SAN DIEGO (KGTV) -- The City of San Diego is resuming its enforcement of all parking regulations this month.From Wednesday, July 1, through July 14, the city will issue written warnings for vehicles parked in violation of:-- Posted street sweeping routes-- Metered parking restrictions-- Curb time limits-- Commercial zonesCitations will continue to be issued for vehicles parked illegally at red, white and blue painted curbs. Drivers are encouraged to follow posted signage when looking for a parking space.Starting Wednesday, July 15, citations with fines will be issued.On March 16, the city suspended citations for vehicles violating street sweeping, metered parking, time limits and yellow commercial zones due to state and San Diego County stay-at-home orders amid the COVID-19 pandemic. 802

SAN DIEGO (KGTV) — The family of a Navy sailor nearly killed in Syria is starting the new year with one less challenge.Over a year ago Navy EOD Tech Kenton Stacy was left paralyzed after an IED explosion. As Stacy was recovering in San Diego, renters were destroying the family’s Virginia home. “Just with everything we’re going through, it added stress. I just couldn’t believe how someone could damage our home and be okay with it,” said Kenton’s wife Lindsey.The home reeked of cigarettes, and the carpet, walls, and blinds were destroyed. When the EOD community in Virginia learned what happened in November they began to make repairs on the home.Julie Fish, a real estate agent with Signature Realty Select, also stepped in to help, taking over as the realtor.After reaching out for more help, people around the country offered money, time, services and resources. “These guys are...it’s like a brotherhood, there’s nothing they wouldn’t do for one another, and I like to think the wives are the same way,” said Fish, whose husband is also a Navy EOD Tech. SAN DIEGO (KGTV) - The California Highway Patrol has ruled out street racing and DUI as causes of a crash on Interstate 805 in Sorrento Valley that left a man with serious injuries. Traffic came to a standstill in the northbound lanes of the freeway about 2 p.m. when a silver Mercedes SUV hit the driver of a blue Nissan. Witnesses told the CHP the Nissan suddenly stopped in a lane and the driver got out of the car. CHP says the Nissan became disabled and the driver got out of the car after pulling off to the side of the road. The Nissan’s driver was struck and thrown 135 feet before landing on the pavement. The CHP said the man had severe head injuries. A total of four cars were involved in the resulting pileup. Three people were taken to the hospital, San Diego Fire-Rescue reported, but no one aside from the Nissan's driver was seriously hurt. The other drivers stopped and cooperated with the investigation. The affected lanes of the freeway reopened about four hours after the crash.The Nissan was recently purchased, according to the CHP. Investigators said the driver might be a member of the military. 1127

  

SAN DIEGO (KGTV) - The federal watchdog agency that aims to protect consumers from unfair, deceptive, or abusive practices is suing a San Diego-based company.On Tuesday, the Consumer Financial Protection Bureau (CFPB) sued Encore Capital Group and its subsidiaries, claiming they violated the terms of a 2015 legal agreement.The CFPB claims, “Since September 2015, Encore and its subsidiaries violated the consent order by suing consumers without possessing required documentation, using law firms and an internal legal department to engage in collection efforts without providing required disclosures, and failing to provide consumers with required loan documentation after consumers requested it.”The lawsuit says after the effective date of the consent order, “Encore filed more than 100 lawsuits to collect consumer debts after the applicable statutes of limitations had expired."The lawsuit also claims Encore failed to disclose that consumers might incur international-transaction fees.In response to the lawsuit, the company's Executive Vice President, General Counsel, and Chief Administrative Officer Greg Call said Encore is built on a foundation of treating their consumers fairly and respectfully."We are disappointed that the CFPB has chosen to file this lawsuit on outdated issues, but we will continue to engage with the CFPB and work to ensure that we maintain policies and practices that fully comply with all applicable legal requirements. We believe that there will be no material operational impact as a result of the suit," said Call. "We fully corrected the issues underlying the allegations in this lawsuit years ago and are unaware of any unresolved consumer impact."DEBT COLLECTION LAWSUITSPart of the complaint talked about debt-collection lawsuits.In July Team 10 discovered a 157% increase in the number of rule 3.740 collections lawsuits filed in San Diego County court from 2015 to 2019. That involves any debt collection company."If you look not just in the county of San Diego, throughout the state of California, and in fact the dockets throughout the nation, we have a massive epidemic right now," said attorney Abbas Kazerounian during a July interview.Kazerounian said if someone's been sued or contacted by a debt collection company, they need to know their rights."The amount of debt is irrelevant," he said. SAN DIEGO (KGTV) - The City of San Diego is close to completing a project that will protect a popular Ocean Beach walking path from erosion.People who live along Orchard Avenue say the pathway that goes along the coast has been falling apart in the past few years, as tidal surges wear away the concrete."It was falling apart. The sidewalk's coming up, you could have tripped," says Tony Nieves, who lives on the corner nearby. "It's nice to see something done about it."Over the winter, the City started construction on a 3,000 project to rebuild the walkway and add break rocks and rip rap to protect it. It's part of a bigger plan to revitalize staircases and walkways along the coast to improve beach access, which the city started working on in 2008.Rainy, windy weather delayed the Orchard Avenue part of the project, which was supposed to be completed by the start of spring.This past week, the city installed large, man-made rocks to the coast to break up waves. They also added green metal cages around them, leading people to fear they'll get so big they may block views."I come down here most nights that I'm not working, just to catch the sunset," says Brittany Hagedorn. "Living a block away makes it easy."In a statement, the City told 10News the boulders will get another layer of concrete above the cages and they hope to have the project completed before Memorial Day Weekend.In the meantime, people who live nearby will have to wait to use the path again.The full statement from the City of San Diego is below:"The man made boulders being constructed are part of the project to reconstruct the beach access walkway at Orchard Ave. The boulders are intended to protect the newly-installed sidewalk, because this section of sidewalk has previously been seriously damaged by tidal surges. After the cages are complete, the boulders will be covered in concrete so as to blend in with the surrounding rip rap. We expect that the boulders will be completed next week, weather permitting." 2011
