SAN DIEGO (KGTV) - There's a sign inside Hillcrest's Industrial Grind Coffee that reads, "our first, funky little coffee shop opened in 2011 - not too far from where you're standing right now."It's a place that shaped barista Jennifer Bizjak."It's where I learned everything I know about coffee," she said.That original location is a third of a mile away, near the northwest corner of Park Boulevard and University Avenue. It's now shuttered, and untouched. It's part of a complex that includes small homes and mom-and-pop businesses - one owner said she's preparing to leave after 17 years.Real Estate investment group Diversyfund bought the complex in June for .65 million. It plans to replace it with an 80,000 square foot mixed-use building that includes 58 units, including 6 affordable apartments.Shayan Rajabi, an investment analyst for the group, said the new complex is designed with sensitivity to the neighborhood. He said it would bring more housing to a region with a sever under-supply, plus affordable units. He added the building would feature a coffee shop, or microbrew, that would complement the community."I think the scale of our building is comfortable as it adds density without overloading the area. It’s the kind of scale that they do in German cities, which are known to have very people-oriented building codes," he said. That development would be near the northwest corner of Park and University, where a recent city request is now leading to concerns of future overdevelopment.In February, a city planner asked the Uptown Community Planning Group to support rezoning a little more than an acre at the northwest corner of Park and University to allow more intense development than what is in the recently approved community plan.Board member Mat Wahlstrom said the planner gave very few specifics.  "He simply said that a stakeholder, which, I would assume is the property owner, approached us to see about having this done," Wahlstrom said.Rayabi said the Diversyfund project fits within current zoning and that the group did not ask or need a re-zone for the project.Peggy Shapiro, who owns the strip mall that's actually on the corner - which includes the Medical Center Pharmacy - also said she has no redevelopment plans. She added she was unaware of the proposed rezone.On Thursday, City spokesman Arian Collins said REAL Development submitted a rezone application for the properties at 3906 and 3922 Park Boulevard, to accommodate a 58-unit mixed use complex with affordable housing. He added that the application has since been changed for a foundation and podium, but no permits have been issued. Bizjak said she's concerned about extra development hurting Hillcrest's parking situation."I can't even imagine how far they want to go or how that would even make sense," she said.The Planning Commission is going to consider the rezone at its meeting March 15.  2966

SAN DIEGO (KGTV) - This week, Team 10 was given an exclusive look inside a controversial nonprofit North County horse rescue, after it announced in April it was shutting down. 10News Investigative Reporter Jennifer Kastner interviewed the founder, who claims that both she and the horses are victims in this tragic ending.“I've always said I thought this should be a movie or a show because it's more dramatic than anything you see on television,” says Michelle Cochran of HiCaliber Horse Rescue in Valley Center.RELATED: Questions of fraud and abuse at prominent horse rescue in San Diego CountyWith her “f-bombs”, tattoos and piercings, Cochran is the black sheep of horse rescue. Yet beneath the tough exterior, she feels crippled over the fate of her highly criticized nonprofit. Even after announcing its closure in April, Cochran says she is still overwhelmed by cyberbullies who track her every move.“[They want to know] where I'm going, what I'm doing, how I’m doing it and what I'm dressed like. Did I gain weight? Did I lose weight? What does my makeup look like? My teeth? Did I get a nose job? A boob job? Nothing is off limits," she explains.Just this Thursday, 10News saw a meme posted on Facebook, attacking Cochran.10News’ first visit to HiCaliber Horse Rescue was in February when Cochran was embroiled in accusations of fraud and abuse. She would post videos at horse auctions, begging for money to buy sickly livestock that she said would otherwise ship to slaughterhouses in Mexico. After collecting donations, horses would come home with her. Some would be rehabilitated. Others were shot.“You're accused of buying horses that can't be saved, raising money to save them and then shooting them,” we told her in February. She replied, “It costs money to save them. It costs money to diagnose them. It costs money to haul them. It costs money to get their body removed."Gunshot euthanasia is legal in California. Cochran claims it's cheap, quick, easiest on horses, and more compassionate than sending them to slaughter. However, her critics have ripped her apart for her practices and the property's conditions.In February, horse trainer Abby Kogler told us, “We’re against getting horses from the abusers and then taking trusting people's money who think they're saving horses from this nonexistent slaughter pipeline and then they're just put down.”Despite arguments from some people that Cochran was stealing donor money, tax records appear to reveal that 96% of the ,017,523 brought in over a year, went to operational expenses.Even though a county investigation came up mostly clean, HiCaliber's reputation was still ruined from the social media frenzy.“There was really no option but to close down because we were assumed to be guilty before anyone gave us the chance to be innocent,” says Cochran.She tells us that donations dropped by more than 65 percent and volunteers dropped by 85 percent. While she’s managed to adopt out more than 50 horses, she still has more than 100 horses to find homes for. The problem is that there are reportedly very few takers.“It's a struggle but it's what I signed up for,” she adds.San Diego County Code Enforcement will continue to fine HiCaliber Horse Rescue if it doesn't keep reducing its horse population. The next milestone placed on the rescue is to reduce to 113 horses by the end of July.Cochran adds,” The real enemy here is slaughter. If you're trying to fight the battle of keeping America's horses out of the slaughter pipeline, you have to consider euthanasia as one of the answers to the problem.”The California Veterinary Medical Board is still conducting an investigation into the practices at HiCaliber Horse Rescue.Cochran says she’ll reconsider keeping the rescue open if she can find a donor to buy the ranch or help the nonprofit find a more affordable location.Correction: An earlier version of this article reported that San Diego County Animal Services will implement the fines. SAN DIEGO (KGTV) -- The state agency that protects California consumers by licensing and regulating the state’s construction industry received more than 30 complaints about a San Diego County-based business.A Team 10 investigation discovered some customers who said they signed a contract with American Pride Enterprises, paid thousands of dollars up front and were left with little or nothing. The Contractors State License Board revoked American Pride Enterprises' license for non-compliance with an arbitration award in July of 2018.An outdoor cover to block the sun was the final piece in what had been a total backyard transformation for the Zimmerman family.“We were just looking to put a patio cover over our east-facing patio,” said Jim Zimmerman.Zimmerman said in 2017 he hired American Pride Enterprises and its owner Stephen Hage to do the work.He said there were no red flags. The company was licensed, bonded and at the time there were no real complaints online.“We paid just under ,200,” Zimmerman said. “That was to cover materials, and he was supposed to come back in three weeks and complete the job. That was the last time we ever saw Stephen Hage.”Zimmerman told Team 10 Hage initially offered to pay the money back, but instead of getting a check Zimmerman got excuse after excuse about why the money hadn’t arrived.Eventually, Zimmerman said the evasion tactics were too much and he sued Hage in smalls claims court.Zimmerman says he got some of his money back.A Team 10 investigation discovered Zimmerman isn't alone.Team 10 was in court when several people who claim Hage swindled them reached an agreement with his bonding company, getting some of their money back.James Francois said he paid Hage more than ,000 for a patio.“He never showed up, never delivered any material, never did an hour of work,” Francois told 10News.Court documents show more than 20 names listed on the lawsuit filed by the bonding company, which seeks reimbursement from Hage.A spokesperson for AmTrust told us, “This is a claim filed under a contractor’s license bond issued to our principal, American Pride Enterprises, by Wesco. Due to the claims we have received exceeding the aggregate ,000 bond limit, we filed an interpleader (a way for a holder of property to initiate a suit between two or more claimants to the property) to pursue funds that would be distributed to the named consumers, assuming the principal does not resolve the claims that have been presented.”  Court documents show Hage filed for bankruptcy in July, and list his estimated liability around 0,000. In bankruptcy people trying to get money can’t access the assets until the bankruptcy is resolved.Team 10 tried to track down Hage, but no one answered the door at his listed address.The Contractors State License Board told Team 10 through a spokesperson:  2964

SAN DIEGO (KGTV) — This week, thousands of letters, pictures, and cards from local groups were sent to veterans who were not able to visit memorials in their honor this year due to the pandemic.Honor Flight San Diego usually takes veterans to visit memorials in Washington D.C. built in their honor. This year, due to the coronavirus pandemic, that flight won't take to the sky again until May 2021.Organizers had collected 3,000 letters and cards from local Boy Scouts, Girl Scouts, church organizations, and the national organization, Solider Angels, for previously scheduled flights.In San Diego, 120 San Diego County WWII and Korean War veterans were sent care packages on Friday. Two of those packages were hand-delivered to local veterans by Honor Flight San Diego Founder Dave Smith and Chairman Julie Brightwell.Honor Flight is a trip at no cost to veterans and has taken more than 1,400 WWII and Korean War veterans in San Diego across the country to visit war memorials. SAN DIEGO (KGTV) -- The Valley Fire continued to burn overnight in East County as evacuations remain in place.So far, the blaze has scorched 17,345 acres and is 3% contained, as of 6:20 p.m. on Monday. Authorities with the Cleveland National Forest tweeted Monday that the fire had only grown by 408 acres overnight.Monday morning, Cal Fire said new evacuation orders were in place for the areas of Corral Canyon off-road area, Bobcat Meadows, and Los Pinos.Evacuation orders have also been issued for Barrett Lake Dam, while evacuation warnings have been issued for Lake Marina, Dulzura, Dog Patch, Potrero, Campo, Honey Springs, Barrett Junction, Dearhorn Valley, Corte Madera, Pine Valley, and the area from Lyons/Japatul Valley Rd. to the 8 Freeway.Evacuation centers have been set up at Steele Canyon High School at 2440 Campo Road and Joan MacQueen Middle School at 2001 Tavern Road.Cal Fire said Sunday night that 11 habitable structures and 25 outbuildings have so far been destroyed in the fire.
