SAN DIEGO (KGTV) - New data by an environmental foundation shows Mission Valley is seeing a surge in homeless.A study by the San Diego River Park Foundation says the number of homeless living along the river has nearly doubled since last October.In October of 2016, volunteers counted 56 homeless encampments along the San Diego River and in October of this year, they tallied 101."The numbers really were surprising," said SDRPF President Rob Hutsel, "an 80% increase is really a lot."San Diego Police Department made 270 arrests in homeless-related crimes in September. Hutsel says the new wave of homeless is likely from the city's crackdowns.The SDRPF has compiled data on the homeless encampments' locations and even the trash they produce. "93.7% of the trash (here) is sourced to homelessness," said Hutsel pointing to the map on his phone.In Orange County, law enforcement has established curfews on certain banks along of the Santa Ana River where they are experiencing a similar issue with transients.Councilman Scott Sherman's office says the city performs sweeps of the riverbed and curfews are a possibility once the area becomes more developed. 1166

SAN DIEGO (KGTV) -- Police are investigating after a teenager was shot in San Diego’s Linda Vista neighborhood Thursday afternoon. According to police, a 17-year-old boy was walking with a 16-year-old girl near the 6900 block of Linda Vista Road around 12:30 p.m. Police say a silver sedan pulled up beside the pair and someone inside shot the 17-year-old in the stomach. The teen suffered minor injuries, according to police, who said he was uncooperative.Police say, during the shooting, the teens ducked behind a car in the area. The vehicle was heavily damaged. San Diego Police say officers searched a neighborhood near Tecolote Canyon for the suspect. Witnesses stated they saw five men driving away in a gray or light colored vehicle. 750

SAN DIEGO (KGTV) — More than one million of the 1.95 million mail-in ballots sent to San Diego registered voters have been returned, according to the county.The County Registrar of Voters said Friday they've received more than a million mail-in ballots back with four days left until Election Day.The Registrar said at the same time before the 2016 Presidential election, the county had only received 442,802 ballots back.Saturday, the county opened polling locations from Saturday, Oct. 31 through Monday, Nov. 2 from 8 a.m. to 5 p.m. All locations will be open again on Tuesday from 7 a.m. to 8 p.m.Residents can locate their polling place online here. Voters can also check the back of their sample ballots and voter information pamphlets for assigned polling places.Anyone casting their ballot in person will be required to wear a face covering and to maintain physical distance at polling locations.Poll workers will have a face mask for anyone who forgets to bring on. SAN DIEGO (KGTV) — Parks and libraries in city limits of San Diego are back open as of Saturday, Oct. 3 after more than six months of closures and caution tape.To begin, 12 city libraries first opened for in-person services, then more will gradually open. The first library locations to resume in-person services include Central, Carmel Valley, Point Loma, Mission Valley, Rancho Bernardo, Malcolm X/Valencia Park, Mira Mesa, Logan Heights, San Ysidro, La Jolla, Mission Hills-Hillcrest, and College-Rolando.The libraries will open at 25% capacity starting Saturday from 9:30 a.m. to 5:30 p.m. Monday through Saturday. The facilities will close for cleaning from 1 p.m. to 2 p.m. daily and frequently touched areas will be cleaned hourly and after each usage. SAN DIEGO (KGTV) - On the edge of Balboa Park, parkgoers arrived Wednesday to a fresh layer of graffiti across a popular playground area.Joanne Schara leads a boot camp class at Bird Park at Upas three times a week. After a year of working out there, the things that drew her are now awash in graffiti. "It's just sad to see. You come here because you want a happy space. People bring their kids. People bring their pets. Its beautiful," said Schara.The tagging is everywhere, from the tables and benches and the wall wrapping around the playground area to utility boxes and graffiti on the ground."Doesn't give a good image at all," said Schara.Cathy Lea has lived in the neighborhood for 40 years and takes her dogs to the park twice a day."When I see the graffiti, it's disheartening," said Schara.Lea says every few days, there is more graffiti. On the concrete wall that surrounds the park, there are countless layers of tagging that have been painted over, only to be tagged again."That's not what this park is about," said Lea.On the Nextdoor app, some longtime neighbors posted the current graffiti is the "worst they've ever seen." Lately the graffiti has started to creep into areas previously untouched, including the playground set and the nearby rocks. As the tagging spreads, so does the frustration."It's not the kind of message we want to be sending in North Park," said Lea.Several neighbors have posted on the city's Get It Done app to get it cleaned up.
