SAN DIEGO (CNS) - Police sought the public's help Tuesday to find a Navy SEAL veteran last seen more than two weeks ago at his residence in the Chollas Lake Park area.Johnathan Steven Surmont, 45, was last seen Aug. 27 and was last heard from when he contacted his ex-wife Aug. 31 to tell her he was in a "rough place" in Los Angeles, according to a missing person bulletin from the San Diego Police Department. His vehicle was found four days later, on Sept. 3, in La Jolla.In a video posted to Vimeo dated three years ago, Surmont described himself as a disabled veteran who spent 15 years as a Navy SEAL."I was a SEAL sniper, communicator and unmanned systems expert," he said in a testimonial for the Red Circle Foundation, an organization that describes itself as supporting the families of fallen and wounded U.S. Special Operations forces."I'm a single father and a small business owner," Surmont said before describing a long list of injuries, which he said included "a traumatic brain injury" and "about 17 different areas that I'm experiencing chronic pain on a daily basis." Some of the injuries were apparently sustained during his time as a SEAL, while others occurred in a car crash."One of the things I struggle with is, I look fine," Surmont said with a laugh in a lighter moment of the mostly solemn testimonial. "With a traumatic brain injury, the struggle is the damage is on the inside."In the video, Surmont helps dress his sons in Little League uniforms -- Padres jerseys and "SD" hats -- and is shown helping them warm up before a game.Police say Surmont has missed several doctor's appointments and has not contacted his family or friends, which is "abnormal."He's described as a 6-foot, 212-pound white man with brown hair and brown eyes. SAN DIEGO (CNS) - San Diego City Councilman Chris Cate will unveil 190 new parking spaces in the congested Convoy District in Kearny Mesa Tuesday before the City Council reviews that neighborhood's community plan."If you've been to the Convoy District, you know that finding a parking space can be extremely challenging," Cate said."My office has unwaveringly supported the small businesses in this hub for Asian cuisine and culture. To ensure this community project came to fruition, we spent countless days working side-by-side with business owners to ensure they were included in this process. Angled parking is the tip of the iceberg for the entire Kearny Mesa Community Plan process."Kearny Mesa was founded in 1937. Over the past eight decades, the commercially and industrially dense neighborhood has transformed into an iconic San Diego community, featuring the Convoy District, which recently formed a "Pan Asian Cultural District."Cate, in June of 2016, began the process of implementing angled parking in the Convoy District at the community's request. Two years later during his State of the District address, he announced the installation of 200 angled parking spaces would immediately begin.A total of 190 angled parking spaces have been added in the neighborhood, including 45 on Dagget Street, 80 on Vickers Street and 65 on Opportunity Road.The existing community plan for Kearny Mesa has not been updated since 1992. SAN DIEGO (CNS) - The entire passenger and freight rail line between Oceanside and San Diego will be closed at midnight and remain shut down all weekend for improvements, according to the San Diego Association of Governments.Crews will shut down the lines just after midnight Saturday through 5 a.m. Monday, according to SANDAG, which will make several improvements, including work on the Mid-Coast Trolley project, extending the UC San Diego blue line trolley from the Santa Fe Depot in Downtown San Diego north toward UC San Diego.Four rail services use the San Diego segment of the Los Angeles-San Diego-San Luis Obispo coastal rail corridor: North County Transit District, Metrolink, Amtrak and the BNSF freight line.Passengers using the Coaster train line are advised to use the BREEZE Route 101 or local buses. Amtrak will offer bus connections from Oceanside to San Diego for passengers with reservations.Crews working on the Mid-Coast Trolley project will remove temporary support structures, build retaining walls, protect slopes and install fencing and cable railing, as well as sewer, water, and drainage pipes.The entire project is expected to be completed late next year.Near the San Diego River Bridge, crews will add nearly a mile of double track across the river to create a continuous 7-mile stretch of double track in the southernmost portion of the coastal rail corridor.During construction, nearby residents and businesses can expect intermittent noise and lights.Passenger rail service is scheduled to resume for the Monday morning commute. 1569

SAN DIEGO (CNS) - The San Diego Legion Major League Rugby team announced Tuesday that it released recently signed player Steffon Armitage in the wake of his conviction for sexually assaulting a woman in France.On Monday, a French court found Armitage guilty of groping a woman's breasts outside a bar last year in the town of Pau, where he was playing at the time of the assault. Armitage, 34, admitted he had also been drinking heavily that night.The court handed Armitage a suspended prison sentence and ordered him to compensate the victim with 5,000 euros, roughly ,500 in U.S. dollars.The Legion signed Armitage in July. Earlier in the decade, Armitage won three European Rugby Champions Cup titles with France's FC Toulannais and was named the European Rugby Cup's 2013-2014 player of the year.He had been expected to join the team at the beginning of pre-season training in December."Armitage's conduct does not reflect the values of the Legion and therefore, the team is going to go in a different direction for the 2020 season," the team said in a statement released Tuesday.The Legion launched with Major League Rugby in 2018 as one of the league's seven founding teams. SAN DIEGO (CNS) - San Diego's Old Globe Theatre will present its 15th annual Globe Christmas Tree Lighting Ceremony virtually on its website and social media channels at 6 p.m. tonight to kick off the holiday season.The ceremony will feature songs, videos, and special hellos from some of the theater's favorite company members from the past 22 years, James Vasquez, director of the theater's production of ``"Dr. Seuss' How The Grinch Stole Christmas." The Grinch himself will present the final countdown to the lighting of the tree.Designed by Grinch scenic designer John Lee Beatty, the tree will be located in the center of the Globe's Copley Plaza and will remain through December 31.
