(CNN) -- German police suspect a landscape gardener is responsible for killing one man and injuring two other people from beyond the grave.Bernhard Graumann, 59, was found dead from unknown causes at his home in Mehlingen in western Germany on Friday.Earlier that day, a 64-year-old doctor was killed by an explosion that appeared to come from a booby trap laid outside his practice in Enkenbach-Alsenborn, local police said in a statement.The doctor, who has not yet been named, is thought to have triggered the explosive when he bent down to pick it up, police said.Two days later, a mother and daughter were injured when a log that appeared to have been tampered with exploded in a wood-burning stove in Otterberg, less than six miles away. The younger woman, who has not been named, remains in hospital -- her condition is not thought to be critical.Western Palatinate Police have linked both cases to Graumann, who is said to have had a "bad relationship" with the victims, having been involved in disputes with them in the past. The gardener's death is currently under investigation, pending the results of an autopsy.When officers searched Graumann's home they discovered gunpowder and "other items subject to the weapons law and the Explosives Act," police statements said.Police also took the unusual step of warning other members of the public who may previously have fallen out with Graumann -- whether in a personal or business capacity -- to be on their guard."The police cannot rule out that prior to his death, the deceased had made preparations that could endanger other people's life and limbs," a statement said. (KGTV) - A group of San Diego lawmakers, water agencies and business leaders are joining forces in opposition of a possible new state tax on tap water.Under the proposed State Senate Bill 623, Californians would see an additional 95 cents per month on their water bills.SB623 is one of two articles of legislation being discussed by state lawmakers that could see residents’ water bills go up by more than per month.The goal of the tax would be to clean polluted groundwater around the state, particularly agricultural areas where water is considered undrinkable -- with arsenic, lead and nitrate levels that have been compared to Flint, Michigan’s crisis.State Sen. Bill Monning (D-Carmel), who authored the bill, said SB623 "will establish the Safe and Affordable Drinking Water Fund to provide an ongoing source of funding to finance water improvement projects throughout California.Approximately 300 water systems in California currently have pollutant violations, such as arsenic, lead, nitrates, and uranium that have been linked to nausea and vomiting, cancer, reduced mental functioning in children, nervous system decline, miscarriages, and numerous other health issues.Support of the fund will come from a fertilizer mill fee, a fee on dairies, and a fee assessed on water bills of no more than a month per household, and is anticipated to generate 0 million a year. Low-income rate exemptions are provided for households under 200% of the federal poverty level."Numerous agricultural groups and environmental organizations have come out in support of SB623, but many, including the San Diego County Taxpayers Association and other local groups, have said the bill is “counterproductive because it will make it harder for low-income residents to afford this necessity. Gavin Newsom signed a series of bills on Wednesday aimed at reforming the criminal justice system in California.The series of bills signed by Newsom intends to increase oversight of the criminal justice system, amid nationwide calls for police reform. Newsom and advocates hailed the new laws as first steps in reforming policing in the state.“I hope people recognize we’re moving in the right direction, and again I just recognize we have a lot more work to do in this space and we are not walking away from that responsibility,” Newsom said.The bills signed will enact several reforms including:AB-1196: A ban on arm-based grips, including chokeholds that apply pressure to a person's windpipe, and to carotid holds, which slow the flow of blood to the brain.AB-1506: Requiring the state attorney general to investigate fatal police shootings of unarmed civilians.AB-1185: Allowing county supervisors to create oversight board and inspectors general with subpoena powers over independently elected sheriffs.AB-2542: Suspects could be entitled to new trials or sentences if they can demonstrate racial bias played a role in any part of their case.AB-3070: Allowing judges to assess whether lawyers illegally exclude jurors based on their race.SB-823: Will phase out California's remaining juvenile prisons.
