SAN DIEGO (KGTV)— The City of San Diego announced Friday it would be shutting down its reservoirs an additional weekday each month in response to a 3 percent citywide budget cut.10News heard complaints from Steve Gordenker and his buddies, all regulars at El Capitan Reservoir. “The summer months, I am here Friday, Saturday, and Sunday, every weekend,” Gordenker said. As competitive freestyle jet skiers, El Capitan is their home turf.“More time on the water equals results,” Gordenker said. When the City of San Diego announced it would be closing El Capitan on the first Friday of every month, they were devastated. “If we are not able to come on Fridays, then that limits us to two days a week,” Gordenker said. “And the problem is this is our only freshwater lake in San Diego County.”Their only other option is to visit San Diego Bay. Gordenker said salt water is much harsher on their jet skis and makes it costly to maintain. That is why they chose to practice at the freshwater reservoir.El Capitan is one of eight city-operated reservoirs that will be closed an additional weekday, starting July 1.The closures are as follows:Barrett – Closed the first Wednesday of each month.El Capitan – Closed the first Friday of each month (starting August 1, 2019)Hodges – Closed the third Wednesday of each month.Miramar – Closed the first Tuesday of each month.Murray – Closed the second Tuesday of each month.Otay, Lower and Upper – Closed the second Wednesday of each month.San Vicente – Closed the second Friday of each month.Sutherland – Closed the third Friday of each month.“It doesn’t even really make any sense,” El Capitan concessions manager Stacy Foster said.Foster works for an independent contractor, Rocky Mountain Recreation. They provide concessions for most of the city’s reservoirs. If the lakes close, Foster doesn’t get paid. “If they still have to pay the city workers and they are losing the revenue of the people that are coming in, they are not saving any money. They are losing money,” Foster said. According to a city spokesman, maintenance and water staff will keep their hours because their duties fall under a separate budget. However, recreation-related workers will be affected by the closures because their duties fall under the 3 percent general fund budget cuts.Out of the eight reservoirs, El Capitan is the only one to close starting in August.“It is going to start in July for the other lakes, but here we were able to push it to August because it’s Fourth of July weekend,” said Foster.Foster said their lake keeper was able to negotiate the start date since the closure would have fallen under one of the busiest weekends of the year. Still, she is worried that the sudden change in schedule will inconvenience regulars. “When they have a truck and a trailer with a boat on it, there is no place for them to turn around back there, so it is going to be a mess,” Foster said, pointing toward the gate.As for Gordenker, he said he is disappointed. But he said it could be worse. “They could turn the whole program off if they wanted, so we are fortunate to at least have two days.”The closures are in effect for the next year. 3174

SAN DIEGO (KGTV) - A mountain biker wants to warn people about visiting the Tecolote Canyon Nature Trail. He tells 10News he had a disturbing encounter there with a man carrying a knife. Mike Hayes was feet from a trail entrance in Tecolote Canyon off Mt Acadia Boulevard when he was approached by a strange man on Sunday. Hayes says he was walking his bike near the man - a transient in his 20s, dressed in camouflage - when the man suddenly came forward and asked if Hayes was stalking him.  When Hayes said no, the man got agitated and had a look with "Charles Manson eyes." "Next thing you know, he has a knife in his hand and an angry look," said Hayes. "And he says 'If you follow me, I'm going to cut you.'"Hayes says he backed away slowly, got on his bike and rode off, while the man walked his bike away.     875

SAN DIEGO, Calif. (KGTV)- Video of a disturbing racist rant was captured in downtown San Diego Tuesday, and the man who experienced the verbal attack is sharing his story.Rodney Jackson was working as a security guard outside of the Pinnacle on the Park apartment complex in the East Village when an unidentified woman began hurling racial slurs at him.“I was trying my best to diffuse the situation, and she just continued to antagonize,” said Jackson. “It kind of caught me off guard because I’ve never dealt with anything like that before.”RELATED: Mother responds to video showing woman hurling racial slurs at son (VIDEO)In the video he recorded, the woman repeatedly attacks Jackson with racial slurs, even after he asks her to stop.“I started recording just to save myself because of everything going on,” he said.The unprovoked verbal attack happened in the early morning hours on Tuesday.Jackson said the woman was kicked out of a party at the high rise.“She went outside and started arguing with some people walking back, I asked her to come in the building, and I’ll call her a cab,” he said.He said she appeared to be intoxicated and suddenly directed her anger at him.“I told her again, ‘I called you a cab, but I don’t agree with the way you’re calling me all these different names’ and she just continues.”The video shows the woman calling Jackson the N-word repeatedly during the confrontation.“If you’re going to act like a n-----, then I’m going to call you n-----,” the unidentified woman shouts at Jackson. “I don’t [expletive] care!”Jackson remains calm and composed as the woman continues to harass him.“My mother and my grandmother, they raised me never to let anyone get me too upset to where it gets me out of character or changes the person that I am,” he said. “They raised me to be a strong black man.”Jackson said he grew up in National City in a multi-cultural neighborhood, and this was his first time experiencing something like this.“I’ve never looked at people by their color,” he said. “I played semi-pro football for a San Diego team, and we had people from all kinds of ethnic backgrounds, and we’re all just a family.”Jackson’s brother and mother shared the video on social media to highlight the issue of racism.He said he hopes the painful video will serve as a reminder that racism does still exists, even in that community.“Be open-minded and accept people for who they are. The stronger everyone comes together, the better the world will be,” he said.He wants anyone who has experienced racism to remember this: “Stand strong for yourself and don’t ever let anyone belittle you or make you feel like less of a person.” 2669

SAN DIEGO, Calif. (KGTV) - Shane Harris is a civil rights activist based in San Diego and also the president and founder of The People’s Alliance for Justice. He said after George Floyd was killed in Minneapolis, a conversation started among activists and he was called to go to the epicenter of the tragedy. He brought with him ,000 to donate to the Floyd family, money that was possible thanks to a match from Mark Arabo and Sam Nejabat. Harris spent the weekend following the killing in Minneapolis, meeting with other activists, leading and participating in protests, visiting the site where the killing happened and also talking to the Floyd family. He said the Floyd family impressed him with their desire to end the violence and now move forward with active change. Harris stood behind the Floyd family as they addressed the world, offering support as George Floyd’s brother spoke. “He was really focused on peace. What do we need to do to resolve these issues in America? How do we address reform moving forward? How do we put an aggressive plan together?” said Harris. Harris is returning to San Diego Tuesday evening and is bringing with him that message of active change. “Enough is enough, we need deliverables for our community. The looters and the rioters are not where the message should be focused, but it should be focused on black-led organizations and institutions that gravely need support from our allies,” said Harris. He said there are a few examples of change within the community that will make a difference. First, he cited the importance of AB 392, a bill that was inspired after the Sacramento killing of Stephon Clark by a policeman. The bill was signed by California Governor Gavin Newsom and changes police use of force policies and requires officers to attempt de-escalation prior to using lethal force. Harris said this was a topic of conversation among activists in Minneapolis involving changes that can be made in policing. Harris said the main message from the Floyd family is peace and policy, and he said there’s room for policy change with the San Diego Sheriffs Department. He’s calling on the county to follow in the steps of the San Diego Police Department and ban the use of carotid restraint. Sheriff Bill Gore told 10News he does not plan to get rid of the method."I want to give me deputies as many less lethal options as I possibly can. And I'm reluctant to take an option like that away because when it's applied properly, it's probably one of the most effective tools we can use out there," Sheriff Gore said. "The alternative would be a use of force impact weapon, like a club, tasers — which carry with their own danger with them ... I think it's frequently confused when you see incidents like in Minneapolis." Harris said he will work to encourage policy change like that, keeping in mind the message of the Floyd family."I just really have no words about how they have held their head up high looking at the future instead of pondering on the past," said Harris. 3027
