SAN DIEGO (KGTV) — The San Diego Council is expected to vote Monday on a controversial proposal by a developer to build a large office park on land surrounded on three sides by the Del Mar Mesa Preserve. Residents who live nearby have been fighting the project and hope to convince the councilmembers to block it.The project, called "The Preserve at Torrey Highlands," would go on a piece of land south of Sr-56 at Camino Del Sur. Locals call the property "The Notch" and say it's a mystery why the 11-acre parcel was left out of protected zone when voters approved the Preserve in 1996.The best explanation, several residents told 10News, is that the land was owned by the Catholic Church, which planned to build on the property. The Church project was approved but never built and the Church sold the land in 2015.A spokesperson for the developer, Cisterra, told 10News that the land was always meant for development and that an office park is much-needed in the area: "The Preserve at Torrey Highlands will help grow the innovation economy by creating a place for nearly 2,000 high-quality, high-paying jobs."Opponents say voters intended any development on the land to be low-rise and fit the character of the neighborhood. 1235

SAN DIEGO (KGTV) - The San Diego County Sheriff’s Department is investigating a threat phoned in Thursday to a Spring Valley elementary school. A male, possibly underage, called Bancroft Elementary on Tyler Street about 2:45 p.m. to say there would be a shooting at the school, deputies said. The caller also said the school should go on lockdown. School officials initiated the lockdown and alerted the Sheriff’s Department, which sent deputies to the scene. California Highway Patrol officers also responded to the school. No other threats were made, and no other information substantiated the caller’s threat. SAN DIEGO (KGTV) — This November will see two meteor showers and a lunar eclipse grace the skies.The Northern Taurid meteor shower will skirt across our atmosphere on Nov. 11-12, according to EarthSky. The event is also expected to produce about five meteors per hour, but the shower is famous for its slow-moving and bright meteors.The next week, the Leonid meteor shower will peak on Nov. 16-17. That shower is expected to produce 15 to 20 meteors per hour. NASA says the Leonid shower happens every November and features some of the fastest moving meteors out there, traveling at about 44 miles per second.Stargazers are encouraged to get the best viewing of the meteor shower by finding an area away from lights and laying flat, with feet facing east, to take in as much sky as possible, according to NASA. The best viewing time will be around midnight and last until dawn.Then to cap off the month, on Nov. 30, a penumbral lunar eclipse will visible throughout North America. The moon will appear slightly darker because the sun, Earth, and moon are imperfectly aligned. The Earth will block some of the sun's light from directly hitting the moon, covering all or part of the moon with the outer part of its shadow.A penumbral lunar eclipse occurs when the Sun, Earth, and the Moon are imperfectly aligned. SAN DIEGO (KGTV) — The San Diego Zoo Thursday called for action against recent moves aimed at weakening the Endangered Species Act.Monday, the Trump Administration moved to lessen protections established in the act. The moves effectively end blanket protections for animals newly classified as threatened and now allow economic cost to be taken into account when deciding whether a species must be protected."We are concerned that the changes to the Endangered Species Act will make it more difficult for us to protect species across the world for future generations," San Diego Zoo tweeted. "We have a rich diversity of unique species, many of whom find refuge in San Diego county. The proposed changes will reduce the protections that these species currently have, & limit the ability of wildlife officials to protect their homes & provide for long-term recovery."RELATED: Birth of rhino marks major milestone to save critically endangered speciesDuring a public comment period, the zoo submitted their support for the act to the government. The zoo pointed to its works increasing California condor, giant panda, and the Hawaiian Puaiohi populations.In the letter, the zoo objected to the deletion of the phrase "without reference to possible economic or other impacts of such determination" from the act and advocated that such determinations of a species must be made "solely on biological factors.""Presenting cost-benefit analyses would serve no purpose other than to undermine the statutory requirement for using best available science—which is precisely why Congress acted to explicitly prohibit economic considerations in this Section, while allowing such considerations when designating critical habitat," the zoo argued. 1749
