SAN DIEGO (KGTV) -- The city is gearing up to begin enforcing its ban on electric scooters on its beach boardwalks.The ban, which goes into effect Feb. 29, will apply to shared mobility devices on the boardwalks at La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks, which the city says is slower than typical walking speed and the safest way to enforce the ban. The move comes as scooter companies continue to pull out of San Diego amid other new regulations. "People used to just littler the boardwalk with them, so it's a good decision."Officers will issue warnings for the first 30 days, with citations starting after that. A city spokesman says the fine amounts will be decided by the courts. The City Council voted 5-4 in December to enact the ban after a series of scooter-related injuries on its boardwalks, including one man dying at Mission Beach last summer. SAN DIEGO (KGTV) -- The 10News team is celebrating the return of morning reporter Marie Coronel."I'm so glad to be back here with you guys," she told the morning 10News team in an emotional appearance in the studio Wednesday.About three and half years ago, Marie and 10News photographer Mike Gold were in Mira Mesa preparing for a live report on storm damage when heavy branches snapped off a massive eucalyptus tree crushing the both of them. Mike was able to recover from his injuries and was back to work a few months later, but it's taken years for Marie to recover from multiple injuries and return to the newsroom."This has been a crazy long journey...it's been so tough emotionally, physically, and me going through physical therapy, then doing all of this while raising our three little boys," she said.During her recovery, the native San Diegan stayed active and connected in the community through social media. SAN DIEGO (KGTV) -- The Del Mar Fairgrounds announced layoffs Thursday amid the coronavirus pandemic.According to the fairgrounds, staffing will be reduced by 58 percent due to a loss of revenue."Due to the COVID-19 pandemic and the subsequent ban on mass gatherings, the 22nd District Agricultural Association|Del Mar Fairgrounds (22nd DAA) has suffered severe financial losses to its income streams."The fairgrounds says since March, revenues have fallen by 66 percent "Combined with the postponement of the San Diego County Fair and no patrons for this year’s summer horse racing meet, revenues are estimated to be down 92 percent by the end of the summer."The fairgrounds will give employees 120 days of continued employement with an official layoff date of October 15.“It is with a heavy heart that we must make the difficult decision to reduce staffing at this time,” said Tim Fennell, CEO and General Manager of the Del Mar Fairgrounds. “Until it is safe to host events again, reducing our staffing levels is crucial to the survival of the Del Mar Fairgrounds. SAN DIEGO (KGTV) -- The 21-year-old killed while driving across the trolley tracks near Encanto has been identified.The San Diego County Medical Examiner says Alex Garza, 21, was believed to be distracted, possibly on the phone, when he reportedly tried to drive his Toyota Prius across the tracks just before midnight at 60th Street and Imperial Avenue. The vehicle was struck by a trolley before it became pinned against a poll.San Diego Police and fire units responded to the scene where Garza was pronounced dead. 525

SAN DIEGO (KGTV) - The Food and Drug Administration has recalled several types of tattoo ink after determining they were contaminated with bacteria. One of them is the popular black ink made by Dynamic Color. The FDA found that two of their lots tested positive for microorganisms. The recall includes all bottles of Scalpaink SC, Scalpaink PA, and Scalpaink AL basic black tattoo inks manufactured by Scalp Aesthetics. One lot of Color Art’s red Solid Ink-Diablo was also included. Tattoo shops across the country were contacted through their local health departments about the recall. One of the largest tattoo parlors in San Diego, SD Tattoo, says they got the email Wednesday morning and immediately searched through their inks.They did have the Dynamic black ink, but tattoo artist Nicki Ninteman said, "We checked all the lot numbers and all of ours are clean, so we’re good."She said they didn't have either of the other two brands in the shop.According to the FDA, people who have been tattooed with contaminated ink can experience rashes or lesions of red papules.
