SAN DIEGO (CNS) - Authorities Tuesday were working to determine what led to the death of an inmate at the San Diego Central Jail. Deputies conducting a security check at the Front Street detention center found 26-year-old Ivan Ortiz of San Ysidro unconscious in his cell about 3:45 p.m. Monday, according to sheriff's officials. ``Deputies and medical staff performed lifesaving measures until paramedics arrived and transported Ortiz to the hospital,'' Lt. Michael Blevins said. Physicians pronounced Ortiz dead about 4 1/2 hours later. Ortiz had been arrested by San Diego police last June on suspicion of attempted murder, assault with a deadly weapon and felony vandalism. A criminal complaint alleges that he attacked two people last June 6 with a skateboard, and attempted to kill one of the victims, though specific details on the alleged attack were unavailable. He also faced two counts of assault with a deadly weapon -- a skateboard -- as well as three counts of felony vandalism regarding alleged incidents on May 10 and June 9, and a misdemeanor count of resisting arrest. At the time of his death, he was being housed alone in a psychiatric observation cell. The county Medical Examiner's Office will conduct an autopsy to determine the cause and manner of Ortiz's death. SAN DIEGO (CNS) - In-state University of California students got a financial reprieve Thursday, with the system opting to forego a vote on a proposed tuition hike in favor of pushing the state for more funding."Raising tuition is always a last resort and one we take very seriously," UC President Janet Napolitano said. "We will continue to advocatewith our students, who are doing a tremendous job of educating legislators about the necessity of adequately funding the university to ensure UC remains a world-class institution and engine of economic growth for our state."The Board of Regents had been expected to consider a 2.7 percent boost in base tuition. While that vote will no longer happen, the regents could revisit the issue "depending on the outcome of budget negotiations in Sacramento."UC officials said they will look to secure an additional 0 million in state funding above what was already proposed for the coming year in the governor's budget proposal.The announcement echoed a decision announced last week by California State University Chancellor Timothy White, who said the CSU would also focus on lobbying the state for additional funds rather than pursuing a tuition hike."In light of California's strong economy, California's students and their families should not be saddled with additional financial burden to attain public higher education," White said. "We will continue to make the case to lawmakers, who represent all Californians, that an educated citizenry should be at the top of the state's highest priorities."In January, the UC Board of Regents approved a 3.5 percent increase in non-resident supplemental tuition, taking it from ,014 in 2017-18 to ,992 for 2018-19, a 8 increase. SAN DIEGO (CNS) - Health officials announced Tuesday that students at three high schools in San Diego County have tested positive for mumps and may have exposed others to the contagious virus in the last two weeks.One person at each of the campuses -- High Tech High School International, La Jolla High School and San Pasqual High School -- tested positive for the virus, according to the San Diego County Health and Human Services Agency, which did not specify whether the patients were students or staffers.Students and faculty at the three schools are being advised to be aware of possible mumps symptoms, which can include a fever, headache, earache and salivary gland inflammation.The exposures happened during normal school hours on Oct. 21-22 at High Tech High; Oct. 21-23, 25 and 28 at La Jolla High; and at San Pasqual High on Oct. 17-18 and 21-24.Symptoms can show between 12 and 25 days after exposure, according to the San Diego County Health and Human Services Agency."We are working closely with school officials to inform the school communities about the symptoms of mumps and vaccine recommendations," said Dr. Wilma Wooten, the county's public health officer. "Because there is no prevention after exposure for mumps, people should be watching for symptoms and make sure they have all the recommended doses of measles, mumps and rubella immunizations."County health officials have received reports of 47 mumps cases this year, the most in 25 years. Mumps cases statewide, nationwide and in Baja California are also outpacing the number of reported cases at this time last year.The viral disease is passed through coughing, sneezing or close contact. Severe complications are often rare but can include meningitis, permanent hearing loss, a decrease in fertility and fetal loss for pregnant women in their first trimester. Most mumps patients recover without incident.Health officials encouraged all residents to receive the measles-mumps- rubella vaccine to protect against developing the illnesses. The vaccine is recommended in two doses at 12 to 15 months old and at 4 to 6 years old. SAN DIEGO (CNS) - An Animal Planet TV series focusing on the San Diego Zoo and the zoo's Safari Park will premiere Saturday, offering audiences a behind-the-scenes view of the zoo's daily activities."The Zoo: San Diego" will debut with two one-hour episodes titled "Welcome to Our World" and "New Day for an Old Tortoise." The series will follow animal care staff members, veterinarians, scientists and researchers at the zoo, Safari Park and the zoo's Institute for Conservation Research.The first episode will feature a baby klipspringer's birth and first days at the zoo, research into why a species of pit viper is having spinal issues and conservation work on the California condor population. SAN DIEGO (CNS) - An international team of scientists, led by biologists at the University of California San Diego, has synthetically engineered mosquitoes that halt the transmission of the dengue virus, the university announced Thursday.Scientists at UC San Diego Associate Professor Omar Akbari's lab worked with Vanderbilt University Medical Center to identify a human antibody for dengue suppression. The broad-spectrum antibody stops the transmission of all four known types of the fever, compared to previous experiments, which have been able to limit single strains.The team then designed the antibody "cargo" to be synthetically expressed in the dengue-spreading Aedes aegypti mosquitoes.RELATED: UC San Diego study finds solutions for loneliness"Once the female mosquito takes in blood, the antibody is activated and expressed -- that's the trigger," Akbari said. "The antibody is able to hinder the replication of the virus and prevent its dissemination throughout the mosquito, which then prevents its transmission to humans. It's a powerful approach."Akbari works in the Division of Biological Sciences and is a member of the Tata Institute for Genetics and Society.These lab-engineers mosquitoes could be paired with a dissemination system, making it capable of spreading the antibody throughout wild disease- transmitting mosquitoes, Akbari said.Dengue fever is a virus that poses a severe risk to children and older adults in tropical regions in Asia and Latin America. Infecting those with compromised immune systems, dengue victims suffer flu-like symptoms, including severe fevers and rashes. Serious cases can include life-threatening bleeding. No specific treatment exists and thus, prevention and control depend on measures that stop the spread of the virus.This development could go a long way toward limiting the disease's transmission."It is fascinating that we now can transfer genes from the human immune system to confer immunity to mosquitoes," said coauthor of the paper, Dr. James Crowe, Jr., director of the Vanderbilt Vaccine Center at Vanderbilt University Medical Center in Nashville, Tenn. "This work opens up a whole new field of biotechnology possibilities to interrupt mosquito-borne diseases of man."Akbari's lab is now in the early stages of testing methods to simultaneously neutralize mosquitoes against dengue and a suite of other viruses such as Zika, yellow fever and chikungunya. 2789
