CHULA VISTA (CNS) - Two San Diego County congressmen called on United Technologies Corp. Monday to reconsider plans to lay off roughly 300 employees at the company's Chula Vista manufacturing plant as it looks toward shuttering the facility entirely.Reps. Juan Vargas, D-Chula Vista, and Scott Peters, D-San Diego, joined California Sens. Dianne Feinstein and Kamala Harris to push back against the layoffs. Vargas and Peters also requested that the company answer a list of questions about how UTC decided to shutter the plant and how involved the machinists union was in the discussion.UTC notified workers in July of the company's plan to close the factory by 2020."We understand that complex domestic and international markets factor into these difficult decisions; however, we note that UTC's company website says it creates products for one of the ‘fastest growing industries on the planet,"' Vargas and Peters said in a letter to UTC Aerospace Systems President David Gitlin. "This robust characterization of the industry seems to conflict with the decision to eliminate hundreds of production jobs."UTC's plant in Chula Vista has operated since 1940 and produces engine pods and mounts for aerospace companies like Boeing and Airbus. The union representing the workers charges UTC with moving its manufacturing plants to Mexico to take advantage of cheaper wages."We hope UTC reconsiders its decision to shut down its manufacturing facility in Chula Vista," said Robert Martinez Jr., president of the International Association of Machinists. "Generations of IAM members have made this facility successful. The work being done at UTC's facility in Mexico is work that should be done in Chula Vista. We applaud Sens. Feinstein, Harris, and Congressmen Vargas and Peters for standing up for good jobs here at home." 1833

CHULA VISTA, Calif. (KGTV) -- Free coronavirus testing will soon be available to students and staff in the Chula Vista Elementary School District. This week, the board voted to approve a plan to make that happen.Testing would move the state’s largest elementary school district closer to in-person learning. The district is partnering with bioscience company, Kahala, to provide the free tests.Testing would be voluntary for students, teachers and staff. Participants would be tested every two weeks for the virus and once for antibodies.RELATED: Poway Unified School District approves campus return plan for some studentsOn-site testing would be available at five schools to start and would later expand to more locations. Kahala will bill the participant’s insurance to cover the cost.The district says the idea is to determine the level of active cases so they can mitigate the spread.The plan is already drawing some criticism from teachers. Susan Skala with the Chula Vista Educators Union is worried about working with Kahala since the company formed early this year.“We simply don’t know enough about it because this program has been what we feel has been rushed through,” said Skala. “We’re not sure about how our medical data would be secure, we’re not sure about the confidentially and integrity of the program.”Dr. Michael Miyamoto is the Chief Medical Officer of Kahala. He says their staff is composed of practicing physicians. They have current partnerships with private companies and health care facilities for employee testing.Miyamoto says their tests are authorized by the FDA for emergency use.“Many, if not most of the diagnostic tests and treatments for COVID-19 are authorized under an Emergency Use Authorization,” said Miyamoto. “This was done because a lot of the regulatory review of these needed to be done very quickly in order to get these test and therapeutics out for use by healthcare practitioners.”He says the more people that volunteer, the better.“If we have a reasonable sampling the information will be very helpful in making decisions but also as a model for other school systems around the country,” he said.The Chula Vista Elementary District says they haven’t decided which schools to use as testing sites yet, but they will be available to anyone in the district.“Our learning community from any of our systems can access any of those five to six sites for that testing,” said Anthony Millican with CVESD.The district is also partnering with the County Health and Human Services Agency as well as the City of Chula Vista. Those programs have free testing options for families without health insurance.The district does not have a scheduled date for returning to in-person learning. They are in the process of scheduling when on-site testing will begin. 2803

CHULA VISTA, Calif. (KGTV) -- Chula Vista firefighters quickly put out a fire that started Sunday night near the Teresina Apartments on Santa Cora Avenue. Fire department officials say the call came in at about 9:20 p.m. when a person who lives at the apartments heard noises coming from outside their window. The person who reported the fire told firefighters they saw two kids setting the fire and recording themselves on their cell phones. The witness yelled at them and the kids ran away. The fire burned several trees and got dangerously close to the apartments, forcing the evacuation of one of the buildings. Witnesses tried to use a fire extinguisher to put out the flames while fire crews arrived. A 16-year-old was transported to the hospital for inhaling some of that substance. Chula Vista Fire officials say the incident is possibly related to another fire that broke out on Santa Cora near the same apartments on October 25th. Police are still looking for the two kids responsible, no description was immediately available.  1096

  

CHULA VISTA, Calif. (KGTV) -- A group of parents from the Sweetwater Union High School district have started a petition hoping to push the district to allow their student-athletes to return to practice.As of Tuesday night, the petition has over 1,100 signatures. The parents want their children to follow all safety and social distancing guidelines, but they say the district has told them the kids can't practice. The petition gives examples of other school districts in San Diego County that have allowed their student athletes to return to practice. The petition even suggests that district officials are keeping sports shut down to balance Sweetwater's multi-million dollar budget deficit.Parents argue that not having sports is affecting their children's mental health and that not practicing could put them at a disadvantage once the seasons starts and when it comes time to get sports scholarships. ABC 10News reached out to the Sweetwater Union High School District and a spokesperson said that safety is their priority and that they are monitoring the situation.
