JULIAN, Calif. (KGTV) - Caltrans will shut down all lanes of State Route 78 in Julian Friday night following a rock and mudslide. The freeway closure, which affects all lanes between Wynola Road and Great Southern Overland Stage Route (S2), may continue into the weekend. The area experienced a slide late Thursday that sent large rocks and debris into lanes. Crews limited traffic to one direction and determined rock scaling was needed to remove any more hazards. Residents will be allowed access through closures when conditions are safe, Caltrans said. "She cannot learn just giving her an iPad and me teaching her, she has to have one on one contact with a teacher that knows what they're doing," he explained.He believes that for his family the benefits of in-person instruction outweigh the risks during the pandemic.Which is why he was encouraged to hear about San Diego City Councilmember Chris Cate's plan to give SDUSD families more options for how kids are taught during the upcoming school year.A statement released by Cate Tuesday reads in part, "As a father myself, I understand the struggle families are going through right now with ensuring their children are receiving a quality education."The plan includes:Offering waivers for in-person instructionCreating open-air classroomsImplementing staggered start timesand providing more resources and financial support for parents who choose to keep their kids home.Although Governor Newsom has said schools can't reopen until the county has been off the state's watchlist for 14 days, there is an option for districts to apply for an exemption that could be granted by county health officials. The exemption only applies to elementary schools.Whether it's through an exemption or other means, parents like Powell say they just want the option to choose. (KGTV) - A San Bernardino County couple has been arrested after authorities say they kept their three children in unsanitary and unsafe conditions.Sheriff's Department deputies were conducting an area check Wednesday afternoon in the 7000 block of Sunfair Road when they located a trailer that appeared abandoned. A large rectangular box made of plywood was also located on the property.Upon inspection, deputies found there was no electricity or running water and several large holes, mounds of trash, and human feces on the property.RELATED: Perris couple accused of torturing, shackling kids return to courtPolice said the parents, identified as Mona Kirk, 51, and Daniel Panico, 73, did not provide their three children, ages 11-, 13-, and 14-years-old, with enough food either.About 30-40 cats were also found roaming freely inside the trailer and on the property.Kirk and Panico were arrested and charged with willful cruelty to a child in lieu of 0,000 bail.The three children have been transported into the care of San Bernardino County Children and Family Services. 1140
