SAN DIEGO (KGTV) — If you’re still holding on to a mail-in ballot, return it using a method other than the U.S. Postal Service at this point.That’s the recommendation from many election experts after a ruling this week by the U.S. Supreme Court.In California, mail-in ballots have to be postmarked on or before November 3, but they can be received by county officials up to 17 days late and still count. That’s one of the most generous buffers of any state.But in about 30 states, the deadline for receipt is November 3. Ballots that arrive after will be tossed out, even ballots that were postmarked well before Election Day.The latest Supreme Court ruling dealt with a case out of Wisconsin, which had an Election Day deadline for ballot receipt set by state lawmakers.A lower federal court sided with the Democratic National Committee and ruled the deadline for receipt should be extended because of the pandemic. An analysis by the Wall Street Journal found it took an average of 10 days for a piece of first class mail to reach its destination in Wisconsin.But the Supreme Court ruled Monday 5-3 that state lawmakers should have the final say on this question, not the federal courts.“That could have tremendous implications across the country because it suggests that the Supreme Court is going to defer to even strict rules that could have the effect of limiting the counting of certain ballots,” said legal analyst Dan Eaton.Wisconsin is one of about 30 states with this deadline that ballots have to be received by Election Day, along with Pennsylvania and Michigan; two states with similar cases still pending.Voters in those states are being urged to drop off ballots at official collection sites, not at the post office, or vote in person.“This ruling does put pressure on people to make sure that their ballot is received in time,” Eaton said.Eaton said concurrence opinions by Justices Brett Kavanaugh and Neil Gorsuch offer clues about how the high court could rule in other election-legal fights, particularly when Amy Coney Barrett joins the court. I’m excited that I’m alive to see this happen,” said Ellen Nash, the chair of the San Diego chapter of the Black American Political Association of California.“All along that was the right choice,” Nash told ABC 10News. “I’m honored that she’s there to represent Black women and the Black vote. For Joe Biden to honor us by selecting her as his VP is the greatest historic moment.”Many Black voters wrote to Biden, urging him to choose Harris.Nash said having Harris as the first Black and Asian American woman to appear on a major party’s presidential ticket gives women of color a voice.“It was just a moment of relaxation and celebration,” said Nash. “She is prepared, skilled, and credentialed.”But does this choice possible boost Biden’s chances of winning this election? SAN DIEGO (KGTV) -- Law enforcement agencies in San Diego County have a new tool in the fight against child predators: Southern California’s first electronics-sniffing dog. Willow, a 2-year-old yellow Labrador, is trained to sniff out the chemical used to coat all kinds of electronic storage media, including microSD cards, thumb drives, hard drives, cell phones and tablets.She works in partnership with the Internet Crimes Against Children Task Force (ICAC), the San Diego Police Department and the San Diego County District Attorney’s Office.“Our whole goal with ICAC is to save kids,” said Willow’s handler Ron Burleson. “If they’ve got any homemade images, there’s a kid out there that needs to be rescued, needs to be found. The breakthrough came after Connecticut State Police chemist Dr. Jack Hubball discovered that all media with a circuit board -- like hard drives, thumb drives and SD cards -- is covered with a chemical to prevent overheating called triphenylphosphine oxide (TPPO). Once trained, dogs will sniff out the chemical for a reward. SAN DIEGO (KGTV) -- Inside Richard J. Donovan State Prison's 30-foot concrete walls, metal doors, and electrified fence is the Echo Yard. It's drawn attention as one of the state's most innovative programs for bringing together inmates of different security levels on the premise that they will coexist peacefully in exchange for some freedoms.The Echo Yard, the state's first non-designated yard, also aims to keep released inmates out of prison.Around 50 percent of people convicted of a crime in California are sent back to prison within three years, according to a 2019 state auditor report. Members of Echo Yard get greater access to self-help, educational, vocational, and rehabilitative programs through courses like anger management, victim awareness, job hunting, and money management. SAN DIEGO (KGTV) - Just ahead of this holiday week, San Diego's Cross Border Xpress (CBX) unveiled new biometric facial comparison technology. The CEO of the sky bridge that connects travelers directly to the Tijuana International Airport told ABC 10News that it will further secure and streamline travel into the United States.The U.S.-Mexico border is still closed to non-essential travel because of COVID-19. CBX CEO Jorge Goytortua said CBX is still not encouraging people to travel right now but if they do, they can take advantage of this technology.“Within seconds, the technology will recognize the passenger in a [Customs and Border Protection (CBP)] database,” said Goytortua. He told ABC 10News that the comparison process happens only at a time and place where travelers are already required by law to verify their identity by presenting travel documents. Goytortua says that when a traveler arrives at the CBP processing area, he or she will have a photo taken at the primary inspection point. A CBP officer will do a review by retrieving the traveler's passport or visa photo from government holdings. The new photo will be compared to the previously collected photo.“It's going to be a hands-free process. It's going to be a much faster process,” he told ABC 10News.He added that CBX does not have access to the photos. Only CBP officers can see them. If travelers are still concerned about privacy, he said it's not mandatory to use the technology. “You can ask the officer if you don’t want to be processed like that then you will be processed the traditional way with your document read it on the scan.
