"We were investigating drug sales on the street," said Retired Detroit Deputy Police Chief James Younger whose partner was shot in 1972 by a man who was never arrested for the crime. The shooting left Detroit Police Officer Donald Kimbrough paralyzed from the waist down and he died December 7, 2017, from medical complications that resulted from the decades old shooting. "With the knowledge that he was shot and never fully recovered, the manner is homicide," said Dr. Bernardino Pacris from the Oakland County Medical Examiner's Officer who conducted an autopsy on Kimbrough and recovered an oxidized, deformed bullet from Kimbrough's back. Younger said doctors could not remove the bullet without killing Kimbrough because of where it was located. Sergeant Todd Eby of Detroit's Homicide Task Force has been assigned to solving Officer Kimbrough's murder. It happened August 25, 1972, in an alley near a methadone clinic that was located at John R and Belmont.Kimbrough, Younger and another officer, Donald Hughes, were investigating drug activity in the area when they heard gunshots. Kimbrough and Hughes took off running to the area where witnesses said men were shooting while Younger began to navigate their vehicle around traffic to get to the location. Kimbrough and Hughes spotted one man holding a long gun and ordered him to place the weapon on the ground. Moments later, another man who was sitting in the driver's seat of a green Lincoln Continental that was parked nearby, rolled his window down and opened fire on Kimbrough and Hughes. The two officers returned fire, but Kimbrough had been shot. The man who had the long gun picked it back up off the ground and raced to hop into the green Lincoln Continental. Both men escaped.The vehicle they fled in is described as a green 1968 Lincoln Continental with a black vinyl top. It's unclear if the car was a two-door or four-door. A partial license plate may be GA- 2--.The shooter was described as a white man 25 - 30-years-old with shoulder-length black hair, a thick black mustache and long bushy sideburns. Police did recover the shooter's .32 caliber Colt semi-automatic pocket pistol. A man found it in his yard.  "Don was a good policeman. A good person and very energetic person. We spent a lot of time together not only on duty, but also off duty," said Younger who retired as a Detroit Police Chief and now teaches Criminal Justice at Wayne County Community College. If he's alive, Kimbrough's shooter could be in his seventies. But Younger, Eby, and family and friends of Donald Kimbrough believe it's not too late for someone to help solve the case by identifying a suspect. "Where's man's humanity towards man," said Younger. SAN DIEGO (KGTV) - An Otay Mesa father and dog owner says he did a double-take after he says surveillance video revealed who was hurting his dog.Wherever Pupa the poodle mix goes, little Alfonso Jr., 3, and Regina, 1, usually follow. Their father, Alfonso Galindo, calls the 7-year-old rescue a beloved member of the family, which is why his recent discovery was so tough to swallow."It's heartbreaking," said Galindo.It all started when the strange stains that have been appearing for months appeared again last week in the patio of his home on Agosto Street. He checked his recently installed cameras and couldn't believe what he saw."I'm at a loss for words," said Galindo.Just after 11 a.m. last Tuesday, surveillance video shows a postal carrier walking up to Galindo's mailbox and past the metal front gate. Behind the gate is Pupa, and as the mail carrier places the mail in the mailbox, a cylindrical object is seen in his left hand. At the same time, from another camera, Pupa is seen behind the gate beginning to convulse for several minutes."The dog is withering in pain ... makes me sick to my stomach," said Galindo.Galindo said he searched through his videos -- about a month's worth --- and found nine similar incidents where his dog convulses after the postal carrier walks by. Galindo believes the mail carrier was casually and quickly spraying the pepper spray at Pupa's face."It's a total betrayal of the trust. You would think the Postal Service is somebody you can trust," said Galindo.Galindo went through the last few months in his mind. Pupa did sometimes turn up with red eyes, but it would always go away. But was someone else in the home hurt? In the last six months, both of Galindo's children -- who are constantly touching and hugging Pupa -- have developed mysterious respiratory problems."Countless trips to the ER and urgent care, and countless medications," said Galindo.Galindo now believes he knows the cause."I get livid thinking about it. (AP) - A coalition of California students and community groups is threatening to sue the University of California system unless it drops the SAT and ACT exams from its admissions requirements, arguing that the tests favor wealthy, white students at the expense of poorer black and Hispanic students.Lawyers representing three students, the Compton Unified School District and several other organizations sent a letter to the system Tuesday threatening to file a lawsuit if it doesn't end an admissions policy requiring applicants to submit standardized test scores among other documents. The coalition says it's giving the system 10 business days to act, or it will file a state lawsuit alleging discrimination based on race, wealth and disability.The letter adds pressure as dozens of U.S. universities move away from reliance on college entrance exams. Over the last year, nearly 50 schools have made SAT and ACT scores optional, joining about 1,000 others that already made the change, according to FairTest, a group that opposes testing requirements and tracks university policies.The fairness of the tests also has come under renewed fire in the wake of a widespread admissions scandal in which wealthy parents are accused of paying bribes to cheat on their children's exams.University of California officials declined to respond to the letter but said the system was already reviewing its use of standardized tests. President Janet Napolitano requested the review in July 2018, the school said, and a faculty group studying the topic is expected to issue recommendations by the end of this school year.The company that operates the ACT said it works diligently to make sure the test is not biased against any group."ACT test results reflect inequities in access and quality of education, shining a light on where they exist.
