SAN DIEGO (KGTV) - The city of San Diego is one step closer to creating a regional energy company that would serve as an alternative to San Diego Gas and Electric.The city's Environment Committee voted 3-1 Thursday to advance the framework for the energy company to the full City Council, which it will consider Tuesday, The proposal, called Community Choice Aggregation, would include the city of San Diego and other entities such as Chula Vista, Encinitas, Imperial Beach and La Mesa. It would be managed under what is called a Joint Powers Authority. San Diego Gas and Electric would still deliver the energy, but the JPA would decide where it comes from. The city has previously estimated that it could save customers 5 percent under their SDG&E bills. Customers would be automatically enrolled, and would pay SDG&E exit fees (they can opt out of enrollment). The entity could help the city reach its climate goal of 100 percent renewable energy by 2035. It needs to get its proposal to the state Public Utilities Commission by the end of the year in order to start service in 2021. 1103

SAN DIEGO (KGTV) - The man who jumped on stage during a Taylor Swift concert and assaulted a security guard was charged Monday with a deadly beating in the Midway area, police said. Christian Ewing, 29, was charged for the death of 57-year-old Gregory Freeman, according to SDPD Homicide Lt. Anthony Dupree. Officers got a 911 call about an assault near the Interstate 5 overpass at 3900 Rosecrans St. the evening of Dec. 5. A witness said a victim was on the ground and another man was hitting him with an object, investigators reported. He died three days later of his injuries. The suspect fled the scene, police said.Ewing was arrested on Dec. 21 for a parole violation and rebooked Monday on suspicion of murder. In 2015, Ewing jumped on stage at Petco Park as Taylor Swift was performing. Swift’s personal security guard, David Durkin, told Ewing he was not allowed to be in the area. During a struggle, Ewing seriously injured Durkin. RELATED: Taylor Swift concert crasher ruled mentally fit to stand trialWhen asked why he went up on stage, Ewing replied, "I love that girl," San Diego Police Officer John Clayton testified.Ewing pleaded guilty to assault and violently resisting an officer in the performance of his duties. He was sentenced to two years' probation, and was expected to be supervised by the Probation Department's mentally-ill offender unit. Prosecutors previously said Ewing had several arrests in multiple states, an active warrant for a theft-related offense out of Florida, and a felony conviction for transporting drugs from out-of-state. Dupree said both Ewing and Freeman were homeless.Ewing’s arraignment on the murder charge is scheduled for Dec. 27. SAN DIEGO (KGTV) - The manager of a Cricket Wireless store in Pacific Beach is hoping the public can help identify two men involved in tagging the back of the store. Blake Beadle, the store manager, said newly installed cameras captured two men approach the store on Garnett Avenue on Monday night at around 9:30 p.m.One of the men approached the back of the store and appeared to spray paint something on the back wall. Meanwhile, the other man stood watch.Beadle said he had just painted over the spot a week and a half ago, when vandals had hit the same spot. “It seems like as soon as we paint over it, within a few weeks it gets tagged again in a similar fashion,” said Beadle. He reported the latest incident to police. He said he hopes the video can help identify the suspects. 792

  

SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023. SAN DIEGO (KGTV) - The boy who was critically injured in a crash in San Ysidro joined his parents Friday outside the courthouse where the alleged driver is on trial.Prosecutors said Constantino Banda Acosta, an undocumented immigrant, was drunk May 6 when he hit the Lake family on their way home from Disneyland.Lennox Lake was hospitalized for 18 days with multiple skull fractures.
