What color is your county and state? The Harvard Global Health Institute released an interactive map on Wednesday that shows the risk of contracting the coronavirus based on daily new cases per 100,000 people.Based on Harvard's guidelines, three US states need to implement stay-at-home orders, while an additional 13 should consider them. The map has four colors – green, yellow, orange and red – to demonstrate the risk by county and state. The map shows three states – Arizona, Florida and Mississippi – in the red for where infections are high. Just two states – Hawaii and Vermont—are in the green. While Hawaii requires face coverings in public setting such as retailers despite being one of only two states without community spread, the three states in red have not implemented mandatory face coverings in public. "We've left it to the locals to make decisions about whether they want to use coercive measures or impose any type of criminal penalties. We're not going to do that statewide," Florida Gov. Ron DeSantis said on Tuesday.According to Harvard Global Health Institute, when areas are shaded red, stay-at-home orders become necessary. So far, Arizona, Florida and Mississippi have not reinstituted stay-at-home orders despite being in the red. Arizona and Florida did announce that most bars can no longer serve alcohol on site.“The public needs clear and consistent information about COVID risk levels in different jurisdictions for personal decision-making, and policy-makers need clear and consistent visibility that permits differentiating policy across jurisdictions”, said Danielle Allen, director of the Edmond J. Safra Center for Ethics at Harvard University. “We also collectively need to keep focused on what should be our main target: a path to near zero case incidence.”Thirteen states are in the orange, meaning those states should consider either implementing stay-at-home orders or conduct rigorous tracing programs, Harvard said..“Local leaders need and deserve a unified approach for suppressing COVID-19, with common metrics so that they can begin to anticipate and get ahead of the virus, rather than reacting to uncontrolled community spread”, says Beth Cameron, Vice President for Global Biological Policy and Programs at the Nuclear Threat Initiative and a member of the COVID-Local.org team. “Unless and until there is a whole of government response, with measurable progress communicated similarly and regularly across every state and locality, U.S. leaders will be left to react to the chaos of the virus - rather than being able to more effectively target interventions to suppress it. “COVID RISK LEVEL: GREEN- Less than one case per 100,000 people- On track for containment- Monitor with viral testing and contact tracing programCOVID RISK LEVEL: YELLOW- 1-9 cases per 100,000 people- Community spread- Rigorous test and trace programs advisedCOVID RISK LEVEL: ORANGE- 10-24 cases per 100,000 people- Accelerated spread- Stay-at-home orders and/or rigorous test and trace programs advisedCOVID RISK LEVEL: RED- 25 or more cases per 100,000 people- Tipping point- Stay-at-home orders necessaryClick here to view the map. 3170

WILMINGTON, Del. – President-elect Joe Biden is promising that his team is “going to get right to work” and is downplaying concerns that President Donald Trump’s refusal to acknowledge his victory could undermine national security.Trump has blocked his Democratic rival from receiving the intelligence briefings traditionally shared with incoming presidents, according to someone with knowledge of the situation but not authorized to disclose private conversations.Asked about the Republican resistance on Tuesday, Biden said it “does not change the dynamic at all in what we’re able to do.” He said additional intelligence briefings “would be useful,” but he doesn’t see anything slowing them down.“It would be nice to have it, but it’s not critical,” said Biden. “We’re just going to proceed the way we have. We’re going to do exactly what we’d be doing if he would have conceded and said we’ve won, which we have. And so, there’s nothing really changing.”Watch Biden and Sen. Kamala Harris speak below:Biden said he and his team are moving along in a “consistent manor,” putting together their administration and reviewing who they’d like to pick for cabinet positions.“Nothing’s going to stop that,” said Biden. “So, I’m confident that the fact that they’re not willing to acknowledge that we won at this point is not of much consequence in our planning and what we’re about to do between now and Jan. 20.”Biden also responded to comments from Senate Majority Leader Mitch McConnell, who said Monday that he supports Trump’s legal actions, despite there being little evidence of widespread voter fraud. Biden said he hasn’t gotten a chance to speak to McConnell yet, but he expects to relatively soon.“I think that the whole Republican Party has been put in a position, with a few notable exceptions, of being mildly intimidated by the sitting president,” said Biden. “But there’s only one president at a time. He’s president. We’re going to have the Electoral College, they’ll be making their judgment in December and it’ll be announced in early January, but in the meantime, I hope to get a chance to speak to Mitch.”When asked about the Trump administration blocking funding for the White House transition, Biden said he thinks his team can get things done without the money.“We can get through without the funding,” said Biden. “We don’t see anything that’s slowing us down, quite frankly.”So far, Biden said he’s been able to speak with six world leaders since he was projected to win the presidency on Saturday.“I’m letting them know that America is back. We’re going to be back in the game. It’s not America alone,” he said. “I’m confident that we’ll be able to put America back in a place of respect that it had before.”Biden said he believes Trump’s post-election behavior won’t help his legacy.“I know from my discussions with foreign leaders thus far, that they are hopeful that the United States’ democratic institutions are viewed as being strong and enduring,” said Biden. “I think at the end of the day, it’s all going to come to fruition on Jan. 20. And between now and then, my hope and expectation is that the American people do know and do understand that there has been a transition, even among Republicans.”When asked during his briefing what he would say to Trump if he were watching, Biden said “Mr. President, I look forward to speaking with you.” 3383

When 29-year-old Cecilia Paredes decided to buy a 2018 Mini Cooper with cool black rims, she knew she’d be facing a professional negotiator — the car salesman. So Paredes, who works in the theses and dissertation office at California State University, Long Beach, brought her uncle along as her wingman.“I’m young, I look young and I’m a girl,” she says. “I was afraid they might try to take advantage of me.”Paredes isn’t alone. According to a recent survey commissioned by Cars.com, 1 in 4 millennial car buyers (in this case, ages 18-34) don’t feel comfortable negotiating and would prefer to have their parents help make the deal. But millennials have a secret weapon that forms a strong foundation for effective negotiating strategies: a penchant for online research.Even with the added transparency the internet provides, “negotiating is still very important in car buying,” says Greg Kopf, a brand ambassador for online auto parts retailer CarID. He’s himself a millennial who’s worked as a dealership service advisor. Here is a roadmap for millennials — or anyone new to car-buying — to connect the cold world of data with the human dance of negotiation, whether or not they bring mom or dad along for the ride. 1241
