SAN DIEGO (KGTV) - The San Diego City Council voted 6-3 Monday on an option for regulating marijuana use in San Diego, now that it is legal.Council members chose between two options. The first would have allowed testing of marijuana and marijuana products in labs in industrial and commercial zones that prohibit residential use.The second option, which passed, will allow testing plus cultivation, distribution and production of marijuana with a permit.  The activities will be allowed in light and heavy industrial zones.San Diego Police Chief Shelley Zimmerman urged the council to enforce option one with the strictest of controls.  The Chief cited the 11 current dispensaries as a public safety concern."We've fielded 273 radio calls from those establishments so far this year, everything from violent robberies to a shooting and those calls will increase," Zimmerman said. 911

SAN DIEGO (KGTV) - The young woman severely injured in a parasailing accident in Mexico is walking and surfing a year later.Katie Malone's recovery has been a long road. "I survived something I shouldn't have survived," she said.Malone was in Puerto Vallarta in June, 2018 for her birthday. Her parasailing ride turned into a nightmare, "I saw the boat capsize and people on the beach run to try and grab the rope to bring me down." She said the the almost half hour she was in the air she worked to keep calm, thinking about her dog Leroy, and what she was going to wear that night. Her family says the rope snapped and she fell in a tailspin. Katie said it was everything she could do to keep from passing out, or getting sick. She said the next thing she remembered was opening her eyes on the ground with emergency crews surrounding her."My heart dropped to my feet," Katie's brother Brendan said.He started calling and coordinating the trip to Mexico to be with his little sister. He talked about being the megaphone for the family, getting the word out through his music community in Nashville, back home in California and setting up the Gofundme online that reached the world.She underwent three surgeries in Mexico and two weeks in, the swelling in her brain hadn't gone down. Katie's mom said doctors doubled her steroid dosage to bring the swelling in the pituitary glad down and it caused a severe reaction.Katie's mom, Sidona, said she was sick all night and that was the moment they all feared she wouldn't pull through. Sidona said the doctor pulled her aside the next day and said, "you don't understand, she could die and she needs to go home now," urging them to Lifeflight her to the U.S.The family overcame huge struggles, from paying cash for the surgeries in Mexico, as Katie was in between insurance, to finding a way to fly her home. Sidona said certain airlines wouldn't fly that far south in Mexican airspace, and medical airlines wouldn't take her without insurance. Their network of friends and family gave them solutions.The final piece came at the last minute, a ,000 anonymous donation to fund her flight home. Her fight to get back to normal just beginning.Katie re-learned how to walk, drive, and surf over the past year, all the while a smile on her face."Instead of that terrible accident taking control of her, she's taken control of that," Brendan said.Katie says positivity, her family and her dog, Leroy, kept her going. She said she used to take Leroy, her support dog, to the hospital to help others and was thankful he was there for her recovery.She advises anyone facing a challenge that your mind is more powerful than your body and positivity will get you through."I'm not 100% back, I'm getting there, I'm back to work, not full time just part time," she said she's focused on getting healthy. She works as a masseuse, making others feel better.Among her challenges, she has a hard time sitting for extended periods of time, and has to adjust her gait and stance.She hopes her story will change regulations in Mexico so this never happens to anyone else. 3112

SAN DIEGO (KGTV) — Thirty years ago, an enraged socialite snuck into her ex-husband's Hillcrest home and became one of the most notorious killers in San Diego history."She was hellbent on getting her pound of flesh, hellbent on revenge," said Deputy District Attorney Richard Sachs, who was there at both hearings in which Betty Broderick was denied parole, the most recent one nearly three years ago. The jury didn't buy it, finding her guilty on two counts of second degree murder. The case spawned numerous books and a made-for-TV movie detailing a scorned woman's escalating rage. In it, she claimed she was "gang raped" by the "crooked courts," adding that her ex-husband used his power as a lawyer to "threaten" and "intimidate" her for years. SAN DIEGO (KGTV) -- The San Diego Department of Agriculture is warning residents not to open unsolicited packets of seeds some people reported receiving from China.The department says it has taken 58 calls from people reporting receiving the seeds as of Wednesday afternoon and warns anyone who receives a package to not plant the seeds or throw them away. “The main concern with these seeds is that they were mislabeled and went through customs without an inspection. Seed from other countries might have pests or diseases that don’t exist here. The County Department of Agriculture, Weights and Measures is constantly looking for invasive pests which can be weeds, insects, or diseases. They can cause a lot of harm and we work hard to eliminate them.”RELATED: Mysterious seeds sent from China to US mailboxesThe department says unopened seed packets should be dropped off at drop boxes at 151 E. Carmel St, San Marcos 92128 or 9325 Hazard Way, San Diego 92123 address. She said she didn't think anything of it when it arrived at her Imperial Beach home a few weeks ago."I said 'I don’t remember ordering and I thought maybe I did, or maybe it was a free gift or something,'" she said.She put the package aside until recently, when posts and warnings about the seeds started circulating. She said she's happy she didn't throw it away or plant them, but is nervous that her name, address and phone number were all on the package.Reports of unidentified seeds from China have been popping up across the country. All 50 states have now issued warnings about the packages. The department believes it is all part of a “brushing” scam used to boost ratings for online vendors. The packaging label ranges from jewelry to "handmade flowers," and the seeds on the inside vary in size and shape.“At this time, we don’t have any evidence indicating this is something other than a ‘brushing scam,’ where people receive unsolicited items from a seller who then posts false customer reviews to boost sales. USDA is currently collecting seed packages from recipients and will test their contents and determine if they contain anything that could be of concern to U.S. agriculture or the environment,” the USDA said.Wang Wenbin, a spokesperson for China's foreign ministry, said at a briefing on Tuesday that the address labels were forged and that China Post has asked USPS to send those packages to China for investigation. 2618

SAN DIEGO (KGTV) -- The San Diego Blood Bank is asking for convalescent plasma donations from patients that have recovered from COVID-19. The plasma is used at local hospitals to help fight COVID-19. Although not a cure for the virus, the plasma has proved to be effective for some patients. The blood bank says they are running low on convalescent plasma because requests from hospitals have gone up. The process of donating takes a little more than an hour, including the check-in process. To donate plasma you must have had a positive COVID-19 test, recovered from the virus and be symptom free for 28 days. Donations are by appointment only.
