SAN DIEGO (KGTV) -- The first new hospital tower in 40 years in the South Bay could have a major impact addressing a shortage of beds in the region, officials say. Sharp Health Care is set to open its 106 bed Ocean View Tower this week in central Chula Vista. It is adjacent to the 243 bed Sharp Chula Vista original tower, which has seen an overflow due to a growing South Bay with too much demand for health care. "There's about 4,000 new homes in this area that have been built, so more and more we are going to have to provide health care for that population," said Pablo Velez, the hospital's chief executive. While the South Bay has experienced rapid growth, most of the new hospitals have been constructed in North San Diego, where there are higher paying patients, Velez said. At an open house Saturday, more than one thousand South Bay residents got a first look inside the hospital. Each room will be private, with big screen high definition televisions, large bathrooms, USB ports in beds, and local art. The hospital boasts a top floor cafeteria and large family waiting rooms. "I always go to Sharp, and my dad already knows the doctors here and the nurses because he's been in and out a lot of times since early last year," said Cesar Gonzales, an Eastlake resident who came to the open house with his 92-year-old father, a Sharp Chula Vista patient. The hospital cost 4 million to build. Construction began in November 2016. 1452

SAN DIEGO (KGTV) - Summer vacation. A time for kids to cut loose and enjoy weeks of freedom. And as studies have shown, to forget chunks of what they learned the year before. Even shorter breaks can erase some lessons.A special program at San Diego Unified is helping keep kids stay sharp and excited about learning all year round, even during breaks. It's about making learning a fun, family affair. In a classroom at Rosa Parks Elementary School in City Heights, 7-year-old students Melody and Isabella are getting some one-on-one attention with their lessons. The teachers in this case are Melody's grandmother and Isabella's mom."Everyday they have to read. Everyday they have homework to do," said Anna Gonzalez. She and Maria Theresa Jaume are among a growing number of parents and guardians getting more involved with their kid's education through the "Family Engagement Department" at San Diego Unified."So, I now know how to ask her questions," says Gonzalez, "How to engage her with the reading and things like that.""It solidifies the bond right," says Family Engagement Program manager Pamela King, "It shows kids that education is important." King says the program was established in 2016, inviting families to become partners in their kid's education with tips on how to do it."You're reading a fiction book. You're learning about the characters but what are characters thinking? What's motivating the character? So, going a little deeper."Organizers say it's about connecting with a child's curious nature. Making reading as fun as playtime, or as close as possible. You can find out more about the family engagement program here. 1651

SAN DIEGO (KGTV) — The county's average price for a gallon of gas eclipsed for the first time since May 22, according to AAA.The average price of regular gas in San Diego spike 9 cents Saturday and has risen 10 of the last 12 days for a total of 35.8 cents, according to AAA.Since last month, the average price is up more than 40 cents.MAP: Click here to find the cheapest gas in your areaIn California, however, the statewide average sits at .95 a gallon. The national average rests substantially lower, at .65 a gallon. The rise in gasoline prices has been attributed to several issues at refineries in California and just weeks after attacks on Saudi Arabia oil fields. Refinery issues include unplanned work at PBF refinery in Torrance, an outage at Chevron’s Segundo refinery, a flaring event at Valero Benicia and Marathon’s LA refinery, according to GasBuddy senior petroleum analyst Patrick DeHaan.City News Service contributed to this report. 965

SAN DIEGO (KGTV) - The California Department of Alcohol Beverage Control (ABC) made changes making it easier for businesses to sell alcohol. This week, the agency made major changes allowing restaurants to sell beer, wine and pre-mixed drinks or cocktails for pick-up or delivery as long as it is sold with food and has a secured top. While the changes will help many business owners, some San Diego bar owners say the ABC needs to take a look at other parts of the law as well."I know my seven employees are hurting, and I am too," said Tony Raso of Bar Sin Nombre.Raso said when the statewide order came down to close, he did. He has bar food he can sell, but where his problem comes in is with the beer that's already on tap."My struggle has been with all of the draft beer," he said. "We're primarily a draft house, and most of my money is in draft inventory."According to the ABC's website, restaurants "selling beer, wine, and pre-mixed drinks or cocktails for consumption off the licensed premises may do so when sold in conjunction with meals prepared for pick-up or delivery. Any such alcoholic beverages must be packaged in a container with a secure lid or cap and in a manner designed to prevent consumption without removal of the lid or cap."Raso said while he appreciates the relaxed restrictions, he's still sitting on at least ,000 in kegs he can't sell."Allow us to repackage the beer from the taps," Raso said. "Allow us to drain the inventory that we already have tapped that's going to spoil and allow us to create some sort of revenue."In a statement to 10News, a spokesperson for the ABC wrote 1623
