The World Health Organization announced Wednesday that a coalition of nations and organizations are contributing billion to assist poorer nations fight the coronavirus.The two biggest contributors were the United Kingdom and Canada.The WHO says the “ACT-Accelerator, which was launched just five months ago, is an unprecedented global collaboration of the world’s top international health organizations working together to accelerate the development, production, and equitable delivery of COVID-19 tests, treatments, and vaccines.”The WHO said an additional billion is needed to realize its goals of producing 2 billion vaccine doses, 245 million treatments and 500 million tests. The WHO is working with the World Bank to secure billion in funding, which has to be first ratified by its shareholders.The United States government did not contribute to the fund as the government stopped funding the WHO in April. The Bill and Melinda Gates Foundation, however, were among the organizations to contribute to the fund.“One thing I've learned studying the history of pandemics is that they create a surprising dynamic when it comes to self-interest and altruism,” Bill Gates said. “Pandemics are rare cases where a country’s instinct to help itself is tightly aligned with its instinct to help others. The self-interested thing and the altruistic thing–making sure poor nations have access to vaccines–are one and the same.”The UK contributed 1 million to help poorer nations in providing support to battle the virus.“We have a duty to ensure vaccines, treatments and tests for COVID-19 are available to all—stopping the global spread of the pandemic protects the British people and will put humanity on the road to recovery. The nation’s death toll has surpassed 170,000, Johns Hopkins data showed Monday morning.On Sunday alone, deaths in the U.S. rose by over 480, according to a Reuters tally, with Florida, Texas and Louisiana reporting the most fatalities.The U.S. continues to lead the world in deaths and the number of cases reported, with at least 5.4 million people diagnosed with the novel coronavirus in the country. The Trump administration announced Wednesday plans to remove 12,000 US troops from Germany with some being returned to the United States, and others being relocated to other NATO allies.The Department of Defense says that 5,600 troops will be repositioned to other NATO nations, while 6,400 will be returned to the US.Defense Secretary Mark Esper told CNN that the move to relocate troops will cost in the billions.President Donald Trump said the move was made because Germany is taking “advantage” of the US.“They are there to protect Europe and there to protect Germany and Germany is supposed to pay for it,” Trump said on Wednesday. “And we don't want to be -- the United States has been taken advantage of for 25 years with trade and on the military. And there are other NATO countries also, there are 28 countries “While there have been concerns that removing troops from the region diminishes the US presence in Europe in keeping Russia in check, Esper said that the move will enhance its deterrence against Russia.“The repositioning of our forces in Europe constitutes a major strategic and positive shift, wholly in line with the NDS, and consistent with other adjustments the United States has made within NATO in previous times,” Esper said. “These changes achieve the core principles of enhancing U.S. and NATO deterrence of Russia; strengthening NATO; reassuring Allies; and, improving U.S. strategic flexibility and EUCOM operational flexibility.”The reduced presence in Germany cuts the number of troops stationed there by one-third. 1608
