SAN DIEGO (KGTV) - As San Diego grapples with a homeless epidemic and rising rents, the city's housing supply remains a point of worry.According to the San Diego Housing Commission, the city twice the shortfall in housing than previously estimated. A 2017 report by the SDHC said the region could fall behind its goals by 50,000 units if housing supply followed the current production trend.By 2028, the organization estimated San Diego's housing needs would reach 150,000 to 200,000 units.RELATED: Under-utilized MTS land could be used for affordable housing, report saysThere is a silver lining, however. SAN DIEGO (KGTV) - Congress is considering a bill that will push for more transparency in the online event ticketing industry. Included in the reforms would be a mandate that companies disclose the full cost of each ticket, including additional fees, up front.In the current environment, most ticket sites show only the cost of the ticket up front, but add the fees after the customer has begun the process of purchasing the tickets.San Diego Congressman Scott Peters is on the committee considering the bill and questioned leaders from the major ticketing companies during a congressional hearing Wednesday. The hearing included representatives from Ticketmaster, Stubhub, and AXS.Other contentious issues being considered by lawmakers include battling ticket fraud, transfer of tickets once purchased, and the accusations that companies withhold putting many of the tickets on sale at one time in order to create a false sense of demand and artificially cause the ticket prices to increase.Peters says he thinks Congress will be able to pass a strong bill to create more transparency. "There was a lot of agreement about what we should do in Congress, even among the companies. They'd like to have us set rules that everyone could abide by," Peters said. 1444
SAN DIEGO (KGTV) - At least six employees with the VA San Diego Healthcare System counseling center have tested positive for the coronavirus.On Thursday, 10News spoke with several people who work at the location. The employees we spoke with said when people started having symptoms, they asked to work from home but were told to keep showing up.Too afraid to use their names or participate in any type of recorded interview for fear of retaliation from officials at the VA, the employees detailed their concerns over the phone. RELATED: Six San Diego VA employees test positive for coronavirusOne person told 10News, “We were begging for about two weeks to do telework.”Another employee said, “We were reporting cases of potential COVID (COVID-19) and asking for telework to quarantine and keep safe, and the answers we got back were, ‘We'll look into that.’” The employees tell 10News they work with homeless veterans and veterans with histories of chronic homelessness. Employees point to one sent last week where the director wrote, “You may have seen news reports about increased telework opportunities for federal employees. While this has been widely publicized, requests for the approval of new telework agreements will be very limited due to the limited bandwidth of telework systems and the need to have staff onsite to ensure the continuation of operations. Although some of you may have duties that could be performed remotely and would like to telework, at this time we need all employees who can work, to be present at their worksite.”At Wednesday's press conference with the County of San Diego, 10News asked county leaders if they aware of the cases at the VA office."The cases that are at that location are known to us and we are under an active investigation with the staff at that site," officials said. SAN DIEGO (KGTV) -- Covid Clinic’s debut in San Diego County was a little rocky in April when it was shut down by Dr. Wilma Wooten, the county’s public health officer.Fast forward to today, the operation seems to be running smoothly in both La Mesa and Downtown San Diego.“Since we were one of the first to open in San Diego County, there were some things that were brought to our attention that the county wanted,” said Covid Clinic CEO, Matt Collins. “So once we met each of the items that they were requesting, we’ve been able to continue testing without any issues.”Wooten sent a letter to Covid Clinic stating that the first site at MiraCosta College in Cardiff needed to shut down because the proper credentials to operate were not provided to the county. Test results also were not immediately reported to the county.Collins said the clinic now reports results to the county every day.He said, on average, about 100 to 150 people are tested at the downtown location, while about 350 to 400 are tested in La Mesa.While many testing sites are now limiting COVID-19 tests to those who have symptoms or fall in the high-risk category, Collins said anyone could schedule an appointment online to be tested at Covid Clinic.Across the country, people have also reported significant delays in test results. Covid Clinic offers three different tests, and Collins said they guarantee quick results.“We understand how important it is to get a result quickly,” said Collins.The antibody and antigen tests come with rapid results in just 60 minutes for 0.The nasal swabs require lab testing, but results can still be provided within the same day, the next day, or two days, however, it is a bit pricier.“The price varies from 375 dollars for a guaranteed two-day turnaround to 425 dollars for same-day turnaround. Clients' temperatures are taken. Their hands are sanitized. Their personal effects are placed in a bag. In another bag is everything needed for their appointment, from combs to scissors."So they can feel comfortable that when they sit down, everything has been sanitized for them," said Gila Rut President Keri Davis-Duffy.Inside the salon: masks, social distancing, and capes disposed of after each appointment. The owners are intent on protecting clients, staff and also, the business. A day head of an appointment, clients are emailed a waiver."They have to sign a waiver releasing Gila Rut of any liability should anybody contract COVID-19," said David-Duffy.Davis-Duffy is hardly alone. At the Point Loma Sports Club, set to open Friday, a liability waiver is also required before you can enter. Across the county and country, at salons, gyms, offices and even the New York Stock Exchange, waivers are quietly becoming the new normal. It's unclear how much they're really needed. Attorneys tell us it would be hard to prove a business caused an illness. and the waivers don't protect a business against 'gross neglience.'"If someone signs a waiver, that means they agree not to hold someone else responsible for any damages. What we're seeing here are businesses trying to avoid liability when a patron is exposed to covid-19 at their place of business. Waivers are not, however, ironclad. For a business to be protected, the business must show that such a waiver was signed and that it covers the potential claim. Even if a business shows that, a waiver is invalid if the business was grossly negligent or reckless. Also, a person could challenge a waiver by claiming it was signed under duress or that it was unconscionable," said attorney Evan Walker.For Davis-Duffy, the waiver is simply another precaution."We're in a vulnerable business ... We just want to make sure we're protecting are business and create some sense of sustainability," said David-Duffy.Davis-Duffy says all but a handful of clients have agreed to sign the waiver. 2279
