BEIJING, Dec. 23 (Xinhua) -- Chinese Foreign Minister Yang Jiechi Thursday said BRIC has accepted South Africa as a full member of the group, which currently includes Brazil, Russia, India and China.Yang, during a phone conversation with his South African counterpart Maite Nkoana-Mashabane, said Chinese President Hu Jintao would issue an invitation letter to South African President Jacob Zuma, inviting him to attend the third BRIC leaders' meeting to be held in Beijing next year.Yang said that China, as the current rotating chair of BRIC, believes South Africa's accession will promote the development of BRIC and enhance the cooperation of emerging market economies.On behalf of the South African government and President Zuma, Nkoana-Mashabane said, "I would like to express our sincere appreciation towards President Hu's invitation."South Africa is ready to step up communication and coordination with China and other BRIC members for mutually-beneficial cooperation, the minister added.Later in the day, Chinese Assistant Foreign Minister Wu Hailong forwarded to Bheki Langa, South African Ambassador to China, the letter by President Hu.
BEIJING, Dec. 29 (Xinhua) - Offenders of China's new regulations on waste electronic equipment could face fines up to 500,000 yuan (75,450 U.S. dollar), after it becomes effective on Saturday.The regulations could be regarded as the country's latest effort to promote comprehensive utilization of resources and environmentally friendly economy, Wan Bentai, chief engineer of the Ministry of Environmental Protection, said Tuesday.The ministry has introduced a set of supplementary guidelines for the implementation, which, for example, specify rules and procedures regarding issues including recyclers' qualification and governmental subsidies to e-waste recycling initiatives, Wan said.Recyclers which engage in e-waste recycling business without certificates could face fines ranging from 50,000 yuan to 500,000 yuan, according to the regulation.Wan estimated that nearly 30 million units of televisions, refrigerators, washing machines, air conditioners and computers were discarded in China each year.Those e-wastes, sometimes simply burned or soaked in strong acid, had severely polluted the environment in many locations in the past, said Wan.He believed that the new regulation made "remarkable progress" in environmental protection by extending manufacturers' responsibility into the post-use recycling of their products.

BEIJING, Dec. 6 (Xinhua) -- China's government-run welfare lottery has raised a total of 164.5 billion yuan (24.8 billion U.S. dollars) for public welfare funds over the last 23 years, the Welfare Lottery Distribution and Management Center (WLDMC) announced Monday.Total sales of welfare lottery tickets had amounted to 500 billion yuan (75.2 billion U.S. dollars) since the lottery started operation in 1987, said a statement issued by the WLDMC.Half of the funds were allocated to social welfare projects organized by local governments, and the rest to public welfare funds or projects administered by central authorities, including the Ministry of Civil Affairs (MCA), said the statement.The civil affair authorities for the past 23 years had supported more than 200,000 projects for the public good, the statement said.The projects included social welfare institutions, child welfare associations, homes for the aged in villages and towns, and community service centers.The WLDMC is administered by the Ministry of Civil Affairs, which was authorized by the State Council to raise welfare funds through lottery sales in 1987.
