BEIJING, June 24 (Xinhua) -- In effort to enhance its supervisory role, China's top legislature held an inquiry Thursday into the central government's final accounting for 2009, the first-ever inquiry held into a particular matter.On behalf of the State Council, China's Cabinet, several senior officials from the Ministry of Finance, attended the inquiry to answer questions raised by lawmakers at the 15th session of the Standing Committee of the 11th National People's Congress (NPC), the top legislature.The lawmakers focused on issues of general public concern such as how to improve the management of central government's budgeting and accounting, deepen the reform of financial and tax systems, and increase spending on social welfare projects.The decision to order inquiries into government work on certain issues of general public concern, which would require the attendance of senior officials of central government departments, was adopted during the annual NPC session in March.Li Fei, vice chairman of the Legislative Affairs Commission of the NPC Standing Committee, said the inquiry was a concrete and important step for the NPC Standing Committee to exercise and improve supervision of the government.According to the Law on Oversight, which took effect in 2007, senior officials of central government departments, the Supreme People's court and the Supreme People's Procuratorate, if requested, are required to attend legislative meetings to respond to lawmakers' questions over bills or government work reports being reviewed.

CHANGCHUN, July 30 (Xinhua) -- Civilians were mobilized Friday to join exhausted soldiers and emergency workers struggling against mounting difficulties to retrieve thousands of chemical-filled barrels that were swept into a major northeast China river by flood waters two days ago.Some 3,000 full barrels and 4,000 empty ones were swept into the Wende River and on to the Songhua River after floods hit warehouses of two chemical factories in Jilin City, Jilin Province, early Wednesday.As of 6 p.m. Friday, 3,700 of the about 7,000 containers have been retrieved, according to a statement from the provincial government.Provincial authorities vowed to retrieve all the containers before they flow out of Hadashan Reservoir on the lower reaches of Songhua River in Jilin's Songyuan City.However, salvage workers fear some of the barrels, many filled with 170 kilograms of flammable liquid, may have sunk to the bottom of the Songhua River, raising serious risks of lingering water contamination.Chemical barrels were also spotted lying unattended in the debris of flood-devastated villages.At 2 p.m. Friday, the Fengman Reservoir, on a tributary of the Songhua River and 24 km southeast of Jilin City, opened floodgates to discharge flood waters.The water flow at each gate peaked at 800 cubic meters per second around 4 p.m., and at least thousands of residents had been evacuated over Thursday night and Friday morning.Workers said the move might help speed up salvage efforts by washing away floating debris, such as trash, weeds and tree branches, which had hampered the work.

BEIJING, June 9 (Xinhua) -- Donations for quake relief in Yushu,northwest China had hit 7.529 billion yuan (1.1 billion U.S. dollars) in cash and material, according to the Ministry of Civil Affairs Wednesday.The donations included nearly 6.8 billion yuan in cash and materials worth 730 million yuan, said a statement from the ministry.The 7.1-magnitude earthquake that hit Qinghai Province's Yushu prefecture on April 14 had left 2,698 dead, with 270 people still missing, said Zhang Guangrong, vice governor of Qinghai, on May 31.

HANGZHOU, July 4 (Xinhua) -- A new regular direct passenger sea route between the Chinese mainland and Taiwan was officially opened Saturday after a ship safely returned from Taiwan.The passenger ship, Coscostar, returned to the Damaiyu Port, Taizhou City of eastern Zhejiang Province Saturday, making it the second port on the mainland that has served the regular direct sea route with Taiwan, said He Jinliang, deputy head of the city's Taiwan affairs office.On June 26, the ship, carrying more than 500 passengers, traveled about 302 km to the Keelung Port of Taiwan, He said.With a tonnage of 26,800, the ship, owned by the China Ocean Shipping Companies Group, could carry about 600 passengers, 256 containers and 150 automobiles.The COSCO Star Passenger Ro-Ro Ship is berthed inside the Dabaiyu Port, prior to its maiden voyage to Keelung of Taiwan, at Taizhou City, east China's Zhejiang Province, June 26, 2010.The ship is scheduled to shuttle once a week. It will depart from Damaiyu in Yuhuan County on Saturday night and return the following Friday. HUZHONG, Heilongjiang, July 1 (Xinhua) -- More than 20,000 firemen are battling lighting-triggered forest fires in northeast China as continuous hot weather undermines their efforts, forest fire prevention authorities said.The fire, spotted Saturday, continued to spread Wednesday due to high temperatures after having weakened overnight, said Sun Zhagen, deputy director of China's National Forest Fire Prevention Headquarters.The forest fire first occurred in a part of the Greater Hinggan Mountains in Inner Mongolia Autonomous Region and then extended to the neighboring Heilongjiang Province.Rescuers were still struggling to put out the fire at more than 30 sites in the two regions, said a spokesman with the fire fighting headquarters at Huzhong, a major fire site.Further, another 6,000 fire fighters and additional equipment would be sent to control the fire in Heilongjiang, said the spokesman."As it is too hot to get close to the scene to put out the fire, we have to build fire barriers during the day and battle the blaze at night," said Pang Zhiqiang, a forest policeman.Sparks are being buried under the burnt debris of wood, often as deep as 30 cm and easily set on fire again by wind, said rescuers at Huzhong District."We felt thirsty, dizzy and had trouble breathing after staying in the burnt forest for just 10 minutes", one fireman said.Each of the rescuers, carrying about 25 kg of equipment on his back, could only carry four bottles of drinking water, a rescuer with the Heilongjiang forestry police force told a Xinhua reporter. "If the bottle water is not enough, we drink the river water, though there are worms in it."Some thirsty fire fighters said they even dug into the ground and breathed in the moisture. Also, many rescuers have become exhausted after remaining awake and working for four days.Temperatures in the Greater Hinggan Mountains Region have been hovering over 37 degrees Celsius recently and seven counties and districts have witnessed record-high temperatures, said Na Jihai, chief of the Heilongjiang Provincial Meteorological Bureau.Temperatures in Huzhong District hit 39.7 degrees Celsius Saturday, Na said.Fire-control experts in Inner Mongolia also said such an extremely-hot weather was rarely seen over the past six decades.The two regions have dispatched three aircraft and 10 cloud seeding rockets to conduct artificial precipitation operations, according to local meteorological departments.The dry and hot weather will continue for the next three days, but a light rain is forecast for Thursday, according to the National Meteorological Center of China Meteorological Administration."This is a battle between human beings and nature. We have to work hard to win," Sun Zhagen said.
