OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674

On Election Night, voters from around the country will sit on the couches, grab their iPads and start paying attention to the results. While we have already profiled why results will likely take awhile this year, perhaps no state is better situated to have delayed results than Pennsylvania. WHY PA RESULTS MAY TAKE WEEKSJoe Corrigan, a political consultant in Philadelphia, says with a record number of voters voting by mail, combined with state rules regarding when ballots can be counted, results will take time. "We are seeing about 10 to 15 thousand mail-in ballots requested a day (in Pennsylvania)," Corrigan said. These ballot requests are overwhelming elections offices across the state."Pennsylvania law prohibits county boards of elections from counting any absentee ballots or mail-in ballots until 8 p.m. on Election Day when polls close," Corrigan added. The Pennsylvania Supreme Court ruled Thursday that ballots can arrive until 5 p.m. ET on the Friday after the election and still count. The ballots do have to be postmarked on or before Election Day to be counted.That doesn't even begin to take into account the state is using relatively new in-person voting machines. On a typical day, police officers make more than 50,000 traffic stops.According to the Stanford Open Policing Project, which looked at nearly 100 million traffic stops, there are significant racial disparities in policing.Black drivers are stopped more frequently than white drivers, and Black and Hispanic drivers are more likely to be searched.“The public has to have confidence and trust in highway safety enforcement and law enforcement and that trust has been reduced because of recent events,” said Jonathan Adkins, Executive Director at the Governors Highway Safety Association.The association came out with its first ever recommendations on how to reduce racism in traffic enforcement. They include making sure the demographics of law enforcement officers match the communities they serve, collecting data on race in traffic enforcement, incorporating that data in grants and funding, and getting perspectives from minorities and low-income communities.The association doesn't believe widespread agency defunding or pulling officers from stops is the answer.“If someone is speeding, driving aggressively, driving drunk, you don’t want a social worker pulling them over, that needs to be a law enforcement officer with a weapon to protect him or herself,” said Adkins.The association points to more training on racism, bias and de-escalation.Another important component to building public trust is positive stops.“If someone is doing the right thing and you have an encounter with them, give them a dollar certificate for ice cream, give them an award, thanks for having your child buckled up correctly in the backseat,” said Adkins.Adkins says at the same time, you don’t want to pull back on traffic enforcement. OCEANSIDE (KGTV) - A full-page ad published in the Sunday Union-Tribune is creating waves in the effort to save San Diego beaches. Save Oceanside Sand is a North County group who started about three months ago to help protect the beaches in Oceanside after decades of erosion. Co-founder Dirk Ackema tells 10News, “When that ad came out in the Sunday paper we were so excited, so surprised, so curious.” We did some digging and found out Christie Walton posted the ad. Not only is she an avid surfer and San Diego resident, she is the daughter-in-law to the founders of Walmart. Both Walton and Save Oceanside Sand have similar perspectives when it comes to saving the sand. They believe in installing jetties and backfill beaches to protect the sand. In the ad, Walton talks about the current dredging method as not being a long term solution for San Diego Coast. The installation of jetties and groins to protect coastlines has been used around the world. Walton even looks to the specific groin used in Hawaii as an option to be used here in San Diego. Save Oceanside Sand has grown traction throughout the community over the past few months and are looking to expand further now knowing Walton could be a major ally. 1229
