SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. The department reviews these requests on a case-by-case basis, and general guidelines are provided on the request form. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so. This revenue helps keep the government running and provides vital services that the public relies on, especially in times like these. Taxpayers can pay online, via telephone or by mail. SAN DIEGO (KGTV) — Jim Jennings has spent the last nearly 20 years living on a street corner just a short walk from San Diego State University. "It's very vibrant, it keeps me young," he says. It's a community Jennings has seen grow, along with the university. Now, many of the homes around his are rented out to groups of students. The number of residents increased even more because the city has streamlined permitting for companion units, such as backyard granny flats or converted garages. The goal is to add to the housing supply amid a steep supply shortage. Jennings, a member of the area's planning board, says the concern that it will make a severe parking crunch even tighter once school starts next month is now the talk of the neighborhood."I don't want to move," he says. "I just want to be able to park in my neighborhood."The system in place aims to guarantee he is able to, but now it may be part of the problem. For decades, the only daytime street parking in the neighborhood south of the campus has been allowed by permit. Each residence is eligible for up to four, which can be used for visitors. The permit system, from 8 a.m. to 7 p.m., prevents SDSU students from parking in the neighborhood for free and going to class. Now, a memo from City Attorney Mara Elliott says people who live in companion units can't be treated any differently than those in a traditional home. Their dwelling may be in someone's backyard, but it comes with its own address, and therefore is eligible for four additional parking permits. In other words, a parcel with a granny flat or companion unit can qualify for up to eight street parking permits. "Denying all permits to residents of companion units while maintaining the current level of four permits for primary dwelling units would be legally problematic," the memo says, citing Equal Protection Clauses. In 2018, the city authorized more than 260 accessory dwelling units. Through May of this year, it has authorized an additional 119. Jennings says the increase is making it almost impossible for people to find street parking. "We have guests over, where are you going to park? You have to go, circle and circle around the block looking for parking," he said. Elliott's memo says the City Council can act on this issue. One option, which Jennings supports, would be to limit permits by parcel, instead of the number of homes on it. 2401

SAN DIEGO (KGTV) — In preparation for high heat expected this month, the county will close six parks.Officials close the parks every August as a safety measure for the typically high temperatures recorded at the sites.The following parks will be closed through Aug. 31:El Capitan Preserve, LakesideHellhole Canyon Preserve, Valley Center Mount Gower Preserve, Ramona Wilderness Gardens, PalaIn addition to the four parks, two more parks will continue to be closed throughout the summer until Labor Day weekend:Agua Caliente Regional Park, Anza BorregoVallecito County Park, JulianThe closures also give Department of Parks and Recreation staff time to perform much needed maintenance at the parks.There are still more than 100 other trails throughout the county to explore during the summer. SAN DIEGO (KGTV) — Local and federal authorities raided four San Diego County homes Wednesday as part of a money laundering investigation.Agents served one of those warrants at an El Cajon home at about 7 a.m., according to neighbors. Agents could be seen removing several items from the property. 10News observed agents searching through the first and second floors of the home. Neighbors told 10News agents made requests over a speaker for the home's residents to exit the property. Neighbors added that eventually, the announcements stopped and they heard what they described as a small explosion, before agents entered the home in tactical gear.RELATED: Ex-Wells Fargo banker indicted for money laundering appears in courtLauren Mack, with the Department of Homeland Security, told 10News the raid was one of five instances in which agents served search warrants as part of an investigation into a suspected money laundering conspiracy. Four locations were in San Diego County and one was in Los Angeles County.Federal agents worked with San Diego Homeland Security Investigations to serve the local warrants.No arrests have been made, according to Mack. 1166
