BRUSSELS, Oct. 8 (Xinhua) -- Chinese Vice President Xi Jinping met Thursday with European Commission President Jose Manuel Barroso on bilateral ties, vowing to enhance cooperation between the two sides.     Xi, who congratulated Barroso for his reelection, said China appreciated his efforts in the past five years on boosting development of the comprehensive and strategic partnership between China and the European Union. China believes, too, that the bilateral ties would advance further in a healthy and stable way within the new term of Barroso, Xi said.     Xi said China and the EU, who have formed a pattern of comprehensive, wide-range and multilevel cooperation, have become two important forces to help shape the future international structure into a multipolar world.     Xi put forward a three-point proposal to further strengthen bilateral relations between China and the EU. Xi said that to promote the growth of China and the EU's comprehensive and strategic partnership accords with the common interests of both sides and is a right choice benefiting the peoples of China and the EU and the international community as a whole.     Second, to always adhere to the belief of mutual benefit and win-win cooperation. The two sides should mull over tangible ways to properly handle disagreements, to foster new cooperation and to firmly stem the torrent of trade and investment protectionism, Xi said.     Third, to always adhere to the principle of equality and mutualtrust. The Sino-EU relations will remove various obstacles and make progress as long as both sides stick to the principle of "mutual respect and mutual trust, consultation on an equal footing, and seeking common ground while shelving differences," Xi said. It will also be important to bear in mind the overall interests of bilateral relations and respect each other's major concerns, Xi said.     China is ready to work with the EU to build Sino-EU relations into a model of peaceful coexistence and friendly exchanges between countries that transcend civilizations, social systems and development models, Xi said.     Barroso offered congratulations on the success of China's impressive National Day celebrations on October 1, speaking highly of the great achievements of China in the last 60 years.     Sino-EU relations have seen remarkable achievements, he said, adding that the past five years have witnessed frequent top-level exchanges, fruitful personnel and cultural exchanges, and rapid development of economic and trade cooperation.     China and the EU have seen increasing common ground on global issues, including the international financial crisis and climate change, and both sides oppose protectionism and champion a just international order, Barroso said.     In the next five years, the EU will continue developing and promoting the EU and China's comprehensive and strategic partnership and strive to handle disagreements in a mature and responsible spirit so as to further develop bilateral ties, he said.     Barroso also wished the forthcoming Europalia Chinese Art Festival a great success.     Xi arrived here Wednesday for an official visit to Belgium, the first leg of his five-nation European tour. He will also visit Germany, Bulgaria, Hungary and Romania.  

XUZHOU, Jiangsu, Oct. 18 (Xinhua) -- President Hu Jintao congratulates Sunday on the 100th founding anniversary of the China University of Mining and Technology (CUMT) in a letter, urging more talents in the country's energy resource industries.     Hu said in the letter that energy resources are the basis and guarantee of the country's economic and social development.     As a key base for the country's education on the science and technology of energy resources, the university shoulders great responsibilities and has a bright future, Hu said. Hu called upon the university to stick to the Scientific Outlook on Development and foster more talents to achieve more research fruits and contribute to the sound and fast development of the country.     In his reply to a letter from the university's new graduates who are working in the country's western regions, Premier Wen Jiabao encouraged them to devote themselves to the development of the regions where they work.     State Councilor Liu Yandong Sunday attended the celebration that marked the university's founding anniversary. BEIJING, Aug. 23 (Xinhua) -- China's insurance capital investments hit 2.45 trillion yuan (358 billion U.S. dollars) in the first seven months of this year, according to the country's insurance regulator.     In July alone, the investments from insurance funds stood at 120.4 billion yuan, China Insurance Regulatory Commission (CIRC) said in a report on its website.     Of the total insurance investment value, about 332 billion yuan, or 9.8 percent, went to the stock markets by the end of the second quarter of this year.     During the same period, mutual funds investments suck 228.45 billion yuan, or 6.8 percent from the insurance capital.     A booming equities market and an optimistic attitude towards the country's stock markets had led to an increasing investments, said the CIRC.     Comparatively, in the first seven months, bank deposit of China's insurance capital decreased to 1.03 trillion yuan, 15.23 billion yuan less than in the first six months.     The CIRC's statistics also reflected a slowdown increasing rate in premium income in the first seven months. Premium income was 678.64 billion yuan, representing a small increase of 80 billion yuan than the June figure.

BEIJING, Aug. 17 -- Just on Saturday night, police in South China's Guangdong province caught 1,162 drink drivers and 78 drunk drivers. Each was punished and all the drunk drivers were taken into custody. Similar checks and arrests were also made in other cities over the weekend.    Saturday was the first day of a two-month-long nationwide campaign launched by the Ministry of Public Security to crack down on drink and drunk driving, after several recent cases in Nanjing, Hangzhou, Chengdu and Shanghai triggered huge media attention and public indignation.     Although many feel that more innocent lives could have been saved if the crackdown had been initiated earlier, they still pin high hopes on this crusade to wipe out the rampant drink and drunk driving and other reckless driving on our roads. With three percent of the total vehicles in the world, the country accounts for 16 percent of the global traffic deaths.     So the announcement by the Ministry of Public Security last Friday to mete out the toughest punishment to violators is a move in the right direction. It is a move to protect the lives of other people as well as of the drink and drunk drivers themselves.     Of course, this is not the first time that the police force has decided to strike out against DUI. Three campaigns were already held earlier this year. Yet the fact that this phenomenon is still so widespread on our roads shows the need for better strategies.     First, our laws should be made tougher to show zero tolerance to such murderous driving. Many countries, such as the United States, Sweden and Singapore, have stricter punishment for DUI.     Second, police officers should enforce the law at all times and in all places, leaving no gaps of which violators can take advantage. Crackdown on DUI is not something that should be carried out for only two months or for the 60th National Day. It should stay as long as there's dangerous driving on our roads.     Third, while laws and punishments are necessary, we should start educating our population about the threat of DUI on others' lives. While drivers should restrain themselves, our drinking culture, which often means endless rounds of bottoms-up, needs to be checked.     Each year traffic accidents take away more lives in China than any other mishap. An all-out war on drink and drunk driving and other forms of rash driving should definitely be a national priority.

BEIJING, July 24 (Xinhua) -- Chinese President Hu Jintao said Friday that the role of the United Nations should be bolstered in handling the global economic downturn, achieving sustainable development, and safeguarding world peace and security. As a permanent member of the UN Security Council and the largest developing nation, China has always observed the principles of the UN Charter, supported the UN's efforts to improve security, development and human rights and its reform to increase efficiency, Hu said to visiting UN Secretary-General Ban Ki-Moon Hu.     "China will continue to join in the UN undertakings and carry out its duties with responsive and constructive attitude, and will work with the international community to build a harmonious world," Hu said.
