One of the leading COVID-19 vaccine candidates produced virus antibodies in every patient tested in a trial conducted earlier this year, according to a report in the New England Journal of Medicine.The published results describe a successful Phase I testing for the vaccine, which is being produced by biotech company Moderna. Three of the participants who received the highest dosage of the vaccine reported at least one "severe" side effect.Fauci has said that the US is currently producing the top vaccine candidates with the hopes of distributing them when they are cleared for use by the FDA. The decision does not legalize these drugs, but supporters say it can help lead people away from jail and into treatment.“We work primarily with folks who are injecting heroin and methamphetamines,” Haven Wheelock said. She runs drug user health services at medical clinic Outside In, in Portland. “It’s really about engaging people who are using substances and helping to give them tools to be happy, healthy and hopefully survive.”One of the programs they provide is a syringe exchange service, to give users clean needles and materials to use.“I have seen for decades how our current system of criminalizing drug use and addiction has really damaged lives and harmed people I care about,” she said.That system is changing. “Most of the clients I've had the opportunity to talk to about this really have this sense of relief, honestly,” Wheelock said. “The measure effectively decriminalizes personal use amounts of substances as well as provides funding for addiction and recovery support services across the state of Oregon.”However, decriminalization is different from legalization.“Decriminalization is basically making something so that it is no longer a criminal offense if you were to do it, it is still seen as a violation,” said Christopher Campbell, an Assistant Professor of Criminology and Criminal Justice at Portland State University. “Full blown legalization is more like there is no violation whatsoever associated with it, within certain degrees.”With decriminalization, instead of going to jail for having personal amounts of a drug on you, “you have a choice then of a 0 fine, or you take this chemical dependent screener assessment that determines if you are a good candidate for treatment,” Campbell explained.This puts the focus on treatment, not jail.“If you have fewer arrests based on possession, you're going to have fewer people in pre-trial detention,” Campbell said. “So you'll have fewer people going to prison. It’s kind of a chain reaction.”In many states across the U.S., personal use possession of drugs like these is a felony offense. Back in 2017, the Oregon governor signed a bill making it a misdemeanor.“I don't think it’s going to dramatically decrease the prison population. It might decrease it a little bit. I think the biggest one we’ve seen was felony to misdemeanor,” Campbell said.The impacts of a drug-related felony charge is something Bobby Byrd has experienced his whole life.“For the small possession of drugs,” Byrd explained. “That conviction ruined my life in a lot of ways. Kept me from getting jobs. Kept me from getting apartments.”Byrd was arrested decades ago in the 1990s.“I know this may not be able to help my past, but I don't want what happened to me to happen to anybody else in their future,” he said. “People don’t need punishment for their addiction, people need help for their addiction.”That’s exactly why he’s been vocal in his backing of Measure 110. The measure is also paving a path for easier access to treatment.“You won't have to have gotten in trouble in order to access these services,” Wheelock said.“Oregon has kind of been primed for this. We’ve been very much on this progressive slate,” Campbell said.From the first to decriminalize marijuana in 1973, to decriminalizing most other drugs, Oregon has paved the path to a lot of drug-related policy. ODESSA, Texas – An 8-year-old girl in Texas died after authorities say she was forced to jump on a hot trampoline as punishment for an extended period of time.Additionally, the Odessa Police Department says the child wasn’t allowed to eat breakfast or drink any water, because she wasn’t jumping.Odessa police say officers responded to the girl’s home on Aug. 29 in reference to a medical call. When police arrived, they located the child, who was later pronounced dead at the scene.A search warrant was later obtained, and the temperature of the trampoline read to be about 110 degrees and the ground was around 150 degrees.On Oct. 8, police say they received the final autopsy report for the little girl, which listed her manner of death as homicide and the cause of death as dehydration.Based on the facts and circumstances presented during the investigation, capital murder warrants were obtained for both Daniel Schwarz and Ashley Schwarz.A police spokesperson told the Odessa American that the Schwarzes were the non-biological parents of the 8-year-old.Jail records show the couple were booked into the Ector County Law Enforcement Center on Monday. OCEANSIDE (KGTV) - A full-page ad published in the Sunday Union-Tribune is creating waves in the effort to save San Diego beaches. Save Oceanside Sand is a North County group who started about three months ago to help protect the beaches in Oceanside after decades of erosion. Co-founder Dirk Ackema tells 10News, “When that ad came out in the Sunday paper we were so excited, so surprised, so curious.” We did some digging and found out Christie Walton posted the ad. Not only is she an avid surfer and San Diego resident, she is the daughter-in-law to the founders of Walmart. Both Walton and Save Oceanside Sand have similar perspectives when it comes to saving the sand. They believe in installing jetties and backfill beaches to protect the sand. In the ad, Walton talks about the current dredging method as not being a long term solution for San Diego Coast. The installation of jetties and groins to protect coastlines has been used around the world. Walton even looks to the specific groin used in Hawaii as an option to be used here in San Diego. Save Oceanside Sand has grown traction throughout the community over the past few months and are looking to expand further now knowing Walton could be a major ally. 1229

(CNS) - A 23-year-old man was behind bars Friday on suspicion of using a pellet gun to break the window of an Oceanside business that had put up a sign supporting the Black Lives Matter movement, police said.Steve Soto, 23, of Carlsbad allegedly drove by Bliss Tea & Treats, 301 Mission Ave., around 7:10 p.m. on June 4, then fired a pellet gun out the window of his vehicle, shattering a window at the business and causing more than ,800 in damage, Oceanside police Sgt. John McKean said.The business had a sign in the window at the time that read: "Black owned, we stand with you," McKean said.Surveillance video helped detectives identify the vehicle used in the crime and Soto, who was arrested Wednesday evening at an undisclosed location, the sergeant said.Soto was booked into the Vista Detention Facility around 7:40 p.m. Wednesday on suspicion of vandalism, attempting to dissuade a victim or witness from testifying and assault with a deadly weapon, according to jail records.The assault allegation stems from an incident during which Soto is accused of shooting a disabled man in the face with a pellet gun, McKean said.Soto was being held in lieu of ,000 bail pending arraignment, scheduled for July 31. 1250
