SAN DIEGO (KGTV) - A new option for bike lanes along 30th Street in North Park looks like a compromise between cyclists and business owners.The new proposal, called Option A+, would build dedicated, protected bike lanes along a 2.4 mile stretch of 30th Street, stretching from Juniper to Adams Avenue. That's longer than initially planned.In return, business owners will get to keep some of their parking. That stretch has around 550 parking spots. The original plan removed all of them. The new plan leaves 100 in place, mostly in business areas rather than residential areas.RELATED: Hundreds of parking spaces in North Park could be removed for bike lanesThe plan first came up at a December meeting of the City Mobility Board.Even with the compromise, some business owners worry the loss of 450 spots will impact their customers."North Park is a destination city," says Kelsey Padigos, the owner of Subterranean Coffee. "We get customers who walk, who ride their bikes and who drive. But this may hurt her bottom line."We have a location in Hillcrest, and the parking situation there is troubling," she says. "It turns customers away. SAN DIEGO (KGTV) - A program through the County's office of Child Welfare Services is making sure every kid in the foster program gets to celebrate this holiday season.The "Home for the Holidays" program pairs kids in the foster shelters with families for a holiday, so they don't have to spend the holiday alone."This is a great opportunity for families to kind of try it out and see what it's like to work with our youth," says Kimberly Giardina, the Director of Child Welfare Services.Right now, San Diego County has about 140 kids in the foster program that need a foster family. While this program doesn't give them a long-term solution, it helps the kids through a difficult season."People open their homes," says Giardina. "They see that our youth are just like every other kid in the neighborhood."Nanci Weinstein, who has fostered three kids through the county and adopted one, says it's an experience that's invaluable for both the kids and the families."I can't imagine what that might feel like for a child," she says. "Every moment is precious because this child is in a situation where they need someone to take care of them."Families interested in participating in the Home for the Holidays program need to complete a background check, home safety inspection, training and orientation. SAN DIEGO (KGTV) -- A new report is looking into why there is a shortage of homes for sale around the country. According to the report by NerdWallet, in October of 2017, the US had a 3.9-month supply of existing homes for resale, meaning at that pace, it would have taken 3.9 months to sell all the homes on the market. According to NerdWallet, a supply under six months places home buyers at a disadvantage. The report identifies six reasons why the housing supply is so low. 1. Boomers aren’t movingOver three-fourths of baby boomers own their own homes, according to the report, meaning millennials don’t have enough homes available to buy. The report also found that rising home prices force baby boomers to stay put because they don’t have the cash to downsize. RELATED: California gas tax set to increase July 12. Landlords won’t sellNerdWallet says millions of single-family homes were converted to rentals after the foreclosure crisis. In 2017, renters made up 36 percent of households. A greater demand for homes coupled with less supply means values rise while rents are rising faster than home prices. 3. Low mortgage rates The report points out that interest rates on outstanding mortgages averaged about 3.8 percent over the last three years. As mortgage rates rise, fewer people are interested in selling and getting into new mortgages. 4. Entry-level homes ignored by buildersIn the first nine months of 2017, nearly 500,000 newly-built homes were sold of which 55 percent sold for 0,000 or more. Regulations add costThe report points out the homebuilders say environmental protection, infrastructure fees and rules that specify lot sizes all add tens of thousands of dollars to the cost of building every single home. Owners want a restricted supplyFinally, the report found that local zoning and land-use regulations are enacted by officials elected by the people. The report says those officials are only responding to constituents who want a limit on the number of homes that can be built in a neighborhood. Elected officials can also set a minimum square footage for homes, further limiting supply. “There are regulations that are more about the neighbors’ sensibilities than they are about the safety of the people living in the houses,” says Miriam Axel-Lute, associate director of the National Housing Institute. “It’s neighbors who want their property values to go up, in most cases, who are insistent upon some excess safety design standards or minimum lot sizes or other things,” Lute says. “They either want their property values to go up or they don’t want, quote, ‘the wrong sort of people’ in their neighborhoods. This is the pressure behind a lot of the most damaging regulations out there.” 3097
SAN DIEGO (KGTV) -- A new investigation by CNN reveals at least 103 incidents of Uber drivers being accused of sexually assaulting or abusing passengers in the last four years. One of those drivers was John David Sanchez, a San Diego area man who was arrested, convicted and sentenced to 80 years in prison. Investigators say he drugged and assaulted multiple victims. SAN DIEGO (KGTV) — A nurse who pleaded guilty in the brutal death of her boyfriend's baby has been granted parole."Angry, angry," said Deanna Stanley, the grandmother of 7-month-old Nicole Alegado.Stanley spoke to 10News after attending a state parole board hearing Thursday and learning the woman who killed her granddaughter was granted parole.Back in 2008, in order to avoid a trial, the baby's family supported a plea deal. "Emotionally we couldn't handle it," said Stanley.Eileen Villamajor, a nurse living in National City, pleaded guilty to second-degree murder in the killing her boyfriend's daughter, saying she was frustrated by her cries. She was sentenced to 15 years to life."Eileen picked her up by the hair and threw her to the ground twice. Nicole remained crying. Eileen held her head in her hands until she heard it crack, at which time Nicole stopped crying," said Stanley.Stanley sat through those unbearable details at Villamayor's parole hearing in Corona. She listened to Villamayor's petition, including her good behavior in prison and completion of classes to control her emotions. Stanley is still convinced Villamayor is dangerous."For someone to do something that something horrific with their hands ... I don't know if you can cure that in a class," said Stanley.Stanely says Villamayor showed no remorse during the hearing but revealed something new about the motive, which involved about Nicole taking up her father's time."She said she hated Nicole, resented Nicole. To me that shows premeditation. If we had gone to trial, I think she would have been convicted of first-degree murder," said Stanley.In the end, the parole board deciding to grant Villamayor parole. She could serve 13 years and 7 months of a sentence of 15 years to life. Proposition 57 passed in 2016 allows her to accrue good behavior credits which can reduce a life sentence."There is no justice here," said Stanley.The earliest Villamayor can be released is March 2020. The family has 120 days to appeal to the governor's office to overturn the decision, which they plan to do. The District Attorney's office, which backed the family at the hearing, says they will likely write a letter urging the governor to overturn the parole decision. 2250
