CARLSBAD, California — A California says it lost thousands in a bank scam that started with a notice about fraudulent debit charges.Krystal, who did not want to share her last name, lives in Carlsbad with her husband and their dog, Otis. Her husband is in the Marines and was recently in dive school in Florida. During that time, he received a call from what they thought was a USAA representative.USAA is a financial institution that serves primarily military families.“They told him there were fraudulent charges on his debit card and if they weren’t from him, that they’ll cancel the card and give him a new one and it will be sent to him,” Krystal said.She said it was from a USAA phone number.“They sent him a code through via text and had him repeat it,” Krystal said. “You could tell it was from USAA because there are previous text messages from USAA from other times they sent us the code,” Krystal said.Krystal said the caller said they needed to give her husband a new pin number and asked for the current one. In hindsight, it was a red flag, but at the time, he was busy evacuating from Hurricane Michael. The call sounded legitimate, even using the same song USAA uses when her husband was put on hold.“They had his debit card number. They mentioned me as a second account holder,” Krystal said.Before they knew it, their checking account was drained of more than ,800.“[I was] very angry, very heartbroken. Panicking,” Krystal said.Stephen Cobb with cybersecurity firm ESET said technology to make phone numbers look like a different one is increasingly used by crooks."A phone today is just a computer endpoint on a network and as such, its identity can be spoofed,” Cobb said.Krystal’s fraud claim was first denied by USAA, but she kept calling the bank, determined to get answers.“I finally got a hold of somebody in the financial crime department. She was very apologetic [and] said this isn’t the first time she’s heard of this today,” Krystal said.Krystal said she found her debit card was used in multiple transactions on the East Coast. The scammer has not been found.She was finally able to get a refund but has since switched banks. Now if she gets a call from a financial institution, she asks for a call back number to make sure it is real.“It makes me really angry and really sick. I feel really sick to my stomach about it. It makes me think of people that are veterans. What if their money was taken away?” Krystal said.On its website, USAA said this cybercriminal activity is on the rise. CHICAGO, Ill. -- The IRS says it has issued more than 159 million stimulus payments in just over two months. Yet, even today there are countless eligible Americans who say they’ve fallen through the cracks.In New York state, Hanna Brandow has no idea why she hasn’t gotten a stimulus payment.“My sister and I who both have not gotten the check yet. We did our taxes this year and got our returns already,” said Brandow. “So, it's very strange.”In California, Alexis Lopez is also in limbo.“For most people, it was like 'this person got it, this person got it,' said Lopez. "I was like, ‘well maybe there's some delay with mine.’ No big deal.”And in Ohio, Karen Melroy is also stuck in in stimulus purgatory.“I received my refund by a direct deposit,” said Melroy. “So, there's no reason I can think of why I shouldn't have received one.”All of them say they get the same message when checking on the IRS website.“I normally add a few more expletives to mine when I see it, but it's something to the effect of payment status not available,” said Melroy.It turns out they’re not alone. Those four words: "payment status not available" are exasperating countless Americans who appear otherwise eligible for payments but have not been paid and can’t get answers as to why.“The IRS obviously was very rushed and even when the government takes a year and a half to do a computer system, there are problems with it,” said Robert Probasco, director of the tax clinic at Texas A&M University.In May the IRS added 3,500 telephone representatives to help with problems, but most can only provide general information.“I found this like nine-step guide of how to get a human on the phone at the IRS. I did it twice and hit a dead end,” said Brandow.Because IRS offices remain closed due to the pandemic, the agency tells us that call center agents are working from home. That means they don’t have access to secure personal information specific to each case.“This was designed poorly obviously because it doesn't tell you which of those things happen and if it is a glitch, it doesn't tell you what kind of a glitch,” said Probasco.The IRS is doing a phased reopening at key processing sites and call centers.The IRS tells us some employees have returned to work in Kentucky, Texas and Utah. (KGTV) -- The longest-serving mail carrier in Carlsbad is set to retire Friday after 58 years of service.Mack Mata Jr. will be recognized Friday in front of his peers and family.“It’s not often we celebrate an employee who has served the Postal Service for 58 years,” said Postmaster Cindy Gibson.In the fall of 1960, Mata and his fiancée were downtown when she saw a “help wanted” sign in the window of the post office. After applying and completing a test, Mata was sworn in as a postal employee in Carlsbad in November of the same year.Mata recalled his fond memories at the office, saying he would watch kids grow up and move away only to return and become his customers.Mata also remembers the time he saved a woman along his route. “One day, something told me I should check on her and sure enough, I found her lying on the ground after she had fallen and couldn’t get up. She said, ‘I knew you’d eventually show up to help me.'A lot has changed since then. (KGTV) — U.S. history from the Mayflower through the American Revolution is on display in Carlsbad.The Green Dragon Tavern and Museum, off Interstate 5 at Palomar Airport Road, offers a full-service restaurant and a chance to look at original documents from the country's Colonial Period."Not a lot of families have the money or time or resources to be able to travel back east and experience these things first hand," says Green Dragon General Manager John Lek. "A lot of our guests say they feel like they're in Boston or New England without having to leave San Diego."The museum's artifacts are all part of a private collection owned by a local man, who asked not to be identified. He wanted to share his collection with the rest of San Diego, and put them on display at the restaurant.Among the items are documents signed by 14 of America's founding fathers. That gives visitors a chance to see the signatures of Benjamin Franklin, Thomas Jefferson, Samuel Adams, John Hancock and more.Lek says just seeing these items can give people a deeper link to their past."There is something authentic and something that really settles in when you have a direct connection with our forefathers," says Lek.The museum has been open for five years. Right now, everything fits within a single room. But there are plans for expansion.Lek says the museum will open a second room with more interactive and hands-on technology, as well as more artifacts from America's past.Admission to the museum is free, and it's open anytime the restaurant is open.
