SAN DIEGO (KGTV) -- Neighbors are concerned after they say a registered sex offender moved into their Rancho Bernardo community, just feet away from an elementary school playground.Anthony James Morgan, 32, was convicted of possession of child pornography and lewd and lascivious acts with a child in Tennessee in 2013.Neighbors say they became concerned after Morgan moved into a townhouse in their neighborhood weeks ago. According to records on the Megan’s Law website, Morgan lives on the 17000 block of Caminito Baya, about 100 feet away from a playground at Westwood Elementary School.According to the Safe Task Force, which monitors local sex offenders, Morgan’s living situation is legal because of the California Supreme Court.In 2015, the court tossed out blanket restrictions on where sex offenders may live. The ruling came after sex offenders said the restrictions made finding housing impossible for them.  Authorities say while probation or parole agents can implement living restrictions, due to the fact that Morgan is no longer on parole or probation, he is now allowed to live wherever he wants.Neighbors say the rule doesn’t make sense. “I think the rules definitely need to be changed when it comes to sexual predators,” said Linda Vasquez.Vasquez added that she is relieved to hear that Morgan will be moving out of the area in April. “I’m very happy for that. We don’t need that in a neighborhood full of children.”The neighborhood is particularly sensitive to the sex offender issue. Neighbors say registered sex offender John Gardner was spotted at this mother's home - less than 500 feet from Westwood Elementary - in the years before he murdered two teens, including Chelsea King.Father Brett King helped lead a successful fight for tougher laws, including stricter punishments for sex offenders.  When he learned about Morgan's living situation, he told 10news: "As a society, we have lost our common sense ... SAN DIEGO (KGTV) -- Police have released photos of the man accused of badly beating a Pacific Beach bouncer Sunday night. According to police, four men tried to enter through the side door of a restaurant on the 700 block of Grand Avenue around 9:20 p.m. Sunday when a bouncer told the group they had to use the main entrance. As a confrontation escalated, police say one of the men picked up a metal crowd barrier pole, hitting the bouncer in his head. Others in the group then reportedly started fighting with other bouncers at the restaurant before all four men left, according to police. The bouncer who was hit in the head suffered a skull fracture and brain bleed. He was taken to the hospital in critical condition. Another bouncer suffered a broken nose and two other staff members suffered some bumps and bruises. The man suspected of swinging the pole was described as black, in his 30s, 6 feet tall, and 250 pounds with a muscular build. SAN DIEGO (KGTV) — More than one million of the 1.95 million mail-in ballots sent to San Diego registered voters have been returned, according to the county.The County Registrar of Voters said Friday they've received more than a million mail-in ballots back with four days left until Election Day.The Registrar said at the same time before the 2016 Presidential election, the county had only received 442,802 ballots back.Saturday, the county opened polling locations from Saturday, Oct. 31 through Monday, Nov. 2 from 8 a.m. to 5 p.m. All locations will be open again on Tuesday from 7 a.m. to 8 p.m.Residents can locate their polling place online here. Voters can also check the back of their sample ballots and voter information pamphlets for assigned polling places.Anyone casting their ballot in person will be required to wear a face covering and to maintain physical distance at polling locations.Poll workers will have a face mask for anyone who forgets to bring on. Those unable or unwilling to wear a mask will be assisted outside to vote.The Registrar also reminds voters that campaigning or electioneering, which includes the visible display or audibly advocating for a candidate or measure, within 100 feet of a polling place or mail ballot drop-off location is prohibited. 1294

SAN DIEGO (KGTV) - President Donald Trump said San Diego "needs a wall" while he toured eight border wall prototypes along the county's southern border Tuesday.During his visit, the president stopped intermittently during his inspection of the structures to discuss the wall and, at times, slam the state over its immigration policies."For the people that say no wall, if you didn't have walls over here you wouldn't even have a country," Trump said at the prototypes. "And, by the way, the state of California is begging us to build walls in certain areas. SAN DIEGO (KGTV) - Pounds of marijuana, concentrates and edibles, cash, and handguns were seized from a Pacific Beach pot dispensary Thursday.San Diego Police raided Truly Green, located at 4150 Mission Blvd., at about 8 a.m. for illegally operating the business.The seizure included 57 pounds of high-grade marijuana, more than 1400 marijuana concentrates and edibles, ,100 in cash, and two handguns.Two employees were arrested for possession of marijuana for sale and operating a business without a permit. They were released with a citation.Police said the owners were not present, but police said they will be charged. 637
