NATIONAL CITY (CNS) -  A pedestrian was struck by multiple vehicles and killed while attempting to cross an Interstate 5 off-ramp in National City, authorities said Friday.The crash happened shortly before 8:25 p.m. Thursday on the Civic Center Drive off-ramp from southbound Interstate 5, California Highway Patrol Officer Jake Sanchez said.A man was attempting to cross the off-ramp from an unknown direction when he walked directly into the path of a Toyota Rav4 driven by a 33-year-old woman, Sanchez said. The man was then struck by two other vehicles, he said.The unidentified man was pronounced dead at the scene, Sanchez said. 652

The process of load leveling happens first.“(Load leveling is) balancing out where the patients are so you don’t have one facility that might have 110% of capacity, while another facility is at 70%,” Vento said.A patient management system called “Care Traffic Control” covers seven westerns states. Like other systems in the country, it tells first responders where they can take patients.Next comes contingency care.“That contingency plan might be that we need to take care of more COVID-19 patients, so that means we convert another hospital that takes care of non-COVID-19 patients,” Vento explained.Part of the contingency plan also means canceling noncritical surgeries.Finally, there are crisis levels of care.“The concept of the term, crisis standards of care really gets down to a similar concept used in combat and the military,” Vento said. “I know that may sound harsh, but it’s really about the triage process.”That means doctors will be forced to make tough decisions about who gets care and what that will look like.As many states smash records of COVID-19 cases, health care workers are being stretched thin and asking for help.“It’s up to us to allow all our livelihoods to continue,” Vento said. 2276

MOUNDS, Okla. — Logan Phillips said he was inspired during the teacher walkout and signed up to run for Oklahoma's House District 24 seat on a whim.Phillips figured he would lose, but began legwork for a campaign in 2020. His opponent was 10-year incumbent Steve Kouplan, the Democratic minority leader."I didn't think I had a chance going against Goliath. He could outspend me, out-market me and do pretty much anything when it came to money. So it was just me talking to people," Phillips said.Phillips sat at Mamadou's Restaurant in Glenpool, Oklahoma by himself to watch the results come in on election night. He said even his wife went home early. But the Republican stayed neck in neck with the incumbent all evening."Then the polls and stuff actually went down. So they stopped reporting for about 10 minutes and we were stuck on the last four counties. I was losing within half a point. Then they all came in at the same time and I went up and won by 350 votes," Phillips said.Phillips said he spoke with a couple other lawmakers and put a few posts on social media. That was the extent of his campaign."Straight party voting was huge for the Republican party. They came out and they wanted the Republicans in and I was the Republican. That accounted for 50-something percent of my votes," Phillips said.The representative-elect is a teacher at Tulsa Community College. His father, sister and stepmother are also educators. The family tells KJRH they're excited for new faces at the state capitol."I'm certainly anticipating some great changes. That we could go from being the last in something to being the first in something. NATIONAL CITY — SAN DIEGO (KGTV) - Trash is increasing along San Diego freeways and homelessness appears to one of the driving factors, Caltrans reports.Caltrans officials held a news conference Thursday to raise awareness of the growing problem and encourage people to do the right thing. While Caltrans has no statistics, the agency says its crews are seeing more homeless encampments along local freeways, especially through urban areas, and officials believe that's contributing to the increasing litter. "The encampments in the right of way do generate trash," said Mario Orso, Project Director for Caltrans in District 11, which covers San Diego and Imperial Counties. He stood along an on-ramp to I-805 in National City as it was being cleaned by a contracted litter crew. Orso and other Caltrans officials said along with more homeless encampments producing trash, the problem appears to be on the rise from drivers as well, especially those transporting loads of trash or refuse to landfills without properly tying down their loads. San Diego is not alone, Orso said, as Caltrans officials up and down the state are holding news conferences to increase awareness and encourage people to act responsibly.Orso said trash pickup along freeways puts those who have to clean it up, like Caltrans workers, contractors and corrections inmates, at risk. Caltrans says most of the trash is in metro areas along the 5 and 805.They're urging volunteers to get involved through the Adopt a Highway program; helping clean up a section of highway on their choosing on a periodic basis. 1589
