MOSCOW (AP) — A Russian court has convicted American corporate security executive Paul Whelan of espionage. He was sentenced him to 16 years in prison Monday after a closed trial that the U.S. denounced as a "mockery of justice." Whelan, a former Marine from Novi, Michigan, has insisted he was innocent, saying his 2018 arrest in Moscow was a setup. U.S. Secretary of State Mike Pompeo said Washington had "serious concerns that Mr. Whelan was deprived of the fair trial guarantees that Russia is required to provide him in accordance with its international human rights obligations."The 50-year-old Whelan has complained of poor prison conditions. MILWAUKEE -- Milwaukee Police District 2 officers were heartbroken to find a dog abandoned for several days in a cold pickup truck.Scripps station WTMJ in Milwaukee crews were there just in time to see the rescue as police broke into the truck at 17th and National Avenue.Parking tickets on the windshield show it had been there since Saturday. As of Tuesday morning, the car still remains at that location.There was no food or water inside, but the seats were soiled with feces.Despite all of this, the dog seemed to be in good spirits.Offices took it to the Milwaukee Area Domestic Animal Control Commission, better known as MADACC.Doctor Libby Gutting checked him out. She tells us you should call police if you see a dog alone in a vehicle for more than an hour."An animal could suffer from hypothermia or even pass away from that so we definitely don't want to leave animals outside in any sort of condition especially for a car that's not running," said Dr. Gutting, Medical Director of MADACC.Dr. Gutting said the pitbull is in great shape.If his owner does not come in to claim him in five days, he could go up for adoption."Our concern is that this person has an issue with the way they need to care for their pet which means they need help," said Dr. Gutting.The captain with Milwaukee Police District 2 told WTMJ the owner, in this case, could face an animal cruelty charge.  1419

Months after COVID-19 forced an unprecedented global shutdown that set the stage for historic job losses, things are starting to go back to normal.Unemployment appears to be improving – at least at surface level. The monthly unemployment rate declined in May and the economy added an estimated 2.5 million jobs that month.But there’s a disparity these reports don’t highlight – what unemployment looks like right now for people of color.In May, unemployment was highest among Latinx workers, at 17.6%. In the same month, Black unemployment reached 16.8%, its highest level in a decade. Asian unemployment also rose in May, to 15%.You start to see disparities when you bring in white unemployment. In May, it dropped 2.5% to 12.4%. That’s the biggest monthly drop – and lowest monthly rate – of any group.Experts say career distribution can help explain some of the disparities. People of color fill a disproportionate number of jobs in retail and hospitality. Those jobs were some of the first to be cut as the new coronavirus spread.But people of color also fill a big portion of jobs like grocery clerks and cooks. Those jobs, which are considered “essential” right now, traditionally don’t pay much and have been considered most expendable in past economic downturns.With Black workers earning the lowest median income of any group in the United States, experts worry any cuts to the currently “essential” workforce would have a disproportionate impact.Beyond the pandemic, numbers show Black unemployment is consistently higher than white unemployment. There’s been progress, though. The gap has been narrowing since the great recession and reached a low point in late 2019. 1686

NASHVILLE, Tenn. — The National Museum of African American Music is finally set to open next year.The grand opening was delayed this summer due to several pandemic setbacks, but a new date has been set for January 18, which is Martin Luther King Jr. Day. Museum President and CEO Henry Hicks says it's going to be a very special day as NMAAM has been in the works for 22 years. Hicks says museum leaders were excited to open in the summer of this year, but the pandemic made it tough. Construction material was delayed, and they had to implement social distancing requirements for crews working.There are still some finishing touches being made on the museum but overall it’s ready for Nashvillians and tourists alike. Hicks says the museum will be a place that connects all generations and all walks of life through music.“Nashville is Music City and that really got its start with the Fisk Jubilee Singers. It evolved through an era of R&B and jazz being very prominent in the city and of course country music and I think the city has a job of embracing that country or Music City heritage," said Hicks. "This museum just really builds upon that.”NMAAM members will be the first ones to get access, but the following weekend, it will open to the general public. MILWAUKEE — Milwaukee’s top cop has been demoted. Milwaukee Police Chief Alfonso Morales is now Captain Morales. The Fire and Police Commission could have taken a number of actions against Morales as they voted on his discipline Thursday night including firing him. Instead, they chose a demotion.“The chief, effective immediately, is demoted to the rank of captain,” said Steve DeVougas, chair of the Fire and Police Commission.Morales listened in virtually as every member voted for his demotion. He never made a comment. However, some of the commissioners weighed in.“I feel you have personally not worked with us as the oversight board,” said Nelson Soler, a commissioner with the Fire and Police Commission.Over a month ago, the FPC issued 11 directives to Morales in order for him to keep his job. They included things like increased transparency around investigations and reviewing the policy on using teargas and pepper spray against demonstrators following recent incidents in Milwaukee.Several other directives are meant to create more communication between Morales and the civilian panel. Morales will be required to attend all FPC meetings and allow commissioners to visit his office at their discretion. The FPC also demands police respond to all of its open records requests.“His conduct is unbecoming filled with ethical lapses and flawed decision. Making it inconsistent with some charged with leading the Milwaukee Police Department,” said Ray Robakowski, a commissioner with the Fire and Police Commission.The last few days exposed a deep rift between Morales and FPC Chair Steven DeVougas. Milwaukee Mayor Tom Barrett described it as a feud. But the issues clearly went deeper than a disagreement between the two as every member of the commission agreed Morales needed to go.Assistant Chief Michael Brunson is now Acting Chief Brunson effective immediately. Mayor Barrett held a conference call on Zoom Thursday night and said he was angry with the decision.“Chief Morales should have been given an opportunity to respond,” Barrett said.However, Barrett also stated that he understands where the frustration is coming from regarding Morales.Barrett said he was frustrated with the lack of effort he saw from Morales when it came to addressing the directives.The body also elected a new FPC chair, replacing the embattled chair DeVougas with Nelson Soler.Following the meeting, the commissioners walked out without answering any questions.“We have said enough, we have said enough,” said Wilson.Mayor Barrett said he will be working with the new acting chief to “make sure we are doing everything we can to reduce crime.”Barrett also stated that he will do what he can to restore the transparency within this process.This story originally reported by Rebecca Klopf on tmj4.com. 2804
