BEIJING, Nov. 10 (Xinhua) -- The State Council, China's cabinet, said Wednesday the forced eviction of farmers from their homes must be stopped and avoided during rural land maintenance.The rural land maintenance campaign should bring about higher incomes for farmers and more efficient agriculture and not go against farmers' will, the State Council, at a meeting presided over by Premier Wen Jiabao, said, according to a statement released after the meeting.Emphasis must be placed on farmland maintenance that aims to improve the ratio of high output farmland in rural areas, the statement said.Strict measures should be taken to protect farmland and boost its efficiency, the statement said, calling for integrated land maintenance that involves farmland, irrigation systems, roads, forests and villages.Moreover, the statement said government officials and related staff will be held accountable for violations.

BEIJING, Dec. 27 (Xinhua) -- Chinese officials and Communist Party cadres have been warned against financial violations and extravagance in the name of New Year celebrations.The Communist Party of China (CPC) Central Commission for Discipline Inspection and the Ministry of Supervision have issued a circular, asking officials and cadres to be self-disciplined and practice frugality during the holiday season.Party officials must not accept gifts in any form, said the circular, which offers a list of prohibited items and services that "could influence the fairness of official duty," such as attending banquets, and expenses-paid travels and entertainment.The holiday season of 2011 starts from New Year's day and continues into the Spring Festival, or the Chinese New Year, which falls on February 3.The Chinese tradition of presenting gifts to family members and friends during the Lunar New Year has been extended to sending gifts to officials, which poses a challenge to the country's anti-corruption efforts.The circular also warned officials to avoid extravagance, and prohibited them from spending sprees using public money for personal gains.Instead, the limited public money and resources should be spent on developing the economy and improving people's livelihoods, it said.Further, the circular told discipline inspection authorities at all levels to seriously crack down on any violations of the law and disciplines.

BEIJING, Nov. 8 (Xinhua) -- China has moved to speed up the building of a clean government ruled by law, part of the country's efforts to further enhance the government's credibility and maintain a harmonious social order for its rapid economic development.The Legislative Affairs Office of the State Council, or China' s cabinet, issued guidelines on Monday focusing on creating a government ruled by law, which requires officials and government staff to improve their ability in addressing "prominent problems" through legal means and invites the public to contribute to legislation.According to a statement issued along with the guidelines, the State Council said it was "important" and "imperative" to build a government ruled by law, as China now faces challenges, including imbalanced development of rural and urban areas, a widening income gap, an increased numbers of "social conflicts" , as well as corruption and injustice in law enforcement in some sectors.An official with the Legislative Affairs Office said Monday that the guidelines will further safeguard public interests and maintain social and economic order by requiring stepped-up efforts from authorities to investigate and punish cases that run counter to the country' s mandate for the safe production and issues related to food safety, the protection of natural resources and the environment, as well as public security.The guidelines, which requires officials and government staff to improve their ability in addressing "prominent problems" through legal means, also stipulates that if officials perform their duties according to the law or are skillful at solving disputes by legal means, they will more likely be promoted.However, government officials will be held liable for malfeasance or failure to fulfil their duty in major accidents or cases that have seriously violated laws.Further, the guidelines stress the importance of public participation in legislation, saying people's opinions, reasonable needs and legitimate interests should all be considered in lawmaking.Additionally, the guidelines state that the legislative process shall not be influenced to favor the interests of a certain sector or protect local interests.Also, to facilitate the creation of a clean and transparent government, the guidelines require all government information, aside from that involved in state, commercial or private secrets, to be open to the public.Government departments are also required to reply to pubic requests on the release of government information within a certain period of time and improve the ways of handling government affairs, according to the guidelines.

  

BEIJING, Dec. 3 (Xinhua) -- China's Ministry of Commerce (MOC) Friday welcomed ruling from the World Trade Organization (WTO) that the European Union (EU) anti-dumping duties on Chinese screws and bolts were discriminatory and are in violation of global commerce rules.For a long time, the EU has been requiring Chinese exporters to prove they meet with the "single duty" requirements when they are responding to anti-dumping cases, bringing a heavy burden and unfair treatment to Chinese companies, said an official with the MOC.In particular the WTO ruled the EU's single duty requirements and practices are discriminatory and violated WTO rules.China urged the EU to respect the WTO ruling and rid itself of codes or practices that go against WTO rules and treat Chinese exporters fairly to ensure normal trade between China and the EU, the official said.At the beginning of 2009, the EU decided to impose anti-dumping duties of up to 87 percent for the next five years on fasteners imported from China.The WTO set up an expert panel on Oct. 23, 2009 after China initiated the WTO case on July 31, 2009, saying anti-dumping measures taken by the EU against the import of Chinese steel fasteners violated WTO trade rules.
