BEIJING, Dec. 13 (Xinhua) -- China is trying to have more workers and farmers and fewer university graduates working as public servants because university graduates may have achieved academically, but farmers and workers often have grass-roots life experience.But achieving the goal has not been easy -- for the government, and workers and farmers as well.The annual National Public Servant Exam on Dec. 5 attracted more than 1 million candidates for 16,000 vacancies around the country, according to Nie Shengkui, a senior State Administration of Civil Service official.For the first time, it was stipulated that workers and farmers were preferred for some of the positions, in a move to make the exam more inclusive.As part of the pilot project, a total of 14 positions in grass-roots branches of central government departments at the county-level or below - including customs, taxation and rail police - in the regions of Guangdong, Sichuan, Xinjiang and Gansu were reserved for workers and farmers.Including more grass-roots workers and farmers in the exam is an improvement in the civil servant selection process, said Zhao Shuming, a professor of human resource management at Nanjing University in east China's Jiangsu Province.Compared with university graduates, workers and farmers are suited to some public service positions that involve work with grass-roots people, Zhao said.However, according to Nie, only 62 workers and farmers of the 171 qualified applicants took the exam."The competition in the public service exam is fierce, and I believe many workers and farmers lacked the confidence to take the exam," said Li Zhen, an official in Sichuan's provincial Department of Human Resources and Social Security.Li said that to his knowledge, there were no workers and farmers that took the exam in the province."Become a civil servant? BEIJING, Dec. 30 (Xinhua) -- China has made steady progress in containing the spread of illegal publications and cracking down on the dissemination of lewd content through the Internet and mobile phones in 2010, according to the National Office Against Pornographic and Illegal Publications.The office has recently disclosed the following facts and figures about the related efforts China has made so far this year:-- Around 44.37 million copies of illegal publications, including 981,000 copies of lewd content, 37.35 million pirated copies, some 3.93 million illegal copies of newspapers and magazines, among others, have been confiscated across China.-- More than 16,000 cases, including over 10,000 ones of pirated publications, 1,669 cases involving pornography, and 371 cases involving fake journalists, news reports or media outlets, have been uncovered this year.-- China has shut down more than 60,000 porn websites since launching a crackdown in December 2009.-- Law enforcers across China during a campaign launched in April had destroyed a total of 36.39 million copies of pirated or illegal publications, audio and video discs.-- The office has received over 170,000 tip-offs, mostly about the online or cellphone-based spreading of porn content this year and 534 people have been rewarded 544,000 yuan (81,964 dollars) for the information provided.-- Authorities in Zhongshan City of southern Guangdong Province shut down a huge disc-producing outfit with five production lines and confiscated 3.87 million illegal discs.

BEIJING, Dec. 22 (Xinhua) -- China unveiled a new asset-management company that aims to restructure and merge small, uncompetitive state-owned enterprises (SOEs) on Wednesday.The new firm, China Reform Holdings Corporation Ltd., will focus on "reorganizing small-sized SOEs which do not affect national security and are not crucial to the national economy," the State-owned Assets Supervision and Administration Commission (SASAC), the SOE watchdog, said in a statement.The first-phase registered capital of the new company, which is wholly owned by SASAC, is 4.5 billion yuan (681 million U.S. dollars). SASAC has not yet revealed which companies will be involved in the reshuffling.Xie Qihua, former chairman of the Baosteel Group Corporation, China's largest steel maker, has been appointed board chairman of the new company.Liu Dongsheng, an SASAC official, will act as general manager, it said."The launch of the new company marks an important move to optimize the relocation of state economic resources and to give state capital more vitality, control and impact on key sectors," Wang Yong, deputy director of SASAC, said at the launching ceremony.He noted because the assets of the reshuffled companies took up a considerable amount of the entire state assets, the restructuring plays an active role in improving asset quality.According to SASAC' s plan, the company will participate in the share-holding reform of the reshuffled enterprises, and will also invest in emerging industries with strategic importance.Also at the launching ceremony, Wang stressed that the company is an asset management company rather than an investment group, ending rumors that it will become China's second sovereign fund after the China Investment Corporation (CIC).He noted the new company's mission is explorative and challenging, which needs to deal with it in a proactive and cautious way.In order to enhance the state company's efficiency and competitiveness, SASAC cut the number of SOEs under its direct control from 196 to 122 over the last seven years. But the new company will only focus on asset management.Profits of China' s SOEs rose by 43 percent year on year to hit 1.81 trillion yuan (271.92 billion U.S. dollars) in the first 11 months, according to the figures released by the Ministry of Finance on Dec. 17.However, profits were concentrated in a small number of companies, such as oil producers and refiners, telecom operators and power companies which enjoy monopolies and easy bank loans.Companies in the traditional sectors, such as textiles and light industries, reported meager profits.A stronger presence of the monopolistic SOEs aroused complaints by the nation's private businesses, which had no easy access to bank credit but provided more than 80 percent of the job opportunities in the nation.China's SOEs include SOEs directly controlled by the central government and SOEs supervised by local governments, but excludes state-owned financial enterprises.
