will take part in designing and building the 5G test bed, network enhancements and warehouse specific applications, according to the DOD.Naval Information Warfare Center Pacific will lead the technical assessment and support the implementation and execution of the experiments, performing tests and evaluation, and ensuring the deployed 5G technology and smart warehouse applications meet the expectations of the Navy and the Office of the Under Secretary of Defense for Research and Engineering.Michael Kratsios, Acting Under Secretary of Defense for Research and Engineering, said, "The Department of Defense is at the forefront of cutting- edge 5G testing and experimentation, which will strengthen our nation's warfighting capabilities as well as U.S. economic competitiveness in this critical field."Through these test sites, the department is leveraging its unique authorities to pursue bold innovation at a scale and scope unmatched anywhere else in the world. SAN DIEGO (CNS) - The San Diego County Health and Human Services Agency announced Tuesday that it will make its inclement weather shelter program available to homeless residents in the county's unincorporated areas. The agency's Housing and Community Development Services division activates the shelter when rain is expected for at least two days, reaches two inches in a 24-hour period or when a storm includes a threat of flash flooding. County officials monitor seven unincorporated zones to determine when to activate the shelter program. SAN DIEGO (CNS) - San Diego city leaders said Tuesday that more than 1,100 people will secure permanent or longer-term housing by the end of the year through Operation Shelter to Home -- the city's COVID-19 homeless shelter at the San Diego Convention Center.The shelter opened its doors in April as a measure to halt the spread of COVID-19 among San Diego's homeless population, and currently houses around 900 people per day, and housed a peak of 1,300 people daily, according to San Diego Mayor Kevin Faulconer.Faulconer called the project "a public health success story" at a Tuesday morning news conference, saying only 27 residents and staff tested positive for COVID-19 out of more than 9,300 tests administered since the shelter opened.Officials said that to date, more than 840 individuals and 45 families sheltered at the convention center have obtained housing, while around 400 others will soon be moved into housing units the city secured through the purchase of two hotels in Mission Valley and Kearny Mesa. That purchase will convert the hotels into 332 furnished apartment units and residents will receive on-site supportive services, officials said.In addition to those moved into housing, others will be matched to housing resources like vouchers or other rental subsidies, the city said."This pandemic brought our region together like never before to work toward our shared goals of protecting our most vulnerable residents and removing barriers to housing -- and now over 1,100 people will have a permanent place of their own to call home," Faulconer said.San Diego Mayor-elect Todd Gloria said the collaborative efforts to bring Operation Shelter to Home together was "a bright spot" amid the pandemic."This is a testament to what we can do if we choose to do it," said Gloria, who said efforts like Operation Shelter to Home must be continued even after the pandemic ends."It shouldn't take a pandemic to care about our unsheltered population," he said. 1983

  

SAN DIEGO (CNS) - Playgrounds in San Diego County can reopen to the public Wednesday, despite initially being closed under COVID-19 restrictions, after state health officials reversed course.Assemblywoman Lorena Gonzalez, D-San Diego, led a group of a dozen legislators who sent a letter to Gov. Gavin Newsom last week urging him to remove playgrounds from the stay-at-home order. They claimed opening playgrounds "is necessary for the mental and physical health of children to have opportunities to expend their physical energy and play." They also noted that in some low-income neighborhoods, "families may have little to no outdoor space of their own available."Newsom and the California Department of Public Health revised statewide public health guidelines on Wednesday to allow for public playgrounds to remain open."Every parent knows how important playgrounds are for our youngest Californians," Gonzalez said. "A huge thank you to Governor Newsom for hearing our collective concern and rethinking how we can open play structures for our kids."Playgrounds were closed earlier in the pandemic before being reopened in September. Then, with a spike in case rates and the state's issuance of a regional stay-at-home order, which took effect late Sunday night across all of Southern California, playgrounds closed again.Pressure from parents and legislators have now caused the state to reopen the playgrounds.According to the state's website, "playgrounds may remain open to facilitate physically distanced personal health and wellness through outdoor exercise. Playgrounds located on schools that remain open for in-person instruction, and not accessible by the general public, may remain open and must follow guidance for schools and school-based programs."San Diego County Supervisor Jim Desmond made a motion at the Board of Supervisors meeting Tuesday to defy the state order and not enforce the playground closure. It was rejected 3-2.Supervisor Nathan Fletcher said his conversation with state officials proved productive, and gave credit to Gonzales -- his wife -- for her work."Kids in San Diego County can now enjoy local playgrounds. This is something that can be done safely and make the lives of families easier," Fletcher said. "My conversations with California Governor Gavin Newsom and Secretary Dr. Mark Ghaly worked, and I appreciate their partnership on this adjustment.""Thank you to everyone who worked cooperatively with the state, to bring about this adjustment, our collective efforts made a difference, special shout out to my wife, supermom, Assemblywoman Lorena Gonzalez," he said. 2621
