Top USA Swimming officials are under fire for what critics say was a culture of sexual abuse that was allowed to persist for decades unchecked.A stunning new investigative report first published in the Orange County Register found that since 1997, more than 250 coaches and officials were either arrested, charged or disciplined by USA Swimming for sexual abuse or misconduct.The paper -- citing, documents, interviews with abuse survivors, former Olympians, USA Swimming officials and others -- claims that there are at least 590 victims. TIJUANA, Mexico. (KGTV) -- A man was arrested in Mexico Thursday after authorities found six different suitcases and bags containing human remains in Tijuana, according to ABC 10News partner Televisa. Early Thursday morning, legs were discovered in a suitcase in front of the Tijuana Cultural Center. Around the same time, another suitcase with body parts was found in front of a pharmacy. A head was later found in a different location in Tijuana, Televisa reports. Three weeks into the 2019 racing season, both attendance and overall betting handle are down at Del Mar. The Del Mar Thoroughbred Club says attendance is down about 5 percent, and handle is down 14 percent compared to 2018. Thoroughbred Club CEO Joe Harper says the issues surrounding the 30 horse deaths at Santa Anita have turned off some fans. "We've got to prove to our racing fans that we're doing the safest things we can to keep these horses healthy," he said. So far, three horses have died at Del Mar this season, all during training (two died in a freak accident when they collided head on before the second day of racing). Harper says the track has increased safety protocols that have been helping keep horses safe. "There's vets out there every morning keeping an eye on," he said. "They see a horse that maybe doesn't look that good, isn't warming up enough to where he'd be safe, we get him off the racetrack."Harper says the attendance and betting handle are on track with estimates. Pre-arrival registration is mandatory; customers should visit stlucia.org for the latest information on travel restrictions and quarantine requirements," American stated.American said travelers could expect results within an average of 48 hours.Starting Monday, American said customers traveling from Chicago, Los Angeles, and Phoenix will now be able to use LetsGetChecked at-home tests.Travelers must complete their testing within 72 hours of the final leg of their departure, American stated.Customers should expect results within 48 hours."As of this announcement, travelers who present a negative test upon arrival will be exempt from the state's 14-day quarantine," American said. 1968

According to ABC 10News’ media partner Televisa, the state of Baja California has had almost 27,000 COVID-19 cases and nearly 5,000 deaths since the start of the pandemic.For comparison, San Diego County's had startling 97,549 cases but far fewer deaths. As of Thursday, 1,103 deaths had been reported.On Thursday morning, ABC 10News spoke to Televisa anchor Estephania Báez about how hospital capacities across the border are maxed out, pulling the city out of its less restrictive orange tier and back into its most restrictive red tier. That hasn’t happened since the summer.“The difference between now and then is that now people don't have fear with COVID-19 here and [people have] to go to work so they prefer to [become] positive rather than to lose a day of money,” she added.Baez said there's concern over both apathies to wearing masks and resistance to any news of a vaccine. “They don't even want to get vaccinated. We have heard in several places that people are afraid and they don't trust even the authorities,” she told ABC 10News.Baja California's red tier restrictions are in place through at least Dec. 20, meaning widespread closures. “That includes schools, gyms, spas, museums, pools, movie theaters, churches, and amusement parks,” said Baez.
