YOKOHAMA, Japan. – The Centers for Disease Control (CDC) announced Tuesday that travel restrictions have been placed on all remaining passengers and crew of the Diamond Princess, the cruise ship quarantined off the coast of Japan because of a COVID-19 outbreak on board. Under the restrictions, the more than 100 United States citizens still on board the ship or in Japanese hospitals will be prevented from returning to the U.S. for at least 14 days after leaving the Diamond Princess. The restrictions apply to the ship’s other passengers and crew as well. “After disembarkation from the Diamond Princess, these passengers and crew will be required to wait 14 days without having symptoms or a positive coronavirus test result before they are permitted to board flights to the United States,” said the CDC in a press release. If an individual from the cruise arrives in the U.S. before the 14-day period ends, the CDC says they will still be subject to a mandatory quarantine until they have completed the 14-day period with no symptoms or positive coronavirus test results.The CDC says there may be additional confirmed cases of COVID-19 among the remaining passengers on board the Diamond Princess, because of their high-risk exposure.The CDC says these travel restrictions have been put in place to protect the health of the American people. “We continue to believe that the risk of exposure to COVID-19 to the general public in the United States is currently low,” wrote the CDC. “The U.S. Government is taking these measures to protect the Diamond Princess passengers and crew, their loved ones, the traveling public, and communities within the United States.”Sunday night, two charter flights carrying Diamond Princess passengers landed at military bases in California and Texas, starting the clock on another 14-day quarantine period to ensure passengers don’t have the new virus. DEL MAR, Calif. (KGTV) - The timeline to reopen Jimmy Durante Boulevard in Del Mar has been pushed back to June 4 at the earliest. At Monday’s City Council meeting, city officials said they planned to meet with San Diego County Fair officials on Tuesday. They will discuss a traffic plan as Jimmy Durante Boulevard is a main artery into the fairgrounds. The fair opens May 31 before the road is expected to reopen. The northbound lanes of Jimmy Durante Boulevard, north of Luzon Avenue, closed in late April following a bluff collapse. Del Mar city leaders were hoping to get it reopened by Memorial Day, but a series of complications pushed the timeline back. The schedule could get further delayed due to weather and the Memorial Day holiday. The cost of cleanup and stabilizing the cliff is expected to cost close to million. The city council voted to declare a local emergency which would allow the city to qualify for federal emergency funds to supplement the cost. (CNN) -- A new entry in "The Hunger Games" series is on the way, though fans will likely have to navigate the violent world without Katniss Everdeen.Scholastic announced an untitled prequel novel to the bestselling young adult series, set 64 years before the events of the eponymous first novel. The original trilogy followed heroine Everdeen in the fictional dystopia of Panem as she squared off against other teens in a fight to the death and eventually led an uprising against the oppressive ruling class.Author Suzanne Collins said the new story is set during the "Dark Days," 10 years after the start of the titular games that reduced citizens to savagery and murder to survive."With this book, I wanted to explore the state of nature, and what we perceive is required for our survival," she said, adding that the nascent days of the rebellion provide ample ground for new characters to "define their views of humanity."Set for a May 2020 release, the newest "Hunger Games" novel will arrive almost 10 years after the last, "Mockingjay," was published.The series spawned a movie franchise starring Jennifer Lawrence as Katniss with Stanley Tucci, Philip Seymour Hoffman and Julianne Moore. "Elder Orphans" are on the rise due to increased isolation due to COVID-19 and experts say it’s also causing an uptick in elder abuse.“It's worse now than it's ever been,” says Anthony Cirillo, an aging and caregiving expert and president of the "Aging Experience," a company that focuses on elder care and caregiving issues. Elder abuse was a problem before COVID-19 hit. The pandemic only exacerbated it, Cirillo said.“We’re all going through these kinds of things and I think you become more vulnerable and emotional and become more open to listening to people who might be trying to exploit you. So isolation is just a killer right now,” says Cirillo.Debby Bitticks says her father-in-law became a victim of elder abuse.“I was really naive in assuming that this person was going to give quality care turned out to be a crook,” Bitticks said. “Everything that you could possibly read about that could go wrong with elder abuse was happening with my father-in-law.”Well before the coronavirus, elder abuse was happening right before her eyes.“We had to hire a private investigator. Of course we notified social services, had to hire an elder care lawyer, yes, we did save his life and brought him to live with us,” Bitticks said.She turned the experience into a movie called "Saving our Parents."“We just want to let people know inspect what you except,” Bitticks said. “Don’t ever assume that your parents are OK without knowing to look for any signs of change.”The film was made in 2008. Since then, it's been shown all over the world, won awards and has been used as a training tool.“It’s as important today as it was when I made it,” Bitticks said. “It’s endless in terms of information, its timeless. All of us have aging parents, the new generation needs to know this."When asked about the warning signs, and what you should look for to spot a problem, Cirillo said, “Look for the signs. Bruises, welts, lacerations, is mom or dad taking care of themselves, are they clean or unwashed, are they having trouble sleeping, have they lost a bunch of weight, any sign of trauma.”He also says if you hire someone, carefully screen them and do a background check. Monitor your loved one's finances and watch their bank accounts. Make sure you draw up an estate plan. And he says start those conversations now.“Everything is about preparation. nobody wants to talk about aging until there’s a crisis situation and when there’s a crisis everybody reacts but in reality, we should be talking about all of these issues early on,” Cirillo said.Experts also advise, especially during this pandemic, if you can't be there, it's imperative that you have someone check in on your family as it's more important than ever to be involved.
