SAN DIEGO (KGTV) - As the temperature rises and more businesses, like movie theaters, are reopening San Diegans and people from neighboring counties are flocking to get a dose of normalcy."We sold out today which is great news for everyone, we sold out today very quickly." General Manager of Theater Box Donnie Eversole said.He said it was wonderful 'being home' back in the theater, "we haven't been in the theater for 90 to 120 days so it's like a new adventure."He said it helps that the week they opened, two blockbusters, Christopher Nolan's Tenet and Bill and Ted Face the Music, are screening.While they're capped at 25% Eversole said you can make sure you claim your seat by reserving online. They are working to add more showtimes while abiding by the new guidelines.Last time San Diego had sweeping reopenings, there was a huge spike in coronavirus cases. Eversole said they are doing everything they cna to prevent another spike, "every cdc guideline is followed to the letter, we do not bend, we do not break. We follow the rules because not only is our business affected, everyone else is and we want to make sure everyone is getting a fair shake and able to recoup some of the summer that's been lost."San Diego is the only lower tier county in Southern California with the ability to have so many re-openings, drawing attention from our neighbors.Supervisor Nathan Fletcher spoke at Wednesday's press conference, urging everyone to do their part to prevent another spike, "One of the most dangerous settings is indoor gatherings, it is house parties, it is people gathering together in an indoor setting and there really is no way for us to enforce that or prevent that other than the public's help and cooperation."He said if there are gatherings and another spike in cases, businesses, like Theater Box, could shut down once again. 1857

SAN DIEGO (KGTV) - By a unanimous vote, the San Diego City Council voted Monday to hike pedicab fees, making it nearly twice as costly to be a pedicab driver.      Police say the increase for annual operator fees from 2 to 9 is needed because of extra enforcement, including aggressive inspections and undercover operations targeting price gouging.Ali Horuz, who manages four different pedicab companies, says the higher fees will be a hardship, especially for drivers getting into the business.  He says right now, the local market is short about 50 drivers."It's going to be harder to find qualified drivers. We're competing against Uber and Lyft. It's definitely going to affect the market, where we are going to see fewer pedicab drivers," said Horuz.While the number of drivers is shrinking, the regulations may be increasing.  Citing complaints from the community, Councilman Chris Ward wants the city to set a uniform rate structure, while banning loud horns, flashing lights and amplified music. Horuz says the lights and loud horns are needed safety precautions, while overly loud music is a product of a few bad drivers.A council committee will look at the proposal Wednesday. 1240

SAN DIEGO (KGTV) - Being shot to death by a cop. The fear is real for many families who have to call 911 on their mentally ill loved ones. As part of the Team 10 Transparency Project, 10News rode along with San Diego police to understand how officers respond to mental health emergencies. 10News is examining what police say they’re doing right to de-escalate potentially deadly encounters.This October, SDPD released officer-worn camera footage that showed the moments before officers shot and killed an El Cerrito man this summer who had charged them with a shovel. His family says he was mentally ill. The family called police when he started throwing bricks at his aunt.Police say an officer deployed a Taser but it didn't have any effect on Dennis Carolino, who began to advance. The San Diego County District Attorney’s Office is still reviewing the case, but it's stories like Carolino’s that alarm local mother Cheryl Canson. One of her adult sons has Bipolar Disorder. The other son has Schizophrenia. She says both of them experience episodes of psychosis. “They're unable to identify or distinguish whether the voice is outside [their heads] or it's their own voice or a separate voice inside,” she explains.Both of Canson’s sons are now incarcerated, but she says she always worried about their interactions with police. “I don't really look at law enforcement in a bad way but they need to be trained in dealing with mentally ill people,” she adds.RELATED: Mental health program for first responders gets OK from San Diego County supervisors“I'm very proud of the training that we receive,” says SDPD Lt. Carmelin Rivera. Lt. Rivera drove 10News around Balboa Park where he says his officers meet people from all walks of life. “It's also a place [where] oftentimes we encounter individuals that have mental illness,” he adds.San Diego County PERT (Psychiatric Emergency Response Team) Director Dr. Mark Marvin rode around with 10News, too. “We are basically providing the bulk of mental health training to law enforcement in San Diego County,” he tells 10News. The region’s eleven law enforcement agencies include San Diego Police Department, Carlsbad Police Department, Chula Vista Police Department, Coronado Police Department, El Cajon Police Department, Escondido Police Department, Harbor Police Department, La Mesa Police Department, National City Police Department, Oceanside Police Department and the San Diego County Sheriff's Department.PERT teams are made up of unarmed licensed mental health clinicians and trained sworn peace officers. Together, officers and clinicians respond to 911 calls for mental health related situations. A law enforcement officer first assesses the scene for safety, followed by a clinician, who provides specialized care.“The goal is always de-escalation,” Dr. Marvin tells 10News.This year, the San Diego County District Attorney’s Office announced an initiative to fund de-escalation training for police officers. A 25-year study from the DA’s found that 79% of officer-involved shootings had some evidence of drug use or mental health concerns.RELATED: What to do in a mental health crisis“Our training philosophy is when officers or PERT clinicians are encountering people in crisis, they're not just a collection of symptoms. They're people. They have tough stories to tell and we want to know what their stories are,” adds Dr. Marvin.Lt. Rivera tells 10News, “Really, it's about coming in with the appropriate level and tone, just like anything else.”Officers are taught how to communicate and look for cues before turning to any force. Lt. Rivera adds, “It depends on a lot of factors. Are people clenching their hands? Are they not responding to basic commands? Do they have any weapons in their hands? Have threats been made?California law mandates that officers get mental health training. Some agencies like SDPD get more field training and classroom time than other agencies.Dr. Marvin says that San Diego County is well ahead of the national training curve, but breaking stigmas will take time.The National Alliance on Mental Illness has a list of recommended things to say and do if you have to call 911 on a family member or loved one who is having a mental health crisis. SAN DIEGO (KGTV) – Authorities are investigating a car fire in Spring Valley that may possibly be linked to a fire that scorched part of a La Mesa hair salon less than half an hour before.At around 3:10 a.m. Monday, firefighters and sheriff’s Bomb/Arson investigators were called to the Slay Lounge on 8739 Broadway in La Mesa in response to a fire in a Dumpster.The fire caused some minor damage to the salon and some other businesses at the strip mall.Investigators discovered an object at the scene that may have sparked the blaze.Less than 30 minutes later, crews were called to an import auto car lot in the 9100 block of Campo Road in Spring Valley in response to a car on fire. One car was completely destroyed, and the flames damaged other nearby vehicles. Investigators are trying to determine if the car fire is somehow related to the Dumpster fire in La Mesa. No injuries were reported in either blaze. 921

  

SAN DIEGO (KGTV) — Balboa Park has reopened the former parking lot near the San Diego Air & Space Museum as Palisades Plaza.The refresh of the South Palisades parking lot removed the 144 parking spaces and transformed it into a public square surrounded by the Air & Space Museum, San Diego Automotive Museum, Mid-City Gymnasium, and upcoming Comic-Con Museum.The city has said it will add 131 parking spots in two lots in other parts of the park to make up for the loss.RELATED:In-Depth: Balboa Park's future unfolds during COVID-19 pandemicBalboa Park's Timken museum to install military-grade anti-viral technologyOver about seven months of construction, crews with the city's Transformation and Stormwater, and Parks and Recreation departments removed asphalt, upgraded a San Diego Trolley stop, planted trees and enhanced landscaping, installed turn lawn areas, repaved the North Palisades parking lot, and upgraded sidewalks and curb ramps.The project cost about 0,000.Since many attractions in Balboa Park have been shuttered by pandemic-related closures, groups throughout the park have used the time to revamp museums and upgrade facilities. 1168
