SAN DIEGO (KGTV) — A state measure just signed into law prohibits landlords and HOAs from discriminating against tenants and members who display religious items on their doors. The new rule stems from a dispute in Little Italy between residents and their HOA. The law "protects the display of a religious item within 15x30 square inches, as long as it does not interfere with the opening or closing of the door," Matt Wagner, with the Anti-Defamation League. The display must not "interfere with building operations and must be posted do to a sincere religious belief," says Matt Wagner, with the Anti-Defamation League.  The new law will take effect on January 1, 2020. The bill was written after a Jewish family in Little Italy was told by their HOA to take down the mezuzah on their door. The HOA has not been named.The posting of the mezuzah is required of all observant Jews. If the display is not posted, it renders a Jewish family essentially unable to live in the home. The Anti-Defamation League stepped in asking the HOA to allow the posting of the religious symbol, but they refused. The new law applies to HOA's and all landlords throughout the state.  "Just because you are a renter… doesn't mean you lose your right to religious freedom or expression," says Assemblymember Todd Gloria. "You are entitled to the same rights and the same protections as a tenant. We now have made that clear with Senate Bill 652."10News learned the HOA who refused to allow the posting of the religious symbol is now in litigation.  1575

SAN DIEGO (KGTV) - A tow truck driver helped San Diego Police capture a man who the driver said was starting a fire Thursday along Interstate 15 in central San Diego.Police said the tow truck driver reported the man near the 15 and 94 freeways in Mount Hope about 1 p.m.Officers handcuffed the man and placed him inside a patrol car, but he managed to get out of his restraints. Police said he fought back and they removed him from the car to restrain him again.“The gentleman attempted to bite two of the officers on their hands as they were attempting to place him in the body wrap system,” said SDPD Sgt. Nathan Chambers.Arson investigators who responded to the fire scene found charred wood and grass. There was no evidence of a large fire.10News asked police if the man is connected to other recent fires in the area but officers said that has not been determined. I was looking at a check coming fairly quickly, a direct deposit coming of 00," said Perry.Quickly, because Perry had the same bank account for the last 18 years, his IRS refund received via direct deposit every year, including one in April. Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry.That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry.That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry.He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform. SAN DIEGO (KGTV) — Albertsons LLC, Safeway Inc., and The Vons Companies, Inc. have agreed to pay at least 0,000 after an investigation by the state Department of Alcohol Beverage Control (ABC) over illegal business practices.The investigation stemmed from the grocery stores' "Monopoly" game promotion, in which customers received "Monopoly" coupons toward discounts and potentially prizes. ABC said the violations arose out of sales of alcohol included in the 2018 promotion.The "Monopoly" promotion was held at Albertsons stores, including Albertsons, Safeway, Vons, Pac N Save, and Pavilions locations.The promotion advertised certain beer brands by MillerCoors as part of the game. Customers received additional chances to win prizes if they purchased those brands, according to ABC."This particular violation gave these retailers a competitive advantage by offering consumers a gift or premium for purchasing alcoholic beverage products," ABC Director Jacob Appelsmith said in a release.ABC filed action against nearly 600 stores across California, accusing the companies of violation several regulations. The agency says the "California Alcoholic Beverage Control Act prohibits the giving away of premiums, gifts or free goods in connection with the sale or marketing of alcoholic beverages."The act prevents alcohol companies from engaging in anti-competitive behavior and gaining an unfair advantage.As part of the probe, the three companies agreed to pay 0,000 in fines, 0,000 due within 30 days and the remaining 0,000 stayed on the condition the companies violate the similar regulations over the next two years. 1643

  

SAN DIEGO (KGTV) — A University of San Diego professor has been suspended from campus over alleged misconduct, the university confirmed to 10News.The professor's behavior reportedly violated the university's policy and "is antithetical to our mission and values," the university said in part. The professor was not named.USD officials are currently investigating the incident. The school said in a statement:"We are in the process of investigating the complaint. Our commitment to protecting employee privacy restricts our ability to share names or details of the incident. The professor has been suspended and removed from campus and is not permitted to return to campus or participate in any USD-related off-campus events while we conduct our investigation and initiate next steps."The nature of the professor's alleged misconduct was not detailed. 858
