"We need guidance and support from the central government in terms of rules' drafting and coordination. We also need financial markets and companies to make contributions." One focus will be the establishment of a credit ratings system for small- and medium-sized enterprises to facilitate fundraising, Tu said.     Xu Lin, Party Secretary of Pudong New Area, told the forum the district will shore up its preparation for financial innovation, including establishing an over-the-counter equity exchange for start-up technology firms.     Pudong will also trial programs to settle cross-border trade using the yuan and to set up consumer finance companies to fund people's purchases of durables such as home appliances and electronics.     Xu also noted that Pudong will fast track the development of financial services for the shipping industry as China pursues building Shanghai into an international financial and shipping hub by 2020.     "The district will encourage capital from various sources to help innovation and upgrade industry," Xu said. "More credit support will be given to small companies in terms of innovation."     Financial experts attending the two-day Lujiazui Forum, which ended Saturday, called on the city to take more measures to retain talent and financial institutions.     "The major European and US markets are reshuffling after the crisis and it has created a good opportunity for Shanghai to lay a sound basis and infrastructure for rising as an international financial center," said Laura Cha, deputy chairman of the Hongkong and Shanghai Banking Corp.     "We should learn lessons from them and avoid the mistakes they have made."     Shanghai is still lagging behind in terms of financial talent both in quality and quantity, she added.     She suggested shoring up the city's financial high education sector and rotating financial talents to develop more overseas experience.

The two sides should continue to tap potentials, encourage two-way investments, expand cooperation in contracted projects, and strive to realize the target of 60 billion U.S. dollars in bilateral trade in the year 2010.     The third is to work together to respond to the impact of the international financial crisis. The Chinese side will strengthen communication and coordination with the Indian side, maintain close cooperation within the frameworks of BRIC, the five developing nations and the Group of 20, safeguard the common interests of the developing countries, and strive to contribute to economic recovery and development of Asia and the world at large.     The fourth is to strengthen bilateral defense cooperation which is an important component of overall bilateral cooperation. The two sides should make concerted efforts to strengthen cooperation in this regard.     The fifth is to strengthen cultural exchanges. Both sides should make good planning and preparations for a series of activities, such as those marking the 60th anniversary of bilateral diplomatic ties and concerning The Chinese Festival in India and the Indian Festival in China. Both sides will continue to receive each other's delegations consisting of young people, officials, and people from news media and different localities, promote friendly exchanges in various fields and at various levels through visa facilitation and increasing direct air flights.     On border issues, Hu expressed the hope that the two sides would continue to advance the negotiating process in the spirit of peace and friendship, equal consultations, mutual respect and mutual accommodation so that the border issues could be properly resolved at an early date.     Both sides should do their utmost to ensure that the border issues do not undermine the overall situation of bilateral ties, he said.     Before these issues are eventually resolved, both sides should make joint efforts for maintaining peace and tranquility along the border region, he said.     With the efforts of both sides, Hu said, the Sino-Indian strategic and cooperative partnership will see sound development and the growth of bilateral relations will bring benefits to the two peoples.     Singh said the two countries forged the strategic and cooperative partnership during his tenure as prime minister. Bilateral ties have been     deepening, he said.     India will give top priority to its relations with China and is committed to advancing bilateral cooperation in various fields on the basis of progress made in the past, he said.     He expressed his appreciation for the increasingly important role China is playing in international affairs and China's important contributions to world peace and development.     He said China is not a competitor and that there is enough room in the world for the two countries to achieve development. The two countries share the desire to promote their bilateral ties and there are also potentials for them to cooperate on global and regional issues, he added.     Singh described economic cooperation as an important "pillar”of the overall bilateral relationship and said enhanced economic ties could     give an impetus to the development of bilateral ties.     On military-to-military exchanges, Singh said that steady growth in exchanges between the armed forces of the two countries is to enhancing mutual trust and mutual understanding.     He also said that India and China share common interests on such issues as global trade and investment, climate change and the reform of the international financial order and should strengthen consultation and cooperation in addressing these issues.     On border issues, he said the Indian government is seeking a solution that should be fair, reasonable and acceptable to both sides. Before the issues are finally resolved, efforts should be made to ensure peace and tranquility along the border region, he said.     India recognizes the Tibet Autonomous Region as part of the territory of the People's Republic of China and will not allow anyone to carry out anti-China political activities in Indian territory, he said.     He said a healthy and stable bilateral relationship serves the interests of the two countries and also conforms to the interests of the region and the world at large.     Hu and Singh are here to attend the annual summit of the Shanghai Cooperation Organization (SCO) and the first meeting of BRIC, scheduled to be held in Russia's third largest city Wednesday.     Indian is one of the four observers of the SCO, a regional organization now groups China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. The other three observers are Pakistan, Mongolia and Iran.     BRIC is an acronym for the four key emerging economies -- Brazil, Russia, India and China. JOHANNESBURG, April 22 (Xinhua) -- South Africa's progress of the fourth democratic elections proceeded smoothly and orderly despite the cold weather.     Cheerful voters braved a cold snap in South Africa's most fluid and unpredictable post-apartheid elections on Wednesday, with KwaZulu-Natal province the only to report major problems.     It had received reports that 19,121 of the 19,726 voting stations opened on time, the South African Independent Electoral Commission (IEC) said.     IEC Chief Electoral Officer Pansy Tlakula said most of those which did not open were temporary stations affected by problems like the weather. She said the elections were characterized by a "peaceful, tranquil and harmonious" atmosphere. "A carnival mood is prevailing across the country."     "It's been calm and peaceful at the polling stations we have visited so far. it seems the youth have turned up in large numbers, which is very encouraging for democracy," said Balefi Tsie, head of the South African Development Community (SADC)'s Electoral Commission Forum (ECF).     "We wanted to be there when the stations opened to make sure the ballot boxes were empty and all was in order," he said.     The observers were at polling stations 20 minutes before South Africans began casting their ballots and inking their fingers at 7:00 a.m. local time (0500 GMT).     South African political party representatives at the IEC's center in Pretoria were mostly happy with the progress of voting.     "We are very happy so far, there have been no incident reports and there are very few stations still unopened," said Beattie Hofmeyr, the ruling party African National Congress (ANC) representative.     The Democratic Alliance councillor Mike Moriarty said: "The vast majority of stations are working properly."     The Congress of the People representative Juli Killian said there was an "absolute commitment to impartiality" in the IEC's top structures.     However she said that at times this commitment did not filter down to the staff on the ground.     "The challenge for them is to get the district voting officials to support that commitment," she said, adding that the party had received reports of ANC branding at some polling stations.     The United Democratic Movement secretary general Humphrey Nobongoza said his party had received reports that "ballot papers were flying all around" in Cala, Eastern Cape.     "The matter is of serious concern. It means there is a lack of control. It sends a bad signal," he said.     The IEC said about 23 million registered voters, including more than 16,000 overseas voters, would vote to elect a new National Assembly and nine Provincial Legislatures in April 22 elections.

  

URUMQI, July 14 (Xinhua) -- Abdul'ahat Abdulrixit, vice chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said Tuesday that ethnic unity was the "basic benefit" for all the people in Xinjiang.     "Ethnic unity is the basic benefit for the 21 million people of various ethnic groups in Xinjiang... and these people have a long tradition of loving and supporting each other," Abdul'ahat Abdulrixit told Xinhua in an interview in Urumqi Tuesday.     Abdul'ahat Abdulrixit, an ethnic Uygur, was born in 1942 in northwest China's Xinjiang Uygur Autonomous Region. He joined the Communist Party of China (CPC) in 1960 and was elected CPPCC National Committee vice chairman in 2008. "Ethnic unity is the basic benefit for the 21 million people of various ethnic groups in Xinjiang... and these people have a long tradition of loving and supporting each other," Abdul'ahat Abdulrixit told Xinhua here on Tuesday    "No matter whether in war or peace, people of Han and minority groups always had a strong emotional tie and they could not be separated from each other," he said.     Abdul'ahat Abdulrixit cited many heroic stories during the July5 riot in which people from Han and other ethnic groups risked their lives to save people from the violence.     According to media reports, an 81-year-old Uygur old man risked his life to save 18 people, and a Han boy named Li Huan saved more than 10 people and even captured a rioter.     "The loving relationship among us has gone through all kinds of weather and will never be destroyed by these ethnic separatists," Abdul'ahat Abdulrixit said.     He condemned the riot as an "extremely outrageous" crime organized by people who intentionally wanted to arouse ethnic conflicts and disturb social stability.     The unrest which occurred on July 5 in Urumqi, capital of Xinjiang, resulted in at least 184 deaths and left 1,680 injured.     Abdul'ahat Abdulrixit said that since the founding of the New China, health care, education, science and technology in Xinjiang had developed rapidly.  

  

BEIJING, April 24 (Xinhua) -- Chinese Vice Premier Li Keqiang has called for stepped-up recycling to achieve better use of resources.     Li made the comments during a visit to pilot enterprises Thursday. He also attended a forum on the development of recycling economy.     Li emphasized the importance of recycling and urged companies to cultivate new areas of economic growth, as the global financial crisis still weighed on the real economy.
