SAN DIEGO (KGTV) - Six people inside a minivan that drove down a flooded road near Fashion Valley mall were rescued Friday, according to a San Diego Fire-Rescue official. Avenida del Rio, a popular exit route for the mall south of Friars Road, was closed Thursday and Friday due to rising water levels in the San Diego River. A lifeguard river rescue crew was nearby, along with fire trucks. SAN DIEGO (KGTV) — San Diego's Board of Supervisors Wednesday approved a new initiative to encourage homeowners in the county's unincorporated areas to develop "granny flats" to help ease the region's housing shortage.The initiative will waive county permit and development impact fees over the next five years for property owners who want to build granny flats or other small dwellings on lots with existing homes.
