BARCELONA, Nov. 3 (Xinhua) -- The top Chinese negotiator for the United Nations climate change talks being held here said Tuesday that the Kyoto Protocol must be followed.     "China's position is quite clear: the Kyoto Protocol must be adhered to, since it best illustrates the principal of 'common but differentiated' responsibilities," said Su Wei, head of the Chinese delegation to the talks.     Su told Xinhua that during earlier negotiations, some countries had proposed discarding the Kyoto Protocol and adopting a totally new document at December's Copenhagen climate change meeting.     "This demand is strongly rejected by the Group of 77 and China, and other developing countries," Su said.     Su stressed that the Kyoto Protocol must be the legal basis for further negotiations at Copenhagen, and developed countries must fulfill their obligations under the protocol, which regulates that they should clarify their reduction targets in the second phase of the protocol.     "If this basic arrangement is changed, the future of the Copenhagen meeting would be greatly shadowed," Su said.     The deal to be reached at the Copenhagen conference, Su said, should have two basic elements.     One element is to set the mid-term emission reduction targets for developed countries under the Kyoto Protocol. That is, developed countries as a whole should commit to making 25-40 percent cuts below 1990 levels by 2020.     The second element is to make substantial arrangements for the implementation of the UN Framework Convention on Climate Change in accordance with the Bali Roadmap.     "We hope we could lay a good foundation for the Copenhagen conference through negotiations at this meeting," Su said.

URUMQI, Dec. 6 (Xinhua) -- A railway became operational Sunday in west China's Xinjiang Autonomous Region, which is expected to boost the transportation from China to central Asia and Europe, said local railway authorities.     The railway, called Second Urumqi-Jinghe Line, runs 381.5 km and links the region's capital Urumqi and Jinghe county. It has a designed transportation capacity of 67.1 million tonnes, which is expected to grow up to 91.7 million tonnes in the future. With a designed speed of 120 km per hour, the railway cost 2.77 billion yuan, according to a statement from Xinjiang Railway Bureau.     Jinghe is linked to Horgos and Alataw Pass, ports on the China-Kazakhstan border, by two other railways. One starts from Jinghe and ends at Horgos. The other runs from Urumqi through Jinghe to Alataw Pass.     The launch of the new railway would greatly enhance China's transportation capacity to Kazakhstan and further into other countries in central Asia and Europe, the statement said.

BEIJING, Dec. 7 (Xinhua) -- China would continue to adopt the proactive fiscal policy and moderately easy monetary policy next year and endeavor to improve the economic growth quality, according to the Central Economic Work Conference Monday.     Chinese President Hu Jintao and Premier Wen Jiabao addressed the meeting, which is held once a year to set the tone for economic development during the next year.     It was agreed at the conference that 2010 is the last year in the counry's 11th five-year plan, and to do a good job in the country's economic and social development next year was of great importance to dealing with the impact of the international financial crisis successfully in an all-around way and laying a sound foundation for China's 12th five-year plan. BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao met here with visiting U.S. President Barack Obama on Tuesday. Both leaders agreed to start cooperation in new fields of space exploration and high-speed railway construction.     Hu said both leaders agreed to deepen cooperation between China and the United States on the basis of mutual benefits in areas such as anti-terrorism, law enforcement, science and technology, agriculture, health care and civil aviation.     The two leaders also initiated to start cooperation in new areas like space exploration and high-speed railway infrastructure construction, and keep promoting greater development in military relations.     Obama and Hu also discussed to expand cultural exchanges between the two nations, especially youth exchanges, and supported both sides to set up a cultural exchange mechanism and to strengthen cooperation on dispatching more students to each other countries.     Obama is paying a four-day visit to China, his maiden trip to China since taking office in January.

WASHINGTON, Oct. 22 (Xinhua) -- The military-to-military ties between the United States and China have a vital role to play in the development of an active, cooperative and comprehensive bilateral relationship, Secretary of State Hillary Clinton told retired generals from both countries here on Thursday.     In a meeting with participants of an exchange forum between retired generals of the two countries, Clinton said President Barack Obama attaches great importance to the growth of interactions between the two militaries. Exchanges between retired generals of the two militaries, Clinton said, could play an important role in facilitating a healthy development of military-to-military relationship between the United States and China.     Kurt Campbell, assistant secretary of state for East Asian and Pacific Affairs, said at a separate meeting with the retired generals that the Obama administration fully supports exchanges of this kind and hopes that such interactions could continue on a regular basis.     Through in-depth and extensive dialogues of this kind, Campbell said, the two militaries could increase mutual understanding and trust and promote growth of constructive cooperation between the two sides.     Xiong Guangkai, former vice-chief of general staff of the Chinese People's Liberation Army, is heading the Chinese delegation.
