(KGTV) - Two Chula Vista parks closed Thursday due to the threat of falling trees and saturated ground amid a cold winter storm.The City of Chula Vista tweeted the closures about 3 p.m. Thursday.Hilltop Park, 780 Hilltop Drive, and Eucalyptus Park, 436 C Street, are located between I-5 and I-805 in the western half of the city. CINCINNATI -- A police officer working an off-duty detail at a grocery store used a stun gun on an 11-year-old girl Monday evening.The officer was working a detail at the Kennard Avenue Kroger when his attention was brought to the girl and two others who were involved in shoplifting, Lt. Steve Saunders said. The officer gave the girl several commands to stop, and then deployed the stun gun.Medics at the scene checked on the girl, and later so did staff at Cincinnati Children's Hospital Medical Center, Saunders said. He said that as far as he knows, the girl doesn't have any health issues as a result of the Taser deployment.Saunders said that a stun gun can be used on anyone between the ages of 7 to 70, according to Cincinnati Police Department procedure.CPD procedures on use of force state, "The TASER may be deployed on a suspect actively resisting arrest when there is probable cause to arrest the suspect, or to defend one’s self or another from active aggression."The procedure also notes that officers should consider the severity of the crime, the level of suspicion with respect to the fleeing suspect, the risk of danger to others and the potential risk of secondary injury to the suspect due to their surroundings before using a stun gun."An individual simply fleeing from an officer, absent additional justification, does not warrant the use of the TASER," CPD procedure states.The girl had a backpack full of items, Saunders said. She was charged with theft and obstruction, and then released to her parents. (KGTV) -- A Chula Vista woman's holiday decorations vanished from her lawn Thursday morning — but she's determined not to let "the Grinch" steal her Christmas spirit.It was beginning to look a lot like Christmas at Wendy Claproth's home in East Chula Vista. Since her husband's passing ten years ago, Claproth says she did not have the spirit to spread Christmas cheer outside. But this year, she finally got the courage to give it a shot.On her front lawn, she put up a large blowup Christmas tree snowman, hung lights along the roof, set up candy canes, wrapped her mailbox, and even created a Christmas tree with a set of lights. Her house screamed "festive." But on Thursday morning, she noticed that her brand new Christmas tree snowman inflatable was gone."Yes, you get mad, but more than anything, you get disappointed," Claproth said.It wasn't the wind, and it definitely was not an accident. Thieves had ripped the blowup right from her lawn, leaving only the stakes."It was kind of angled towards the corner all by itself over there, so I guess it was an easy prey," Claproth sighed.She wrote about the incident in her neighborhood app and found that she was not the only victim. Many others chimed in, saying the Grinch stole their Christmas decorations as well.Chula Vista Police says while there are not too many official reports of stolen decorations, these thefts, unfortunately, are common during the holiday season. (KGTV) -- A South Bay family spoke about the frightening moments that took place when a police chase ended in front their home and then turned into a shootout on their driveway Monday afternoon.Mark Yturralde said his son-in-law had the quick thinking and presence of mind to shut the door to prevent a suspect, later identified as David Angulo, from getting into their home on Rutgers Avenue.“I didn’t have time to be kind or nice. I had to shove my wife and granddaughter into a closet, and I told them to stay low, keep quiet, don’t come out until I tell you. I tried to watch from a corner,” said Yturralde.RELATED: Carjacking, pursuit leads to deadly officer-involved shooting in Chula VistaAccording to Chula Vista police, Angulo was a known gang member wanted in connection with at least three shootings in June. Police said Angulo carjacked a pickup truck in an area near Main Street, refused to pull over for officers, and led a pursuit into east Chula Vista.Police said Angulo lost control of the truck and crashed into a car driven by an active-duty military member. While the other driver was seriously injured, Angulo got out of the truck and ran to a family’s driveway.Angulo, according to police, opened fire at officers -- the exchange of gunfire that Yturralde said went on for several minutes. Shots struck and flattened the tires of vehicles parked in the driveway, but none of the bullets penetrated the house.Yturralde and Chula Vista police credited Yturralde’s son-in-law for keeping the incident from turning into a hostage situation, or worse.Angulo was killed during the shootout, and police said an investigation will determine how many shots were fired and who opened fire first. Police will also review officers’ body camera footage.Police promised the investigation findings will be released in a timely manner.The three officers involved in the incident were not injured.Family members said they found five shell casings in their backyard. They told ABC 10News they are grateful to police but also offered their condolences to Angulo’s family, even though he put their family in danger. 2145

CHULA VISTA, Calif. (KGTV) -- The Sweetwater Union High School District is working with teachers to prepare for distance learning if and when classes resume after Spring Break. The district is currently closed because of coronavirus concerns, but district officials tell 10News plans are already in motion to figure out a way to complete the school year. District spokesperson Manny Rubio tells 10News the district is looking at distance learning, which can mean a number of things. Teachers could either teach virtually from home or provide students with learning material. Rubio says a majority of students already do a lot of online work and many of them have take home devices. The plans include addressing concerns that some students might not have devices or internet at their homes. Wednesday night, the district and the teachers union sent out a letter with guidance and information for teachers on how to move forward. All schools were deep cleaned and sanitized. Some schools are allowing teachers to enter their classrooms to get whatever materials they may need. For now, the plan is to have teachers return from Spring Break and allow for 2-3 days of planning before giving any direction to students and their parents. Officials are also keeping a close eye on updates from the state and the department of education. In the meantime, the district is still offering meal distribution while students are out of school. 1438
