SAN DIEGO (KGTV) -- Residents downtown are fighting against adding more low-income housing. They say it's only making the homeless problem worse. Merle Jones moved to this East Village high rise for the views and the lush lifestyle."It's categorized as a luxury apartment complex, and there's nothing really luxury about it at all right now," said Jones. Homeless people frequent the streets and sidewalks outside the property. "There was a knife fight that broke out and that was in the afternoon," said Jones. "My girlfriend she's not even comfortable walking outside alone so its an issue."In an effort to fight the deadly Hepatitis A outbreak,  more shelters and housing solutions are popping up downtown. One of them is a 16-story high rise for low-income families on 14th and Commercial Streets. "I don’t believe that's a good idea," said Jones. "I think they need to clean up the area because when you have that type of housing, it attracts attention from other areas."The high rise is one of five Father Joe's projects to add about 2,500 affordable housing units. One-third of them would be downtown. More than 500 people signed an online petition to move more housing solutions to other parts of the county. "I think it would be a nice distribution of the concentration of it so that way it's not just one area and one area's problem," said Jones. For now, he's stuck paying high rent for a view he's not happy with.  "I pay quite a bit, so I expect a certain level of lifestyle when I'm living here," said Jones. "When my lease is up, I do plan on moving towards the other end of downtown that’s a little safer and a lot cleaner."The building is set to open January 2021.  1830

SAN DIEGO (KGTV) - San Diego County health officials reported Friday 11 hospitalizations due to vaping. Those who have been hospitalized range from 17 to 70 years old, according to County of San Diego Communications Specialist Tom Christensen. The illnesses come as U.S. health officials urge people to stop vaping until they can determine the cause of serious breathing illnesses. Symptoms include shortness of breath, fatigue, chest pain and vomiting. Some 450 cases and as many as five deaths have been identified in 33 states, including California. However, many of those who were sickened said they had been vaping THC. There's been a split among public health experts about the value of vaping nicotine. Some argue e-cigarettes are not as lethal as conventional cigarettes and can be a valuable aide to smokers trying to kick the habit But others say studies have not established that adult smokers who try vaping end up quitting smoking long term. SAN DIEGO (KGTV) – Renters in the city of San Diego will have one final day to apply for emergency financial assistance.The deadline to apply for the city’s one-time program, which provides up to ,000 per household, is Friday, Aug. 7.Families with past due or upcoming rent payments are eligible, and payments for those who are selected are expected to be distributed in the next few weeks.Each household has to provide documentation to prove they are not currently receiving any rental subsidies. SAN DIEGO (KGTV) -- San Diego Police are asking for the public’s help identifying a suspect in several Mission Valley vehicle burglaries. According to police, three separate vehicles were burglarized in a parking garage on the 2200 block of Camino de la Reina on August 16 between 2 and 5 a.m. Surveillance video captured the suspect using a flashlight to look into several vehicles in the garage. The suspect then broke into the vehicles by shattering windows, taking miscellaneous items, police say. The suspect is described as a white male with a medium build last seen wearing dark colored, framed glasses, a black t-shirt with a white image on the front, blue jeans and black and white tennis shoes. He was also wearing a backpack, police say. Anyone with information is asked to call San Diego Police at 858-495-7957 or Crime Stoppers at 888-580-8477. SAN DIEGO (KGTV) - San Diego Police confirmed Monday the arrest of a Yuma, Arizona police officer on suspicion of rape.Yuma Police officer Jared Elkins, 33, was taken into custody Friday morning on Marlborough Dr. near Adams Ave. in Kensington.San Diego Police said Elkins was off duty at this time of his arrest. He is a 7-year veteran of the force, the Associated Press reported.  Yuma Police are working to place Elkins on administrative leave.Elkins will be charged with rape, oral copulation, threat to do bodily harm, sex asault with a foreign object, and misdemeanor sexual assault, police said.Elkins was released on 0,000 bail Saturday and ordered to appear in court on Sept. 25. 709
